Hutchings calls the meeting to order at 6:35.
1) Exxon Mobil, 253 Essex Applicant: Avanti Marketing & Dev. Group
Representative for the applicant presented for the property. Number of wedge signs for pumps and decals
to be located at each pump comply, provide directional traffic and are promoting a new brand of gasoline.
The two blade signs exceed what is allowed in the ordinance. Each building is only allowed one blade sign.
Hutchings says it needs to go to the zoning board of appeals if the DRB gives recommendation. Cook says
there is no issue making a recommendation for the zoning board. Hutchings will present the letter for
applicant to bring to the zoning board meeting.
There being no further questions or comments regarding this matter:
Cook: Motion to make a recommendation to the zoning board that they approve
the two blade signs as presented. Flannery seconds the motion. The motion carries (7 -0).
2) Beverly Animal Hospital, 303 Cabot Applicant: Beverly Animal Hospital
Metro Sign representing applicant Beverly Animal Hospital proposed sign to replace the existing sign, and
recovering the awning on Cabot Street. Review of the smaller awnings to be recovered is not required by
the ordinance. The signs are in compliance.
There being no further questions or comments regarding this matter:
Hutchings: Motion to approve the projecting sign and awning as presented. Margolis seconds the
motion. The motion carries (7 -0).
3) Farms Veterinary Clinic. 642R Hale Applicant: Farms Veterinary Clinic 642R Hale
Property and business owner proposed an externally lit freestanding sign. The sign is considered an off
premises sign, and requires a Special Permit from the Zoning Board of Appeals. Applicant went to all
abutters and received written permission and approval of the sign. Letters on hand at the meeting. DRB
wanted to ensure abutters approved before approving the sign.

Ulrich: Motion to recommend to the zoning board that they approve the freestanding sign.
Flannery seconded. The motion carries (7 -0).
4) 480 Rantoul Street, Beverly, MA Applicant: Kristen Poulin, Beverly Crossing
Applicant is proposing temporary and permanent signage to promote the 480 Rantoul Street development.
There will be three phases: phase one will be from time of the approval of the temporary signs /banners
through February 2018; banners will then be changed (phase two) to start the marketing campaign and
indicate "now leasing" through June 2018. Phase three will include the banners up from June 2018
through June 2019. Recommendation was made to shorten the timeframe to 6 months after occupancy or
December 2018.
Permanent sign is a projecting acrylic blade sign on the building, orange color with white numbers; north
and south fagade entrances will have a standard logo to the right of the door with discreet graphic on the
door to identify property. Proposed number of signs and timeline for displaying exceed what is in the
ordinance and will require a special permit.
There being no further questions or comments regarding this matter:
Cook: Motion to recommend to the zoning board that they approve the temporary banners and
signs to end on 12/31/2018. A second motion was made to recommend to the zoning
board they approve the permanent signs as presented. Ulrich seconded. The motion
carries (7 -0).
5) Sian: Bonefish Harrv's. 218 Cabot Applicant: Henry Pariseau
Applicant is proposing a wall sign and a projecting sign. Applicant states that the current awning will be
taken down; the wall sign background will have a high gloss reclaimed wood sign that looks like the back of
a boat, following a fish theme. Current brick is plain and windows are painted black; window boxes and
windows will be painted white. Some version of royal blue will be painted on the brick. The projecting sign
will be a hanging fish made out of reclaimed wood, and will be attached to building with wire. Board
members discussed concern of it swinging, but applicant emphasized it will be welded at the top so fish
does not swing and can't be taken down easily. Hanging fish starts at 9' height. There will be 4 gooseneck
lights across the top. Letters on the wall sign will be hand painted. Applicant plans to triple lacquer the sign.
Questions on quality of wood choice and how it will look; applicant will provide a sample of what will be
used. Will also provide a color swatch of what the painted brick will be. Will bring samples the following
Tuesday, Hutchings will share submittals.
There being no further questions or comments regarding this matter:
Cook: Motion to recommend to planning to approve Bonefish Harry's on approval of the signs on
the condition that the requested samples of wood and fagade are approved. Ulrich
seconded. The motion carries (7 -0).

6) Site Plan Review, 211 Rantoul Site Applicant: Windover Ford, LLC
Revisit from prior DRB meeting, back with recommendations after incorporating comments. Asked to look
at two areas, landscaping around the edges of the site, and simplifying parts of the site /building.
Ford site adjacent to Jaclen tower; the taller building will be next to Jaclen, trying to make the buildings feel
lower, creating cornices, and setbacks and centered around post office area and design. Building fagade
for 211 was simplified per the recommendation. Two tones of brick, cornice lines will be related to building
199, heights will be emphasized with the setbacks. Will add some green on Rantoul on corners.
Two sample boards were shared. 211 will have two tones on brick, gray color metal panels, that will go on
like a fish scale effect. 199 will also have metal panels that will be painted subtler like yellows. Metal is
Boral which is like Hardie but a nicer material. Window trim is gray metal on both buildings.
Question on expense of metal breaking the budget, would have to use Hardie instead on the two top floors
of 211, but would not have it all go away. Metal panels critical to the face on 199. Window design and
placement was discussed, where windows don't match up, but that is due to the setbacks.
Discussion on fences and landscaping; landscaping edge for 211 revised to create a more of a buffer with
the parking lot, and will add a 6' cedar fence between neighborhood and property. The other fence for 199
will have same 6' cedar fence, and a black chain link fence to match up with the chain link fence already
there behind the Veterans' building. Recommend putting a lower 4' cedar fence along the street to shield
neighbors across the street to prevent lights going car lights spilling into the neighborhood.
Courtyard plan for 211 adds a space for tenant's dogs, but not a dog park.
For trash, tried to incorporate trash rooms in the buildings but needed a vertical shoot. There will be a 12'
x15' space on the first floor in 211, designed so the compactor comes to take the dumpster which lives
inside and is compacted before it goes out. Dumpsters are incorporated for both buildings and will be
enclosed.

Cook: Motion to recommend to planning board to accept the proposals for 211 and 199 as
presented with the condition the back -chain link fence become a cedar fence, the exterior
changes to materials are re- reviewed, there will be dumpster compacts or room, and 2
trees added to the south building and 2 trees to the north building on Wallis Street. Ulrich
seconded. The motion carries (7 -0).
