Open Space and Recreation Committee July 10, 2019 Charlie Mann (Chair), David Brewster (Vice Chair), David Alden -St. Pierre, Marilyn McCrory, Elizabeth Dunne, Gregory Sharp Todd Callaghan, Wayne Miller Darlene Wynne, Assistant Planning Director Amy McDonough Members of the public opportunity to address the Committee No members of the public were present. Approval of Minutes None available. Principal Items of Business a. Community Preservation Committee — Representative Report McCrory states there is nothing to report. Council approved recommendations for Round 6 funding. Member asks about Odell Park Project sign that went up. Discussed briefly. McCrory states that it is a refurbishment of park, seating, accessibility and maybe some new playground equipment. Committee is not meeting in July but will meeting in August and will plan for next round. b. Planning Board — Representative on Report Wynne reports that the Master Plan meeting on the 23r focused on setting goals for the plan. Thaxton Road OSRD is still under continuance with the Planning Board waiting for the applicant to submit revisions. Livingston Ave Extension Definitive Subdivision is still being discussed as well. Wynne notes that the Depot 2 /Casa De Luca/Trafton Hotel site will be opening their public hearing next week. Wynne states Planning Department is conducting a mobility hub study done around Beverly Depot. There will possibly be a public meeting in the fall for that. Open Space & Recreation Committee July 7, 2019 Meeting Minutes Page 2 of 4 Recreational Trails Grant a. Finalize Kiosk signs and layouts /information Mann asks if we have signs. Wynne states the "Enjoy this public trail" signs and the arrow wayfinding signs have been delivered as well as the breakaway poles, nuts, etc. It is busy season for Public Works and she is having a difficult time getting someone to install them. Mann states finishing up the Kiosk is the big thing. Wynne states December 31, 2019 is the deadline and everything must be complete, including pictures showing they were installed. She would rather not wait until the last minute. Mann met with Miller and went over the trail names. Mann had an idea about arrow signs before finalizing Kiosk map. They have five colors of arrow signs. Can flip over to number intersections. Mann shows example and discusses briefly. All agree this is good idea. b. Final trail numbering plan Mann is defering to Miller on the numbers. Went with Abby from Essex County Greenbelt Association (ECGA) to GPS the trail_ The trail is cut. Trail connector cannot be done right now until after closing of the property. Boy Scouts put a good effort into the trail; it is a nice line, nice trail. The GPS data didn't collect for some reason so Abby will need to do it again. Mann started doing the narratives to describe the trails and he will finish that up. Member states that Roland wanted to put the colors and numbers in the GIS system. Once narratives are done we should get to Roland as soon as possible. Wynne has a question about the trail system. Would you also include the cart path as a trail? Mann says yes. Wynne notes it would then need to be on the map. c. Finalize maps Member states that many of the maps can be reused. A couple needed updating — new layout or numbers. Roland has one of those maps done. Mann says the ones that are getting kiosk maps redone are Greens Hill (done by Roland), Norwood Pond (no numbers /will have them some day), JC Philips, and Beverly Commons. Philips never had a map so it needs a new map. Wynne states that the ones getting new kiosks, according to their estimates, are Greens Hill, Sally, Norwood Pond, Philips and Beverly Commons. d. Installation plan for wayfinding / trailhead signs Wynne states that some of this we can do with volunteer labor. Will reach out to Mike Collins and ask about their budget to pay and get it done. Deadline is also December. Mann ask about the signage on the sidewalk. Wynne said they haven't gotten into that much detail yet. McCrory asks if Mike can do a plan with a target date and get Mayor's support in getting this done. Mann mentions email with list. Members discuss species information, etc, for kiosks. Member states that logos are all set. Design was reviewed a few months ago. Going to change font. Colors are fine. Member proposed that they would have a proof first to approve. Once we know who the printer is we can send it there. Dimensions are needed. Measure kiosks. May be determined by the kiosk size. Dunne has one of the old kiosks that could be used for Green Street if needed. Mann asks about budget. Discussed briefly. In the grant we put in for six kiosk signs at $1,000. We have two quotes for signs. $134 or $175. The $134 (9 signs) = $1,200. Mann asks what other signs do we not have the text for? Sharp is not sure but will get that information. Member recommends adding link to trail maps onto the City's website and so that content can be provided and updated. Other Business: a. Master Plan Discussed in item 4b above. b. Eagle Scout Projects Mann has an update on Beverly Common trail at the new Webster Ave project. Trail is in. Campsites there were cleaned out. Wynne would like to get project reports from them. Write -up summary and pictures would be a good close up to each project. Also, they need to get approvals. Member proposes putting together a "How to build a trail document ?" Mann thinks it is a great idea. Committee agrees. c. Other Items Raised Member asks about any more progress on the entrance by driveway for Parcel 27X? Wynne has emailed their attorney. Attorney came in a couple weeks ago and mentioned they wanted to just use paint instead of putting up a fence. City would not support that. McCrory says another extension could be requested but there needs to be more progress. It has been years. Member asks if we could discuss with the Mayor? Wynne states that there is a settlement agreement and we are waiting for them to file with the courts. Mayor gave permission to mark the entrance. McCrory will reconfirm permission from Mayor's office to put something there to mark it and also a trail sign. Member asks about status of Trask Lane / Folly Hill development. Wynne states the Subdivision decision is still under appeal. Mann says it may take a while but should keep Open Space & Recreation Committee July 7, 2019 Meeting Minutes Page 4 of 4 an eye on it and be ready to ask for what we want. He thinks there is opportunity to get some open space. Alden -St. Pierre asks where the solar farm will be located. Discussed briefly access, private land and landfill. Alden -St. Pierre asks about existing trails across the landfill and notes advocating for a clear pathway. Wynne says that she doesn't think it will affect the trails but will clarify and will ask Planning Director Aaron Clausen to share a plan if possible. • Mann asks about Bass River District Rezoning and was that finalized? Wynne says no and that is another reason why the City is doing the Master Plan. Will look at the larger vision for the City and narrow it down. The Mayor put a pause on it to do the Master Plan and come back and look at it again. Brewster asks if anyone is collecting rent at the boat ramp near the Bowl -o -Mat? Mann notes this would be a good area for a city open space. • Mann asks about dredging. Wynne doesn't have an update. • Mann asks status of kayak racks installation. He notes he saw people using end of Congress Street in recent weeks. Wynne does not have an update. Callaghan was working on that. Mann will check with Callaghan. • Alden -St. Pierre asks about North Shore Music Theater and trail behind it. Wynne will remind the Mayor about that discussion. • Wynne will circle back with Aaron on his thoughts regarding next steps for the potential acquisition of a new property. Future Agenda Items /Other Items: Possibly a small informal meeting with some members to get things in motion on the kiosks and maps. Adiournment• Brewster moves to adjourn the meeting at 8:43pm.
