Approval of Previous Minutes
Alden -St. Pierre moves to approve the June 6, 2018 minutes as written. Seconded by Miller. The
motion carries 5 -0.
Principal Items of Business
Planning Board
Discussion ensued on the proposed Harmonic Drive site plan review before the Planning Board,
located at the Cummings Center. It was noted there was little to no open space impact, because
much of the land had already been cleared.
Community Preservation Committee
Mann describes positive conversation with the Mayor about open space interest in 27A and
Greenwood Avenue parcels relative to CPA funds. Agreement was reached to fund re- appraisal
of Green Street property. Mann is seeking another price for the Greenwood appraisal.
The application cycle for the next round of CPA funding is as follows: public hearing on
October 4, pre - applications are due on November 1, eligibility and application invite is
December 3, full applications are due on January 10, 2019, due diligence January to March,
recommendations to City Council will occur mid -April. The Commission concurred that a
meeting with the Mayor should be scheduled for six weeks out.

Subcommittee Reports
Recreational Trails Grant
Miller will be responsible for trail numbering at Greenwood, Sally Milligan, and Norwood Pond
as this relates to updating kiosk maps. Discussion ensues about logical numbering system, and
that assistance may be available from Greenbelt staff. There was also discussion about if Quick
Response (" QR ") codes should be used for mapping.
Earth Day Walks
No update.
Public Information
Postings are being done on Instagram and Facebook.
Discussion addresses how in Greenwood brush is being thrown on steep sections of trails which
is blocking some areas making it difficult for bicycle travel. Also noted was broken glass found
at Norwood Pond.
Priority Parcels
This is an ongoing discussion. Committee members have verbally provided map updates to
Wynne for updates to the City's open space and recreation area map to reflect any changes since
2016. Discussion ensues about keeping effort going on trail and right of way at Pole swamp
where Miller agreed to follow up with the Mayor.
Bass River Walkway
Mann will set up a meeting with key property owners.
There was mention of progress on Greens Hill trail so it can be officially opened.
Other Business & Updates
Tall Tree Drive
An easement was donated by a property owner leading to City owned property. Discussion
addresses how the property owner has complained about dogs and waste left by pet owners and if
a sign should be posted about responsibilities of dog owners on easement (i.e., leashed, disposal
of waste). Miller agreed to draft signage language.
The Committee reviewed proposed identification and regulatory signage for City parks. Wynne
noted that six City parks allow dogs in the summer, whereas the rest do not, and the signage will
be different for each.
Harbor/Waterfront Plan Update
The team is preparing vision for harbor /waterfront plan.

LAND Grant
Sharp shares the research he did on the LAND Grant. He says, this grant is available for land
purchases made by the City and initiated by the Conservation Commission. He outlined details
applicable to Beverly including 60% reimbursement from the Commonwealth which would
require City approval for project funds by the Council. CPA funding can be used for a LAND
grant project (Conservation Restriction would be a requirement if these funds are used). There
are liaisons from the Office of Energy and Environmental Affairs who could provide technical
feedback on grant application. ECGA could help with grant writing related to application.
Discussion ensued about what eligibility the City would qualify for. There was also mention of
process associated with interest in 27A parcel.

The next OSRC meeting will be held in September.
