Minutes of January 23, 1996 Meeting
Members Present: Chairman J. Dettorre, Vice Chrm. R. Marshall, M.
Coughlin, S. Fiorini, J. Qualantona. Absent: J. Jason, J. Sullivan
Minutes of the last meeting were read. R.Marshall, made a motion
seconded by J. Qualantona to accept as read. So voted.
Chrm. Dettorre informed the council that the Beverly Fire Dept. would
like to run an EMT course Monday and Wednesday evenings from 6:30-
9:00p.m. approximately until May 15th.
After a brief discussion, M. Coughlin made a motion seconded by J.
Qualantona to send a letter to Chief Pelonzi in support of training the
Staff in CPR. So voted.
Discussion was held concerning Dr. Chase's request for use of the hall
for teacher training program. Council directed Director Fitzgibbons to
communicate with the superintendent's office for further details and
then inform the board.
R. Marshall made a motion seconded by J. Qualantona to accept Beverly
Public School's offer of a van driver and to ask for additional
information in the exchange proposal at which time we will make a final
decision. So voted.
Chr. Dettorre informed the committee that as of January 19, 1996 James
Santin has resigned. Members of the Personnel Committee brought a recommenedation
to begin looking for a replacement.
A letter was received from Assistant City Clerk Fran MacDonald for use
of the hall for election on Tuesday, March 5, Tuesday Sept. 17, and
Tuesday November 5, 1996. Friends of COA will man an election Bake
Sale Table.
A motion was made by M. Coughlin and seconded by J. Qualantona to allow
use of the hall. So voted.
A discussion ensued regarding the possibility of adding two more members
to the council board.
R. Marshal made a motion seconded by J. Qualantona to leave the board
with the present seven members. Voting in favor were R. Marshall, J.
Qualantona, M. Coughlin, and S. Fiorini. Voting in the negative was
J. Dettorre. Motion carried.

Chairman J. Dettorre submitted an Administration Policy for:
1. Responsibilities of Director
2. Hours of Operation and Benefits
3. Building and Maintenance
4. Finances
Discussion ensued with members voicing their opinions on each of the
above mentioned sections.
No final action was taken. M.Coughlin suggested that Director
Fitzgibbons may want to contact various surrounding councils to get
a feeling on how other councils address these subjects with attention
to full time and part time workers.
The next meeting will be held February 6, 1996 at 2:00 p.m., 90 Colon
St., Beverly, Ma at the Senior Center.
J. Qualantona made a motion seconded by M. Coughlin to adjourn. So
voted.
Meeting adjourned at 9:24p.m.
