November 2 2017 DRB MinutesCITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION: Design Review Board SUBCOMITTEE: DATE: November 2, 2017 LOCATION: Beverly City Hall Conference Room MEMBERS PRESENT: Ellen Flannery, Joel Margolis, Emily Hutchings, Sandra Cook, Rachel Matthews, William Finch MEMBERS ABSENT: Matthew Ulrich OTHERS: RECORDER: Donna Musumeci Hutchings calls the meeting to order at 6:30PM. 1) Viewpoint Sian and Awnina Applicant: Shore Country Dav School. Cabot Street Shore Country Day School is updating their signage. Applicant is proposing two new wall signs, a flag mount directional sign that is freestanding, and a second freestanding sign at the main entrance. One wall sign contains the name of the school, and is mounted on the stone wall at the entrance. The second wall sign states the name of the Winslow Building, and is mounted on the brick wall in front of the building. On the freestanding sign at the main entrance, there will be an LED display sign to display school information. The signs will be done in the school colors, blue and white with an aluminum finish. The LED sign will not be continuously flashy or changing constantly, it will have a steady flow of information on it at any given time and will have a black background with white letters. There being no further questions or comments regarding this matter: Cook: Motion to make a recommendation to the zoning board that they accept the signs as presented on the condition that the LED sign is not flashing continuously or changing constantly. Flannery seconds the motion. The motion carries (6 -0). 2) Melissa Abate Applicant: Flaunt Salon, 125 Cabot Street The applicant is changing the name of the business and needs to replace the sign. It will be the same sign as it is now, that says Flaunt instead of Sheers. It is staying in the same location. There being no further questions or comments regarding this matter: Margolis: Motion to approve the sign and as presented. Flannery seconds the motion. The motion carries (6 -0). 3) 38R Enon Street Applicant: Blade Barber Shop Applicant is proposing a sandwich sign that states "Barber Shop Open" with an arrow pointing to the business which is set back from the front of the street and is blocked from view by another building. Sandwich board signs are generally used for pedestrian purposes, and there is sign for the business on a pole displaying the businesses in this area. This particular area has many sign violations already and 1 Board feels that this sign issue be directed to the City Councilor by the applicant going forward. There being no further questions or comments regarding this matter: Cook: Motion to not recommend to the City Council that they approve the sandwich sign and that the applicant should seek advice of the city councilor for the ward. Flannery seconds the motion. The motion carries (7 -0). 4) National Sign Corporation Applicant: CVS, 19 Dodge Street Applicant is proposing three wall signs and four window signs. The wall signs state "CVS Pharmacy" with a heart symbol at the beginning of each sign, which is a new refreshed logo CVS is replacing at their stores. The first two wall signs will be slightly larger than the current signs, and will not be facing public ways. The third wall sign will remain the same size as the current wall sign, and will be facing Dodge Street. The window signs advertise being open for 24 hours, and that there is a minute clinic, (not all stores are open 24 hours or have a minute clinic). The window signs require a Special Permit. The proposed window signs take up over 50% of the space, and the ordinance allows for only 20% coverage. There being no further questions or comments regarding this matter: Cook: Motion to recommend to the zoning board that they approve the third wall sign that is already permitted by right, and to recommend approval of the first two wall signs to the Zoning Board of Appeals; a second motion was made to not recommend approval of the window signs as presented to the Zoning Board of Appeals. Flannery seconded. The motion carries (6 -0). 5)143 Brimbal Avenue Applicant: Vittod -Rocci Post 56 AMVETS Applicant is proposing a new sign due to the Vittori -Rocci Post changing their association to AMVETS. The sign will remain the same size and style and will be replaced with the new name of the organization. There being no further questions or comments regarding this matter: Flannery: Motion to approve the sign as presented. Cook seconded. The motion carries (6 -0). 6) 409 Cabot Street Applicant: Metro PCS The applicant is moving to Cabot Plaza and is proposing a wall sign. It will be flush mounted, and vinyl that creates color during the day, and changes to white during the night. Colors are purple and orange as the other Metro PCS locations in the city. There being no further questions or comments regarding this matter: Margolis: Motion to approve the sign as presented. Finch seconded. The motion carries (6 -0). 7) Eileen Erni Applicant: Beverly Hypnosis Center 2 The applicant is proposing a projecting sign. The sign will be made of MDF painted navy with gold letters and will not be illuminated. Recommendation was made to mount the brackets and bolts into the mortar on the wall versus the brick, so as to not damage the brick. There being no further questions or comments regarding this matter: Cook: Motion to make a recommendation to accept the signs as presented, with the condition that brackets are mounted on the mortar, not the brick. Finch seconded. The motion carries (6 -0). New /Other Business: Draft Meeting Minutes for October 2, 2017: Hutchings motions to accept, Cook seconds. The motion carries (6 -0).
