Date: Thursday, October 25, 2018 at 7:30PM Location: City Hall, Room A, Third Floor Trustees Present: Mark Casey, Kevin Hobin, Joan Fairbank, Mark Flagg, Joyce Frisiello, and Kathy Doane Trustees Absent: Alice Burns Others in attendance: Bryant Ayles, Joscelyn Ruelle - Kersker Meeting called to order at 7:30PM by Mark Casey, Chairman. The minutes from the last Trustees meeting were by read by those present. Motion to accept minutes from the May 16, 2018, meeting was made by Kevin Hobin and seconded by Joan Fairbank, approved by all. Trust Funds Bryant Ayles (Director of Municipal Finances) provided an overview about the Trust's assets and trust funds. The Commissioners and Bryant work to make sure the trust assets are well - managed and receive monthly reports. Funding cannot be spent by the Trustees before it is made available. A three -year rolling average is used to help determine what the Trustees can reasonably spend. Current Funded Projects Update Joscelyn Ruelle - Kersker from the Recreation Department presented the report of current projects funded prepared by Bruce Doig. Pete's Park — Project going well and currently under budget due to hard work by Jim Turcotte and people from DPS. Ribbon cutting is scheduled for November 2, 2018 from 4:OOPM to 6:OOPM. Playground Equipment Repair — About $175,000 spent to date to repair all equipment identified in 2017 to need repair in 19 of the City's 28 play structures. Additional issues have been reported and in process of ordering replacement equipment. Vittori Park— New play structure installed. DPS landscaped around structure to make it more accessible and address potential muddy areas. Total cost was $44,288, of which $10,000 was funded by the Trustees. Colgate Park — New play structures installed. DPS landscaped around structure to make it more accessible and address potential muddy areas. Total cost was $50,538 of which $10,000 of funding was approved by the Trustees. Oak Heights Playground was completed just under the estimate cost. Obear Park — new picnic tables were installed in the pavilion using $4,852 of the $5,000 approved by the Trustees. One bathroom in the Rec Department office on the first floor is complete with 2 handicap accessible stalls. Request for new funding Security cameras: (Total cost $28,000) 1. Side door of office to see who is coming into the office and parking in their parking lot. 2. Front of Carriage House facing back of shell and shell to eliminate unwanted activity 3. On top of shell facing the field where flag pole is located 4. Two in parking lot. Currently only have funding for one camera since we cannot get power to lot and need to purchase solar powered cameras. Repairs to Band Shell: (Total cost $15,000) 1. Replace all of the lights on the shell with new LED track lighting ($8,400) 2. Scrape and paint the ceiling on the shell 3. Replace and repair a few of the outlets in the shell that do not work. None of these tasks can be done by volunteers and they need to be completed before summer. Clarification requested regarding the request for two lights for the parking lot, will these lights be in addition to or in place of the two lights requested at the May 16, 2018 meeting for which funding was approved? Motion made by Kevin Hobin to approve $15,000 to repair band shell. Seconded by Joan Fairbank and approved by all. Motion made by Joan Fairbank to verify if the $12,139 requested for security cameras was spent before considering request for additional cameras. Seconded by Joyce Frisiello and approved by all. Another meeting will be held in late January to discuss the annual spending of Trust funds. Motion to adjourn made by Mark Flagg, seconded by Joyce Frisiello, approved by all.
