MINUTES APRIL 11, 1996 SPECIAL MEETING
Members Present: Chrm. J. Dettorre, Vice Chrm. R. Marshall
Sec. M. Coughlin, S. Fiorini, J. Jason, J. Qualantona and
City Solicitor M. Handly. Absent: J. Sullivan,
Meeting came to order at 3:03 p.m.
J. Qualantona moved to accept the secretary's report
seconded by S. Fiorini. So voted.
J. Qualantona gave a report from the Personnel Committee
consisting of J. Jason, S. Fiorini, and J. Qualantona. The
committee met on April 5, 1996 to evaluate the job
performance of paid people working at the Council on Aging
building. Council Chrm. J. Dettorre was.also in attendance.

J 0ualantona moved to approve the Person el Committee
report which was Seconded bY S. Fiorini. So voted
unanimously.
M. Coughlin moved to have a letter mailed to AARP stating
the evaluation of the employees under their jurisdiction
which was seconded by J. Qualantona.- So voted.
Director- Kathleen Fitzgibbons
In the opinion of the personnel committee after her
six(6) months evaluation, the committee found a deficiency
in her managerial and supervisory capability. This opinion
will be recommended to the full council for further evalua-
tion and action.
R. Marshall inquired if the Personnel Committee report was
unanimous. J. Qualantona responded "no".
After a discussion of the recommendations by the Personnel
committee, the following concerns were expressed by council
members.
Causes of Concern ·
Intimidation of staff and volunteers
Ineffective supervision
Excessive absenteeism
Level of accomplishment unsatisfactory
Each concern was discussed at full length before being
listed.
Motion was made by R. Marshall to accept the points of
concern listed above which was seconded by J. Qualantona.
Voting in the affirmative were: J. Qualantona, M. Coughlin,
S. Fiorini, and R. Marshall. Voting in the negative was J.
Jason. Motion carried. Chrm. Dettorre did not vo~e.
M. Coughlin moved to suspend Kathleen Fitzgibbons for 15
days which was seconded by R. Marshall. The vote was 4-1
with J. Jason in the minority. Motion carried.
R. Marshall motioned to send a notice of termination
effective April 11, 1996 which was seconded by S. Fiorini.
The vote was 4-1 with J. Jason voting against. Motion
carried.
The next meeting will be May 7, 1996 at 3:00p.m., 90 Colon
St., Beverly, Ma at the Senior Center.
M. Coughlin moved to adjourn second by J. Qualantona. So
voted.
Meeting adjourned at 4:40 p.m.
