July 12 2018 DRB MinutesCITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION SUBCOMITTEE: DATE: LOCATION: MEMBERS PRESENT: MEMBERS ABSENT: RECORDER: Design Review Board July 12, 2018 Beverly City Hall Conference Room Ellen Flannery, Emily Hutchings, Joel Margolis, Caroline Baird Mason, Matthew Ulrich, Rachel Matthews Sandra Cook Donna Musumeci Flannery calls the meeting to order at 6:30pm. Asks for a motion to open the meeting. Hutchings: Motion to open the meeting, Ulrich seconded. The motion carries (6 -0). Hutchings noted that due to the availability of applicants, items on the agenda will be taken out of order. 2) 40 Sam Fonzo Drive Site Plan Review Applicant: Fonzo Realty LLC Furtenberg, a supply manufacturer, is planning a new building to be completed in two phases for a total space of 55,000 sf. This is a different site plan than what was presented to the Board at prior meetings. The building design remains mostly unchanged; however, there is a new color scheme and revised elevations. The exterior will be a whitish color with silver trim. There will be a blue color accent around the main entrance. It will be a custom color, in between two blues that were shown, and will be based on the business logo color. Color samples were shared for the window frames and exterior. There are new south and east side elevations, and some landscaping choices remain from the old plan. It was noted that the corner of the south side was plain, but the applicant stated there is a deep slope coming off the wall, making it difficult for landscaping. The quantities of plants being indicated on the plans were in question, specifically the number of plants needed to fill a certain amount of space. It was recommended that the applicant review the two kinds of plants and to come back with confirmed quantities for administrative approval of the landscape plan. All design and other aspects of the plan are appropriate and in keeping with other buildings within the area. There being no further questions or comments regarding this matter: Hutchings: Motion to recommend approval to the Planning Board with the condition that the landscape plan receives administrative review from the Planning Department and with Matt Ulrich as the Board's landscape designer (for next week as of the 16th). Flannery seconded. Ulrich notes that the PV and CV needs to be clarified in the administrative review of the plan. The motion carries (6 -0). 3) 211 and 199 Rantoul Street - Site Plan Review Continued Applicant: Windover Ford, LLC The applicant is returning with changes and final approval of the site plan. At the last review, there was discussion about changes to the streetscape, retail and restaurant spaces, glass and rear elements of the 1 building. The building at 211 Rantoul Street has three distinct entrances on the ground floor for the restaurant, retail, and residential spaces. There is added space between the sidewalk and the building for a outdoor dining space, along with a colonnade that comes around to help define the space, which will be under cover and can be bordered with planters. A secondary band was added back in with some color, where signage can be added. The windows were changed to be different in size from one side to the other. Awning covers have been added, and there is brick and glass at the residential entrance. The tall glass had been brought down in size from the approved plan but was added back in to emphasize the entrance. The ground floor doesn't line up with the upper floor; they were realigned as a result of the modular changes. To correct the entry, it was pulled out to disengage it from was happening above, to make is more substantial and emphasize a real entrance on the street. The rest of the building is unchanged, with the fifth and sixth floors still set back from the first four floors. When heading south on Rantoul street, the dining is now defined from the sidewalk, and along the entire building it is not repetitive but have changes including steps and the high glass. There are a few changes on the south side of the building. A band was added back in. Panels and visors were added back in the rear of the building, 10 feet back from the face of the building. Some lines were added on the north side, and the ground level was finessed on the service side, for access to the elevator, garage entrance and the bike room inside. There was discussion on the elimination of the large window, making the building look bare, but a small window was added instead; a large would not work with the exercise room there. There was discussion on hiding the transformer, with a tree or high bushes, but that really doesn't work due to pipes and electricity in the ground. Planters will be lightweight fiberglass that look like metal. The applicant discussed how having planters in the restaurant space to create a barrier, and on the other side where there is retail, to leave the space open. It will be up to the tenants that use the spaces. Awnings will be canvas, except for the service side awning which will be metal. On the 199 Rantoul Street building, there are minor changes now using the modular structure. The lower window sill heights were lowered to 8" as done on the other building. There was another review of the materials to be used, the biggest change going from a "fish scale feel" metal to Nichiha, a next generation product of Hardie siding, and is sustainable for the long term. There was a question on the windows, whether they punched out with no border or trim. This was done for a more modern look and to make them look simpler than shown in past presentations. There is some feeling of the building looking very large in scale, with some of the details being taken away (case in point on the windows), but changes were make based on past recommendations by the Board. Scale of the buildings have been discussed since the beginning and multiple changes have been made. This project has taken 18 months of design time. There being no further questions or comments regarding this matter: Ulrich: Motion to approve the 211 and 199 Rantoul street site plan as presented. Flannery seconded. The motion carries (6 -0). Pa 1) Batten Bros. Signs & Awnings Applicant: Kelly Ford, 420 Cabot Street The Ford dealership is moving to 420 Cabot Street, where the Nissan dealership has existed. The four signs are the standard branding package provided by Ford. There are three wall signs to be placed on the front of the building and need a Special Permit, as only one wall sign is allowed per fagade facing a public way. The sign on the side of the building also needs a Special Permit, as the fagade does not face a public way. The signs will be internally lit. Though the signs will be set on the building which is already in existence in back after the parking lot, there was discussion about the illuminated signs in the surrounding residential homes and area (opposite the dealership). There being no further questions or comments regarding this matter: Hutchings: Motion to approve the signs to the Zoning Board of Appeals as presented noting that the internally lit signs should be limited to the hours of operation. Flannery seconded. The motions carries (6 -0). 4) New /Other Business: a. Draft Meeting Minutes, May 3, 2018 Hutchings: Motion to approve the May meeting minutes: Flannery seconded with the following corrections and as amended. The motion carries (6 -0). Correction: The first paragraph says "the two proposed two signs ", the word "two is repeated ", remove; Correction: Second paragraph, line four, "don't need to be up for the entire ", add the words "time period ". b. Hutchings said the City is working on signs for open spaces and parks. There are three sets of new designs in process. All are welcome to review upon request. 5 Ad'ourn Hutchings: Made a motion to adjourn. Margolis seconded. The motion carries (6 -0). The meeting adjourned at 7:32pm. 3
