McCrory calls the meeting to order at 7:00pm.
Kristin Carlson from Harborlight Community Partners introduces a project called Anchor
Point, located at the corner of Sohier Road and Tozer Road. She said they are going through
the permitting process now for 75 affordable housing units, and construction on this
development will take place in two phases: the first phase will be constructing 38 housing
units. The city has applied for a MassWorks grant to rework the intersection and offer
better pedestrian access to the property. The next step in the process is applying for
funding. She notes that Phase 1 will cost about $18.2 million, and it includes total
development costs. They are seeking funding for the housing portion of the cost, not the
Harborlight offices being constructed on site. There is a high percentage of housing (20
percent) set aside for homeless families. To be eligible for state funding, Harborlight
Community Partners will need to submit a full grant application in February 2019. Marino
asked if there are investors in Harborlight Community Partners. Carlson said they only
have donors, in addition to obtaining both federal and state low income housing tax credits.
Harborlight Community Partners can use tax credits, which become equity for the project
and they try to work with Massachusetts Housing Company, and Institution for Savings will
buy the tax credits. The federal credit total equity would be $6.7 million. The state credit
equity would be over $2 million. The other sources of funds would be about $5 million in
soft loans. Harborlight Community Partners would have a mortgage from the property to
be paid by rents in the amount of about $3 million. The funding request for CPC would be
$250,000 and another $250,000 from Beverly Housing Trust. Carlson asked about
submitting grants off - cycle. Discussion ensues as to timing for the state and federal
applications vs. the CPC Round 6 application cycle.

They would not need funding committed until February 2019. Full applications to the CPC
are due on January 10, 2019. McCrory said the current cycle could work, but they would
have to review the project and potentially make a decision at the January 2019 CPC
meeting.
Pearl said they would just accelerate the review, that it could fit the cycle. Pearl would like
to know what other projects are coming in. Edwards said she wants to wait to see where
they are with the project. Pearl suggested that the Beverly Housing Trust could possibly
fund more money. Edwards said the CPC has criteria of approval in order for Harborlight
Community Partners to apply out of cycle. McCrory's inclination is to have Harborlight
Community Partners to complete the pre- application for November 1St and the CPC could
then see if an out -of -cycle process is a better fit for the project.
Administrative Business
Round 4 - Extension of MOU - Beverly Golf and Tennis Club, Heating System
Replacement
Lowd said they could not shut the building down last winter during the cold spell so they
were delayed in starting the heating system replacement project. He explains they are
about three months into the process and want to extend the project but the MOU is due to
expire. The project is still within the projected budget numbers.
Bussone motions to extend the MOU until January 31, 2019. Edwards seconds the motion.
The motion carries 7 -0 (Matz was not present at the time of the vote).
Logistics for October 4, 2018 Public Hearing
Lowd said he will give a tour of the Beverly Golf and Tennis facilities at 6:15pm on October
4th. He explains the room set up and logistics. Discussion ensues as to refreshments and
McCrory said she really hopes to see 25 -30 people in attendance based on feedback at the
Block Party. Lowd will work with BG &T kitchen staff to provide cheese, crackers, cookies,
coffee and water and will bill the CPC for the food. Matz arrives at 7:35pm
Hale Farm Landscape Rehab - MOU Extension
Maxner said this was a Round 3 project, and they are requesting an extension to June 30,
2019. They would like to install all of the pathways at the same time and with winter
upcoming shortly there won't be enough time to do all the work together. The Stn round
project also includes pathways installation. Pearl said this makes sense.
Edwards motions to extend the MOU to June 30, 2019. Pearl seconded the motion. The
motion carries 8 -0.

Review of CPA Fund Balance Update
The estimated FY19 budget is included in the fund balances, Maxner said. The end of year
fund balance is carried over to the next fiscal year, Maxner said. Administrative funds that
are not used go back into the general fund. Members review the spreadsheet.
Matz asked when the facility assessment report would be coming from Beverly Golf &
Tennis Club. Maxner said the MOU is good for 18 months and they are preparing a RFP for
the report now.
Updates from Staff
Maxner notes that CP -3 reporting for the Department of Revenue was completed before
September 15, 2018. The FY19 budget will be reviewed at the Beverly City Council hearing
on October 15, 2018. McCrory said she can go to the city council meeting if needed.
Maxner reports the public hearing legal advertisement and the press release went out to
the Beverly Citizen and Salem News. Edwards said the public hearing was not listed on the
City of Beverly Web site, Maxner will be sure to update that. Beverly City Council members
have received the announcement, Maxner said. Committee members asked Maxner to also
reach out to BevCam.

Several committee members said the block party on August 25, 2018 was a great success.
Richter said the new CPA signage created by John Hall made a huge difference in drawing
people to the table for conversation. Marino noted that a vast majority of people stopping
by were aware of what CPA was, and the glow sticks provided by Pearl were a hit and all
were taken by the end of the night.
CPA Plan Update
McCrory said they could finalize the CPA Plan at the regularly scheduled meeting on
Thursday, October 18. Maxner confirms that the recreation section will not include charts.
Adjournment
Bussone motions to adjourn the meeting. Marino seconds the motion. The motion carries
7 -0. The meeting adjourns at 9:OOpm. The next meeting is scheduled for Thursday,
October 4, 2018 at 7:OOpm at the Beverly Golf & Tennis Club. There will be a public tour of
the Beverly Golf & Tennis Club at 6:15pm on October 4, 2018.
