1-15-19 BPB MinutesCITY OF BEVERLY PUBLIC MEETING MINUTES Board: Planning Board Meeting Date: January 15, 2019 Location: Beverly City Hall, City Council Chambers Members Present: Chair Ellen Hutchinson, Vice Chair Ned Barrett (arrived at 7:22pm), Zane Craft, Ellen Flannery, Allison Kilcoyne, Wayne Miller Members Absent: William Boesch (re- appointment pending) Others Present: Assistant Planning Director Darlene Wynne Recorder: Samantha Johanson, Recording Secretary Chair Ellen Hutchinson calls the meeting to order at 7:03 p.m Subdivision Approval Not Required Plans 108 West Street — Dividing the parcel into two approximately 9,000 sf parcels to be conveyed to abutting land owners — Lawrence Butler, 108 West Street Realty Trust Materials provided into the record: Form A — Application and Cover Letter submitted by Bob Griffin, Griffin Engineering Group (dated 1/4/19) "Plan of Land, 108 West Street, Beverly, MA" Land of 108 West Street Realty Trust, scale F' =20', dated 12/30/18, prepared by Kane Land Surveyors, 72 Hamilton Avenue, South Hamilton, MA • Planning Department Staff Report The applicant is seeking to divide an 18,700 sf lot, unbuildable due to wetlands conditions, into two roughly 9,000 sf parcels (Parcel 6A and Parcel 6B), which will each be combined with adjacent lots. The three existing lots are all pre- existing non - conforming in regards to lot area and frontage. The required area is 45,000 sf and frontage 175 ft. The proposed combination of Parcel 6A to 106 West Street and Parcel 6B to 110 West Street will not increase the non- conformance nor make the lots conforming in regards to frontage or area. Robert Griffin of Griffin Engineering tells the Board that both abutting properties are non- conforming and conveyances will make them more conforming. Ellen Flannery: Motion to approve as an SANR plan. Zane Craft seconds the motion. The motion passes 5 -0. Approval of Minutes (as available): October 30, 2018, November 5, 2018 Flannery notes typographical changes to the October 30, 2018 meeting minutes. Beverly Planning Board Meeting Minutes January 15, 2019 Flannery: Motion to approve meeting minutes for October 30, 2018, as amended. Wayne Miller seconds the motion. The motion passes 5 -0. Board agrees to defer review of the November 5, 2018 minutes will be delayed to the next meeting. Recess for Public Hearings Allison Kilcoyne: Motion to recess to Public Hearing. Flannery seconds the motion. The motion passes 5 -0. Continued Public Hearing: Livingstone Avenue Definitive Subdivision Plan (7 Porter Terrace) — 7 Porter Terrace, LLC Materials provided into the record: • Planning Department Staff Update • Form Q Extension of Time for Board Action Darlene Wynne tells the Board that the applicant is asking for a continuance. The Planning Department and Conservation Commission received revised plans and drainage study in December 2018. But, she notes, the applicant has not yet paid the Peer Review fee for an additional review. Wynne has suggested to continue the public hearing to the March 19, 2019 meeting and extend the time period for the Board to review to March 31, 2019. Flannery: Motion to continue the public hearing to March 19, 2019 meeting. Kilcoyne seconds the motion. The motion passes 5 -0. Craft: Motion to extend the time period for the Board's review until March 31, 2019. Flannery seconds the motion. The motion passes 5 -0. Miller: Motion to reconvene meeting. Kilcoyne seconds the motion. The motion is passes 5 -0. Set Public Hearing Date: Special Permit #170 -19 — 278 Cabot Street — For a new hotel use in the CC Zoning District — 278 Cabot Street LLC c/o Glovskv & Glovskv Flannery: Motion to set the Public Hearing for February 5, 2019. Craft seconds the motion. The motion passes 5 -0. Set Public Hearing Date: Special Permit #171 -19 — 31 Park Street — For relief from parking requirements under Section 300 -59D for a restaurant use — Backbeat Brewing LLC Kilcoyne: Motion to set the Public Hearing for February 5, 2019. Flannery seconds the motion. The motion passes 5 -0. 2 Beverly Planning Board Meeting Minutes January 15, 2019 Election of Officers for 2019 — Chairperson and Vice - Chairperson Hutchinson suggests that they table this agenda item to the February 5, 2019 meeting when there is a full board available. Board members agree. No vote to table is necessary. Appointment — Planning Board member to Community Preservation Committee The Board discusses appointing someone to the Community Preservation Committee from the Planning Board. Hearing no volunteers, Hutchinson asks members to consider the role and suggests tabling the matter until the February 5, 2019 meeting. New /Other Business a. Wynne tells the Board that the City has issued a Request for Proposals to hire a consultant for a new Master Plan and they hope to get started in the spring. She notes that the Planning Board is the approving body for a Master Plan, per state law and she expects all members to be involved in the process. Staff will be asking someone from the Planning Board to serve on the Master Plan Steering Committee. Barrett arrives. Adjournment Barrett: Motion to adjourn the meeting at 7:23pm.
