HEALTH MIN 6-20-18-public meet-NOISEU 7# I I Board: Board of Health Subcommittee: Date: June 20, 2018 City of Beverly, Massachusetts Public Meeting Minutes Place: Beverly Council on Aging, Arts & Crafts Room Board members present: William J. Alpine Jr. and Susan Higgins Board Members Absent: Frank S. Carbone Jr. MD Others present: William Burke, Director of Public Health, Bruce Doig, Community Services Director Recorder: Kathleen McCullough Vice Chairman William Alpine called the meeting to order at 7:30 a.m. The minutes of the May 9, 2018 meeting were approved subject to amendment. Robert and Gwen Cook of 4 Rezza Road have applied for a Keeping of Animals Permit to have 6 chickens. They would like the fresh organic eggs. They would compost correctly and keep the chickens secure and out of site near the garage. There has been no opposition from neighbors. The Board will take it under advisement and let them know of its decision. Glen Urquhart School has applied for a Keeping of Animals Permit. They have applied to have 12 chickens. C J Cancel, a student at the school said that they have been talking about having the chickens for a few years now. They presently have a beehive and the chickens would be housed behind the hive. During the summer the children at camp will take care of them. The Board will let them know of its decision for Permit. James MacNeil of 9 Ray St. applied for a Keeping of Animals Permit to have 4 -6 chickens on his property. He has a 10,000 square foot lot with the correct setbacks and the coop will not be visible from the street. He will use the compost in his garden and also in the Beverly community garden. The neighbors have shown an interest in the chickens. Mr. Burke told him it would be considered and they will inform him of decision. Ms. Higgins moved to approve the Keeping of Animal Permits, Mr. Alpine seconded, decision unanimous. Mr. Burke had a few updates for the Board. The Budget meeting with the City Council was held June 14t''. The budget was level funded with the addition of $5,000 for overtime. Temporary food inspections that have been on the rise this summer and on weekends. The Dental Clinic has moved to the High School. The compressor and the chair were installed and next will be the x -ray unit. Michael Collins of Public Works was a big help with the move. The seasonal beach water sampling began on June 12th and will continue until August 28t'' Mosquito surveillance has begun for the summer season. Pool inspections are done and Teresa Kirsch and David Goodwin have been working on permitting the recreation camps. There have been many seasonal temporary food events including Farmers Market, Arts Fest, Beverly Chamber Business Showcase at the Music Theatre, Rantoul Street Party, and also the block parties will be starting soon. We are nearing the end of the Fiscal Year and will be preparing the annual report. Ms. Higgins motioned to close regular the Board of Health meeting at 7:59 a.m. At 8:00 a.m. Ms. Higgins motioned to open the Public Hearing of the Chapter 11 "Regulation for Noise Control." The purpose of the meeting is to entertain comments concerning the Noise Regulations. There were no proposed oral or written comments. Ms. Higgins motioned to close the Public Hearing. All in favor. Public meeting adjourned at 8:05. The next scheduled meeting will be scheduled for September 2018 The meeting was adjourned at 8:05 a.m. Respectfully submitted, Kathy McCullough
