COUNCIL ON AGING
Regular Meeting October 7, 1996
Members present: Chr. R. Marshall, Vice-Chr. J. Dettorre,
Sec. M. Coughlin, S. Fiorini, J. Qualantona, T. Saunders,
Dir. J. Levesque. Absent: A. Dettorre.
Meeting was called to order at 7:04 p.m.
The minutes of the September meeting were approved upon
motion by T. Saunders.
Dir. Levesque introduced the new hires.
A discussion ensued regarding use of the vans.
J. Qualantona moved to have time to research materials
presented at the meeting for their content. Motion was
adopted 4-1 with J. Dettorre voting against.
J. Dettorre moved to allocate $225.00 for the Director's
attendance at the MCOA meeting in November. The motion was
adopted.
A communication was received from Trudy Hall, Executive
Director of the Beverly Children's Learning Center, to host
an Election Day bake sale at the Beverly Council On Aging
November 5, 1996.
T. Saunders motioned to approve the request. The motion was
adopted.
A coffee break was held at 8:15p.m. During this informal
time, Mr. Handly posed the feasibility of incorporating the
Retirement Board and Senior Care Activities presently housed
at City Hall, being housed at the Senior Center.
Meeting reconvened at 8:39 p.m.
City Solicitor Marshall Handly, was introduced to the board
to ask any questions that have arisen concerning the powers
and duties of the COA.
A lengthy discussion ensued with questions and answers.
Mr. Handly stated the COA is created by statute and gave his
opinion on legal questions.
A motion by J. Qualantona to request a letter from the City
Solicitor to give his legal opinion regarding the powers and
authority of the COA as bestowed upon it by the State
Statute and City Ordinance was approved on a 4-1 vote with
J. Dettorre voting against.
A motion by J. Qualantona to have board members present when
meetings will be held to review the city ordinance
pertaining to BCOA operation and to have input into the ad-
ministrative organization plan was adopted.
M. Coughlin asked for advice on handling the recent hires.
Mr. Handly said the matter should be handled immediately.
After Mr. Handly answered remaining questions, board members
thanked him for his time and efforts.
S. Fiorini motioned to send a thank you letter to Mr. Handly
for his efforts addressing council members' concerns which
was voted with J. Dettorre opposed.
S. Fiorini proposed a motion that, after debate, was
adopted: that the board review resumes for Outreach Worker
and Activities Director. J. Dettorre was opposed.
A date for a Special Meeting was set by Chr. R. Marshall for
October 16, 1996 at 3:00 p.m.
The next regular meeting will be held on Monday, November 4,
1996 at 3:00 p.m. at the Senior Center, 90 Colon Street,
Beverly, Ma. 01995.
J. Qualantona moved to adjourn. So voted.
Meeting adjourned at 9:41p.m.
