05-16-19 CPC minutes-FINALCITY OF BEVERLY PUBLIC MEETING MINUTES -FINAL COMMITTEEXOMMISSION: SUBCOMMITTEE: DATE: LOCATION: MEMBERS PRESENT: Community Preservation Committee May 16, 2019 Beverly City Hall, 191 Cabot Street Chair - Marilyn McCrory, Vice Chair - Wendy Pearl, Nancy Marino, Heather Richter, Derek Beckwith, John Hall, Tom Bussone, Robert Buchsbaum MEMBERS ABSENT: OTHERS PRESENT: McCrory calls the meeting to order at 7:01 p.m. Christy Edwards Amy Maxner - Environmental Planner Wes Slate — City Clerk Kevin Harutunian — Chief of Staff Emily Hutchings — Associate City Planner Recorder: Blakely Calabrese Hutchings is requesting an extension on the MOU of the historic resource survey. Discoveries through the survey process were similar to those that were removed from the original scope. No additional funding is required. Extension is requested through July 31, 2019. Draft should be coming by June 30t' and final version should be coming two weeks after that at which point we should receive final invoice. Pearl moves to approve extension. Bussone second. Motion carries unanimously. Kevin Harutunian discusses City plan for signage standards. He clarified that signs would highlight Beverly's history and status as a waterfront community. The City hired a design consultant to put together a guide outlining the signage standards. In addition to entrance sign, the signage also would apply to all regulatory signs. The core objective is to have uniform signs across the City. The City has approval to move forward and is currently sourcing bids. Estimated completion date is end of this season and maybe into next season. McCrory asks for guidance on CPC signage. An entrance sign is in process for Ellis Square. Kevin Harutunian suggests that a granite block seat wall is available to be engraved, recognizing CPA as a financial contributor, if the CPC were interested in taking advantage of that opportunity. The Committee discusses the proper wording (Beverly Community Preservation Act) for the signage /engraving and Harutunian will find out and share information with staff. The Committee tabled, to a future meeting, a broader discussion regarding signage acknowledging CPA contribution to specific projects. City Clerk - Historical Municipal Document Preservation The Committee reviews last month's vote relative to partial award of funds to the City Clerk's Page 1 of 2 City of Beverly Community Preservation Committee office and discusses Slate's letter requesting re- consideration of his original, Round 6 request, for $100,000. The Committee chose not to entertain his request for reconsideration. McCrory discusses how carefully the requests are deliberated and explains the hesitation with the processes used for certain artifacts and preservation. The Committee discusses its decision to withhold the restoration on bound volumes until it has a better understanding of the process. CPA funding is not supposed to take the place of operational funding and the Committee discusses the historical significance of the documents in question. The Committee request an inventory or plan to guide the restoration efforts of these particular documents and suggests that the Clerk's office uses its operating budget to do an assessment on document inventory that needs preservation. Maxner suggests that Clerk's office and CPC collaborate on guidance needed for assessment. The CPC decided not to consider funding a study at this time but would certainly be interested in reviewing such a study if one was completed. A study of this nature would not be considered an allowable use of funds amongst the four CPA designated categories (housing, open space, historic preservation, recreation) but it could potentially be supported with administrative funds if it is determined to be an administrative need. If it were deemed to be an administrative need, it could not be funded out of cycle. Beverly Golf & Tennis Update The City issued a Request for Proposals (RFP) relative to BG &T and received five bids. They established a committee to review bids based on the quality of the proposals and not financials. By tomorrow morning, the findings will be on the Mayor's desk. The RFP was reviewed very thoroughly, ensuring that the specification required the contractor to have expertise in historic preservation. Administrative Business CPC recommendations will be presented at City Hall on Monday, May 20t'', 2019 (?� 8:30 PM The committee discussed creating an insert to include in the November tax bill using administrative funds that highlights CPA application and awards.
