August 2 2018 DRB MinutesCITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION SUBCOMITTEE: DATE: LOCATION: MEMBERS PRESENT: MEMBERS ABSENT: RECORDER: Design Review Board August 2, 2018 Beverly City Hall Conference Room Sandra Cook, Ellen Flannery, Emily Hutchings, Joel Margolis, Rachel Matthews Caroline Baird Mason, Matthew Ulrich Donna Musumeci 1) Honored Barbershop, 380 Cabot Street Applicant: Jonathan Saucier The applicant is opening a new traditional barbershop business in the space and has created a new sign which will be the same size as the previous sign. Comment was made that the color selection clashes with the granite fagade. There was discussion to hang the sign below the white molding straps as to not cover up the architectural ornamentation. There being no further questions or comments regarding this matter: Hutchings: Motion to approve the sign as presented on the condition it be hung below the molding strap so that is does not cover up the architectural ornamentation. Flannery seconded. The motion carries (5 -0). 21 Corner Butcher Shoo. LLC. 240 Elliott Street Aaalicant: Corner Butcher Shoo The applicant is utilizing the whole building and wishes to replace the "Zoot" business sign and the marquis over the current nail salon with their main sign. This requires approval of the Zoning Board of Appeals because there are two wall signs. The applicant stated that it was cost prohibitive to combine the signage into a single sign, so they are seeking a special permit for the second wall sign. There being no further questions or comments regarding this matter: Hutchings: Motion to recommend that the Zoning Board of Appeals approve the wall sign and to approve the panel on the panel on the free - standing sign. Matthews seconded. The motion carries (5 -0). 31 Keller Williams Realtv. 5 Briscoe Street Aaalicant: Keller Williams Realtv The applicants are two realtors occupying a new space within the building. They are requesting two wall signs on the building, one on the front of the building to the left of the door for better visibility, and the other on the side of the building that faces the fire station parking lot and Hale Street. There was an attorney's office that may still be in the building. The stucco building was previously a brown color but is now painted white with color shutters. 1 There will also be an awning with the address on it. There was discussion about multiple signs on the building facades and a projecting sign was recommended. The sign on the front is 2'H x 8'W and goes beyond the windows on both side. There was discussion of multiple businesses being in the building; usually if there is only one. The building can get a front and side sign because it is all one business. The Board discussed that if there is a different business upstairs, there should not be additional signage. The Board discussed that the front sign appears to be very large, and the free edge around it competes with the historic look of the building; the suggestion was made to put a border around it. The width could be 84 ", the size of the window glass and would nicely align. A black edge could play off the shutters. It was recommended to take 3" off the top and bottom of the sign and not change the size of the letters; this would make the sign fit better and more proportionate. The same should be done with the sign for the side of the building. There being no further questions or comments regarding this matter: Cook: Motion to approve the sign if the height is reduced to 18 "H and to span the width of the sign to be the same as the window glass at 84 "W. Both signs will be the same, with a thin black border around them. Margolis seconded. The motions carries (5 -0). 41 JN Philias Auto Glass. 220 Rantoul Street Aaalicant: JN Philias Auto Glass The applicant is moving into the Quick Lube building at the corner of Rantoul and Bow Streets. It will be a Channel letter sign with the logo on two facades, one on Rantoul that will go over the center bay and one on Bow Street over the window in white letters, the logo has a red face and will be illuminated with LED lighting. These are not box signs, they are individual letters and both signs are compliant. There being no further questions or comments regarding this matter: Cook: Motion to approve the sign as presented. Flannery seconded. The motions carries (5 -0). 