John Hall, Scott Houseman Donna Musumeci Margolis calls the meeting to order at 6:35. 1) Sien: Farms Veterinary Clinic. 642 R Hale Street Applicant: Farms Vet Clin The applicant's representative was present to have an informal discussion regarding the sign for the Veterinary Clinic. The sign will be placed on a shared Droperty, and the applicant needs co- owners of the road to approve the sign. Hutchings advised the sign will need a special Dermit because of its placement on the Drivate road. All agreed the proposed sign and location is fine as Iona as it does not obscure the street sign. Suaaestion was made to get letters of support from the abutters, and to have those ready before going before the zoning board. 21 Sien: Omel ette Factory- 131 Rantoul Street Applicant: Eleni Papadopoulos The applicant is relocating to a new building and submitting an application for the sign. The sign originally looked as if it is located 7 feet above from the bottom of the building /sidewalk. The door is 8 feet. so the sign will hang closer to 10 feet. The requirement is at least 9 feet as the minimum. Applicant advised they will do this. There being no further questions or comments regarding this matter: Hutchings: Motion to approve on the condition that the sign is no less than 9 feet from the bottom of the building. Flannery seconds the motion. The motion carries (5 -0). 31 Sien: The Nail Studio. 23 Enon Street Applicant: New Cc Sien Inc._ The applicant is DroDosina a sign that is the same size as the DeDot Diner next door. with a different font but will be the same in stvle. Clarification is made there is no "s" in the sign which is stated Nails Studio. but should be Nail Studio. New sign is white. and does not include the hand which was on a Drior sign. Background is arav metallic with white lettering outlined in black. Second sign is plastic, white with black letters. The being no further questions or comments regarding this matter: Flannery: Moves to approve the sign as presented noting the colors of the sign. building mounting sign colors specifics. free standing sign color specifics. and the elimination of the hand on the sign. The wall mounted sign to be a maximum depth of 1 foot from the wall of the building. Margolis seconds the motion. The motion carries (5 -0). 4) Si -an: Art by Alvssa, 110 Cabot Street Applicant: Alvssa Wa ters The applicant is reDlacina the same sign with relocation down the hall in the same building. The sign will be all wood, the letters wood, and the same lighting will be used. Letters will be 1" in depth. The being no further questions or comments regarding this matter: Flannery: Moves to accent the sign as presented by Alyssa Waters, Ulrich seconds the motion. The motion carries (5 -0) 5) Sien: En Fueeo, 131 Rantoul Street Applicant: BNR Beverlv, Inc. The applicant is Drowsing two signs with s4lossv black letters that Droiect 6" off the surface of the sign using lights that illuminate it. There is a red flame motif on both signs, in a bright red, sus4aestion made to s4o a little more rustic in color. Applicant explains lights can't be mounted anywhere accept the area where the sign is to located. Applicant said the liahtina will illuminate the sign from behind, had an example done out of Portland Maine. There will be signs on two surfaces, the front and side of the building. Clarification made that font and letter size will be the same on both. Applicant was hoDina for approval by the next meeting, trying to open by November and needs time to order the sign. Hutchings: Motion to approve the sign on the condition that the owner provides all specs with specific sizes, dimensions and imas4es of what the sign looks like during the day and night. Also sDecifv what the flame will look like. Ulrich seconds the motion. The motion carries (5 -0) 6) Site Plan Review, 12 Enon Street Applicant: Cache Development The applicant purchased a property at 12 Enon Street, with a renovation and expansion of a two - familv Droverty. There are separate entrances for both units, and small decks added off the back of the 1100 sf townhouse units. with a aaraae added at the rear. There is also 825sf. commercial space that could be rented and /or used. but applicant does not feel there will be a need for a sign. if anvthins somethinia very small. The home underwent maior renovation. and both units are rented for $1600 a month. Discussed landscaDina and Dlacing of some trees to the left of the property, which will be left up to the owner to decide. Hutchings: Motion to approve the site plan for 12 Enon Street. Flannery seconds. The motion carries (5 -0) 7) Site Plan Review. 