3-14-2019 meeting minutess: City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: March 14, 2019 Place: Beverly Council on Aging, Arts & Crafts Room Board members present: Frank S. Carbone Jr. MD, William J. Alpine Jr. and Susan Higgins Board Members Absent: Others present: William Burke, Director of Public Health, Teresa Kirsch, Public Health Nurse, Bruce Doig, Community Services Director, Joyce Redford, M.E.D. Director NA /CA Tobacco Alcohol Policy Program Recorder: Kathleen McCullough Chairman Carbone called the meeting to order at 7:30 a.m. The minutes of the February 14, 2019 meeting were approved and accepted after edits regarding adult only tobacco stores approval from Solicitor. Toni Canille of E. P Management,Tuck Point Condominiums, has applied for a lifeguard waiver for their pool. Coastal Pool maintains the pool once a week and the water is tested four times per day. They have an attendant from noon until six every day. The entrance has a locked gate. The Board told Ms. Canille they would take it under advisement. Jerry Lebreque, a resident of Hannah Village, attended the meeting representing the owners who are requesting a lifeguard waiver for the pool. He has just been certified as a Certified Pool Operator and said he tests the pool daily. Mr. Burke informed him that the pool water needs to be tested four times a day and he must review the code. The chemicals must be logged daily. He may call the Health Department with any questions. The Board said they will get back to him with their decision. The Board discussed the elimination of the private club exemption for smoking. Joyce Redford offered to visit the Beverly clubs to see how they are managing the smoking regulations and if they are in compliance with current regulations. The Board continued discussing the amendments to the regulation pertaining to adult only retail tobacco stores. All members agreed on the new signage requirements. Also, a change of wording as to the person in charge of establishment allowing entry to only persons over 21. The Board will wait for a review by the solicitor. Mr. Burke had a few updates for the Board. Mr. Burke, Joe Reale and David Goodwin attended a two day instructional pool recertification class on March 7t' and Stn Mr. Burke is in the process of finalizing details for the Household Hazardous Waste Day scheduled for April 20t'' at the Beverly High School. Hours are 8:00 to 12:00. The fee will be $20 per carload. Mr. Burke attended a DEP presentation that included municipalites adopting private trash hauler regulations. Municipal regulations have been adopted by other communities via City ordinance /Town bylaw or Board of Health Regulation. The regulation would require private trash haulers to "bundle" trash and recycling services together to facilitate recycling in residences not receiving municipal collection. The Mayor will determine next steps. Teresa Kirsch has organized a regional recreation camp for children training for camp operators and inspectional staff to be held on April 2 d from three to five at Mass Task Force, Airport Road. Ms. Higgins motions to approve lifeguard waiver for Tuck Point and Hannah Village. Mr. Alpine seconds the vote. Waivers approved by Board. The next scheduled meeting is yet to be determined but a few possible dates were discussed. The Board motions to adjourn the meeting.