51 Churchill Prooerties Aaalicant: Churchill Prooerties The location is off Brimbal Street; an awning is to the right where Brimbal Avenue is. Applicant was looking at a free - standing sign, but coming from the new rotary circle, the sign would not be seen. The applicant wishes to re -cover the awning with dark blue and consider this the wall sign. They are allowed a wall sign and an awning sign. The awning will have the logo and 6" letters. If this was a wall sign, it would be compliant. However, the awning cannot be called a wall sign, as defined by the Ordinance, and the awning needs a special permit because there is more than one line of lettering. For signage, if Churchill Properties was to fit on one line, there is no need to go for a special permit. The lettering could be 6" and reduce the size for Properties and the logo on the one same line. It was said that logos are not considered part of the lettering, so could be placed above. Two recommendations were made by the DRB regarding an awning and wall sign. There being no further questions or comments regarding this matter: Pa Cook: Motion to approve the Churchill property sign version with one line of lettering, and letter size that complies with the ordinance, with the logo above. Flannery seconded. The motion carries (5 -0) Cook: Motion to recommend to the Zoning Board of Appeals to approve the awning sign with two lines as presented. Hutchings seconded. The motions carries (5 -0). 6) Tasty Subs, 496 Cabot Street Applicant: Donna Diamantopoulos Applicant wishes to replace two existing signs. There is a wall sign and a freestanding sign. The sign currently on the building is internally illuminated; the new sign will now have goose lamp lighting. The comment was made that there is a good deal of lettering on the freestanding sign, but the DRB does not regulate content. The two signs are different in design, made by two different companies, and do not have the same font. A recommendation was made that there should be a common thread using the same font; also the phone number is bigger than the name, and the phone number should be secondary. There are also two different words used on each sign that should be the same, i.e. either "established" and /or "since "; use one or the other. The logos should also be the same in style and material. The applicant will make changes from the recommendations made by the DRB to be reviewed by the Planning Department. There being no further questions or comments regarding this matter: Hutchings: Motion to approve the signs with the condition that the signage be revised and presented to the Planning Department for administrative approval. The motions carries (5 -0). 7) Dal Mare, 24 West Street Applicant: David Ekizian Interiors New restaurant Dal Mare will be residing in the location of the current Cygnet restaurant. There will be 2 new awnings over the existing french doors, and a new canopy over the front door with just the logo. A new projecting sign will replace the old and be the same size, 31 1/2" x 31 1/2" with carved letters, and a 2'thick new iron bracket. The canopy design over the door will be more tapered, rather than the previous dome shape. The awnings will be fixed on the window, 2'H x 2'W. All colors are listed on the application, the letters are 6" high along with the logo ( "M "). This is another similar issue with the awnings and special permit and the 6" lettering requirements. The DRB advised that could make a recommendation to the Zoning Board to allow the logo to go up to 10" for better visibility. There being no further questions or comments regarding this matter: Hutchings: Motion to approve the projecting sign and the awning signs as presented. Motion to recommend to the Zoning Board of Appeals that the awning sign with the size of the letters be increased up to 10 ", so the size of the "M" can be up to ten inches. Flannery seconded. The motions carries (5 -0). 8) Platinum Gym One, Inc., 71 Dodge Street, Unit D Applicant: Blink Fitness The applicant is opening a gym in the old Modell's location in mid - November. The fagade will be painted the same color as the plaza. The applicant is proposing a wall sign to have an area less than the total area of 3 the previous business' sign. The wall sign therefore does not require a special permit. The sign will be an LED illuminated sign and will be illuminated until 11:00pm. There being no further questions or comments regarding this matter: Hutchings: Motion to approve the sign as presented. Margolis seconded. The motions carries (5 -0). 9) New /Other Business: a. Holmes Update — Site Plan Minor Modification There have been changes to the plan for the pocket park. The applicant stated that the MBTA does not want pavers used for the accessible exit, so there is a change to concrete. There were some grading issues and changes have been incorporated. The building needs to be ready for a restaurant, and there will be new windows over the park area. There will also be additional planters near the park. Benches have been removed, but as the restaurant moves into the space, street furniture may be put up. The original plan to have a green fence has been changed to a wood look vinyl fence. It will mostly be covered and will blend with the surrounding buildings.