245 Cabot Street Applicant: YNS AH Representative for the applicant offered some history on the YMCA. Original historic Duraose was to Drovide housing to vouna farm bovs coming in from the citv. The property originally had 45 single room occuDancv units with shared bathrooms and kitchens. Housing model has since chanced and applicant proposes to expand so each room has a bathroom and a kitchenette: there will be 24 units added with some DDS units for people with disabilities. Present day care in the facilitv will be moved for more housing space. and a full -time case worker will be added. The Y is doinsa the Droiect in coniunction with Harbor Light Communitv Partners who have done effective low and modest income housing. There will be a fourth floor added on toD proposed to set back 12 feet from the toD of the building. The downstairs day care. Dool. locker room and main level with offices space will be used for the new units. The building will have common spaces. a new stretcher worthv elevator. and units will ao from 170sa to 220sq. The Y sign will remain, having been completely restored to its original state. Colors to be used will be similar to the green used on the existing squash court on coins on the facade making the perfect rectangle of building. The new addition will have cornices made using materials of metal corrugate, stucco, and dark trim on windows with intention to recede it off original building details. Pilaster look heavier in scale then the coins. Recommend including more details to the materials used and dimensions of those. Applicant agreed to come back with materials as thev get close to construction, timeline is a few vears out to get funding. Will provide samples of materials, window and elevation details. Would like a condition of approval to go for building permits. Even with a two -vear window, having a condition of approval allows to apply for funding. Applicant is on the agenda for the September planning board. Setting back site plan review for October puts them close to the filing deadline. Hutchings: Makes a recommendation to the planning board with the conditions that the site plan for the YMCA application will be approved by the Design Review Board on conditions to come back with more levels of architectural details for the project. The motion carries (5 -0) 81 Site Plan Review. 211 Rantoul Street ADDlicant: Windover Ford, LLC 9) Site Plan Review, 199 Rantoul Street ADDlicant: Windover Ford, L Applicants have come back with a full site plan review. The projects are located on parcels side by side separated by Wallis Street and were presented together. Proiects are a continuation of the neighborhood surrounding the post office, the park, the depot and all the housing that has been created on Rantoul Street. New buildings will have higher floor elevations, but will complement the smaller buildings across the street. There will be fantastic views of the river from both. The front facades of the buildings will have between 4 to 8 retails space, sized as restaurant spaces. Thev both will have residential entry from Rantoul Street. and Building 211 will have a courtvard as a second entrance. Building 199 has an entry though the back side. with parking behind it. Building 199's first floor will have mechanical spaces. exercise room, bike storage. There will be the same at Building 211. There is also added space in the back of the building to allow for moving and space for trucks. Building 211 has 5th and 6th floors with 10 foot setbacks to help with less impact to the residential neighborhood it backs uD to. Building 211 on the upper attic floors will be using three different materials. brick. metal shingle product and some hardy paneling. Important to frame Wallis Street and have the buildings talk to each other. Covered areas of the sidewalk allow for outdoor seating for both buildings. Setbacks from the sidewalk are at 15 feet at the closet. and 25 feet as the furthest. Building 211 includes a landscape Dlan in the courtvard. lots of evergreens. grasses. color. With the property line for 199, there is not a lot of room. will look to Dut day lilies across the back to give some color and to break uD the look of the fence. There were more suggestions to add even more green for both sites. Building 199 much simpler looking. a rectangular box designed with a slight angle on the second and third floors on Durpose. There will be a convenient cut through on Wallis to connect to Rantoul behind Building 199. Need to allow for no less than 8 -foot buffer for landscaping. Parking behind Building 199 created for the larger retail area, an additional 6 spaces added. Discussion about the difference in both buildings with the use of different materials. Building 199 looks cleaner, more like the buildings on the other end of Rantoul. Building 211 feels busv with the Dushins4 and Dullins4 of a lot of different materials. Suaaestion made to look at ways to simDlifv the design, looking at all the treatments and desired materials, without changing the concert. Also suaaested was to check the elevation and formal desisn in the too left -hand corner with the different things going on between the 5th and 6th floor for Building 211. The PPT rresentation will be send to the board, so that other members not in attendance can look at the plans. Hutchings: Makes a motion to continue the 211 and 199 DroDosals for the October meeting. Buildins4 A has been aDDroved with the same footrrint and had a lean to, but has added a car Dort. Building B has been made smaller, with the uDver level down to 4050sf. from 12,150 sf.
