1997-06-02 Beverly Council On Aging Regular Meeting, June 2, 1997 Members Present:R. Marshall, J. Dettorre, M. Coughlin, S.Fiorini, A. Dettorre, J. Qualantona, T. Saunders, J. Levesque Absent: T. Scully Also present was J. Menesale, Salem News Meeting came to order at 3:05. Minutes from the April 7 meeting were read by M. Coughlin. T. Saunders moved to approve the minutes seconded by J. Qualantona. So voted. Minutes from the April 28 meeting were read by M. Coughlin. T. Saunders moved to approve with a second from J. Qualantona. So voted. Before hearing report from the director, M. Coughlin suggested that the director have copies of the two meetings made so that the members could have for their file. Director's Report T. Scully, A. Dettorre, J. Dettorre,T. Saunders, and J. Levesque discussed the needs of the council with the mayor. $20,000.00 would be added to last year's budget. A discussion ensued regarding an item on the budget "Asst. dept. head" when J. Qualantona asked where this item came from. The director stated that it came from city hall and did not know whether it was as assistant to T. Scully as it stated dept. head or to her. J. Dettorre stated that he had no knowledge of it and that it did not go through his committee. M. Coughlin asked if any money had been allotted for the library needs as was requested previously. It had not, but could be on the list at a later date. A. Dettorre moved to accept budget report seconded by. J. Qualantona. so voted. Transportation Committee A. Dettorre was elected chairman. S. Fiorini asked if the van drivers could be brought in for their input. The director stated that drivers have daily input,when in reality they initial what is already there. A discussion ensued regarding the use of volunteer drivers for the bus for trips. As union rules regarding employees were not known, no one felt comfortable deciding on this issue. M. Coughlin moved that J. Marsella, union head, be invited to come to an administration meeting for the purpose of answering questions concerning union employees that work at the BCOA. This was seconded by S. Fiorini and voted unani- mously. Discussion was held concerning the large bus. Concern was expressed by J. Dettorre about the vandalism. M. Coughlin wanted to know how the trips would be taken without any bus if the bus were declared surplus. J. Levesque said that a bus could be rented and the Seniors could defray the expense by the cost of the trip. T. Saunders moved to accept the transportation committee report and that the 45 passenger bus be declared surplus, seconded by M. Coughlin. No vote was taken by chairman so none was recorded. J. Dettorre moved that we table the previous motion until further information is obtained. Voted 5-1 with J.Qualantona opposed. Health Department The department has moved in. Unfinished business M. Coughlin expressed a concern over seniors crossing over to enter the building on Colon Sreet since more parking would be needed with the health department settled in. She suggested some signs and green crossing strips be looked into with Sgt. Tarsook. J. Dettorre felt the B&M might object to any parking if this was pursued. After a brief discussion members felt it would be a good idea. M. Coughlin said she would pursue this. No vote was needed. J. Qualantona motioned to have nomination of officers seconded by S. Fiorini. R. Marshall said he would not accept the motion because there were members who would not be on the board because the mayor was going to replace them. A. Dettorre agreed that would mean another election would have to be held. J. Qualantona stated that we had done this in the past. J. Qualantona said it has been the policy to elect officers in June and showed minutes where this had been done.R. Marshall said it would be done in July with the new members. M. Coughlin stated that a motion was on the floor that had been seconded and should be acted on by Robert's Rules of Order. R. Marshall stated that he would not accept the motion and that he was going to adjourn the meeting. R. Marshall moved to adjourn. As there was no second, he left the meeting. M. Coughlin suggested that J. Dettorre, the vice-chairman, take over the meeting, but he declined. As there was no mention of the next meeting and no motion to adjourn from the floor, no more votes were taken. Everyone left at 4:54p.m. Respectfully submitted, Marguerite R.
