A. CALL TO ORDER:
Commissioner Trefry called the meeting to order at 6:00 PM without a quorum.
1. Pledge of Allegiance
2. Reading of the Minutes for July 2018 — Bouillon notes that there is no recording of the July
meeting minutes and a summary will need to be created.
3. Finance Report — Bouillon reviews the finance report.
4. Presentation: Airport Solutions Group, LLC — Craig Schuster
RW9 Easements
Easements have been accepted and the next step is to have trees removed. A quote will be
obtained.
Wildlife Hazard Assessment /Wildlife Hazard Assessment Plan
Ongoing.
AIP Update for Non - Standard Geometry
ASG and Bouillon met with MassDOT Aeronautics. No funding is expected from FAA for 100
foot width, just the 75 foot width, due to FAA AIP standards. Though, MassDOT may have
funding available covered at an 80/20 split for the 100 -foot width justification. The cost for the
extra 25 -feet of width is about $1 million, and the airport's share will be about $200,000. They are
anticipating a 20 -yr lifespan. Bouillon thanks the tenants and users for their letters of support.

The proposed easement was reviewed by the City Solicitor before Bouillon sent it to the FAA.
Schuster noted that some corrections were needed to the easement. He clarified that the purpose of
the easement was to protect airspace and that there would be no impact on the runway.

Bouillon and Schuster are looking at potential site plans for a solar field.
5. Chairman's Report
Trefry reports that the interns very grateful for the support they received from the airport
community.
B. OLD BUSINESS:
1. Sub - Committee Reports
Property /Legal /Finance /Noise Abatement — Paul Trefry
o Proposed Airport Leases with the City of Beverly - This work is in progress.
Public Relations — Gloria Bouillon
Bouillon notes that the airport's website needs updating and should link to the City's website.
She also feels that more can be done to take advantage of free social media platforms.
Safety and Security /RFP's — Tracy Wadsworth
Wadsworth was given a tour of the airport grounds from Messenger to review safety concerns.
She approached this as a vulnerability study and has noted the following concerns.
Expansive growth along perimeter fencing is blocking visibility.
Gaps in the fencing.
Abandoned vehicles on the property.
Scrap metal on the property, including a roll of fencing that could possibly address the
gaps.
Gate on Burley Street is open, along with gaps in the fencing and a faded sign.
Landscaping scrap is piled up against the fencing behind BioMed in the Cherry Hill Office
Park. The easement language could be reviewed to see if it can be used to address this
issue.
e Fencing along Cornell Road has fallen over in a swampy part of the land.

Wadsworth suggests a Security Awareness Workshop if there is sufficient interest. DOT have
indicated a willingness to participate. Wadsworth feels the security focus has shifted to major
airports, making smaller airports more vulnerable.
Wadsworth asks if the cost of fencing repair is included in the capital plan. Schuster responds
that a contract would be needed for this work, as the City does not have the equipment needed
to contend with the vegetation and also because of the wetland issues. Schuster adds that
funding might be available from the FAA after the wildlife assessment is complete. The fence
issues could also be addressed piecemeal.
Additional Staffing - No updates.
*Trefry notes that a quorum is now present with the arrival of Dullea.

Landing Fees — June 2018 & Jules
Landing fees received from NAA for June 2018 totaled $8,242.96 (130 landing fees totaling
$8,959.74 less $716.78, 8% handling fee).
Landing fees received from NAA for July 2018 totaled $8,851.33 (157 landing fees totaling
$9,621.01 less $769.68, 8% handling fee).
Fuel Flowaize Fees — June 2018 & July 2018
June 2018 Total Gallons 63,146 Total received = $6,314.60
July 2018 Total Gallons 54,546 Total received = $5,454.60
Security — Galaxy Integrated will be training staff tomorrow on the use of card readers and access
gates.
Old Contamination Issue on the East Ramp — Working with City Solicitor. A discussion will be saved
for an executive session at the next meeting.
Leases, Building 945 & 943 — The City had other work that took priority over these improvements.
Still waiting for Mike Collin's group to start work.

Navigational Equipment - PAPIs are out of service, but MassDOT has 100% funding to fix these.
Tenant Relations - Bouillon has met with most of the tenants and will plan to meet monthly or bi-
monthly.
Noise Complaints - Three complaints were received, all concerning early morning training.
Contracted Maintenance - 4 -5 hours of mowing is planned.
D. NEW BUSINESS:
Tenant Space RFP - Ongoing.
Airshow Update - This will take place on September 8th and 9th with practice on the 7th. The
organizers note that Beverly DPW has been very helpful this year.
NAA - Hangar 947 Apron Repair Update - The work is about 50% complete. During compaction of
paving materials, subsurface water came up and it was discovered that there is a water main break.
NAA will work with the City to repair and expect to be completed by the time of the airshow.
NAA Proposed Sublease to Avier Flight School - This is actually a sub - sub -lease by Aero Specialties
to the Avier Flight School. The term is for five years and it is expected that this will address some of
the current traffic problems. Motion made by Trefry to accept the sublease. Dullea seconds the
motion. Motion passed unanimously.
E. TENANT COMMENTS:
• A BBQ for Al will be held Sunday at 2pm.
• NAA expresses their desire to support Wadsworth's initiatives to clean up the perimeter of the
airport and thanks Dave for the lawn mowing. They feel it is important to the growth of the airport
to look presentable.
