10-11-2018 meeting minutess: City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: October 11, 2018 Place: Beverly Council on Aging, Arts & Crafts Room Board members present: Frank S. Carbone Jr. MD, Susan Higgins, William J Alpine Jr. Board Members Absent: Others present: William Burke, Director of Public Health, Teresa Kirsch, Public Health Nurse, Bruce Doig, Community Services Director Recorder: Kathleen McCullough Chairman Carbone called the meeting to order at 7:30 a.m. The minutes of the September 6, 2018 meeting were approved and accepted as mailed. Nora Vitale of 10 Magnolia Street has requested a Keeping of Animals Permit to have 4 to 6 chickens on her property. She works at Tendercrop Farm which is where she acquired the chickens. Officer Lipinski and Mr. Burke viewed the yard and coop and were satisfied with the setbacks and the housing for the chickens. Cecilia Vitale explained to the Board how the chickens were taken care of and how they dealt with the waste. Two of the neighbors attended the meeting with concerns about the chickens. They said the chickens roam the neighborhood and can be heard cackling. There seems to be an infestation of rats since the chickens arrived. The chicken feed and droppings are a source of food. Two letters were sent to the Board of Health from neighbors that were against having the chickens. The Board told Nora Vitale they would consider her request. Mr. Alpine explained that if the setbacks were correct and the waste and coop were approved by Officer Lipinski then the permit should be approved. If a future violation should occur then the permit could be rescinded. Ms. Higgins motioned to approve the permit, Mr. Alpine seconded the vote. Mr. Burke had a few updates for the Board. Mr. Burke has been contacted by Dr. Stephen Jones who would like to come before the Board to make a presentation about the dangers of "Natural Gas and Natural Gas Infrastructure ". The Solicitor's Office was contacted and said we have no obligation to have his presentation. The Board decided to have Dr. Jones on the agenda but limit his time for the presentation. The update for the Keeping of Animal permit for Maureen Tanzella, 29 Eastern Ave. is good. We have received no complaints and got a good report from Officer Lipinski. There has been a letter sent out to the adult only smoke shops about letting under 21 persons into the store. Mr. Burke will contact D.J. Wilson, Tobacco Control Director/Public Health Liaison Massachusetts Municipal Association about the city solicitor's response regarding potential amendments to the regulations pertaining to "adult only retail tobacco stores ". The first flu clinic was held on October 9t''. All of the high dose was administered to those who wanted it and altogether 169 doses were given. On September 26t' first responders received 32 doses. The next scheduled meeting is November 15, 2018. A motion to adjourn was made by Ms. Higgins, seconded by Mr. Alpine. The meeting was adjourned at 8:13 a.m. Respectfully submitted, Kathleen McCullough
