Longtime member David Gardner has resigned. Approval of Previous Minutes Alden -St. Pierre moves to approve the March 14, 2018 minutes as written. Seconded by McCrory. The motion carries 6 -0. Brewster had not arrived at the time the vote was taken. McCrory moves to approve the April 4, 2018 minutes as written. Seconded by Grandoni. The motion carries 6 -0. Brewster had not arrived at the time the vote was taken. Principal Items of Business Planning Board No open space related items have come before the Planning Board. Community Preservation Committee Another round of funding and all applications have been approved for $1.3 million of projects. There is still CPC funding in the open space category. The CPC has not received any additional open space proposals since Camp Paradise. An update was given on effort to identify any parcels allowable uses of open space funds was discussed. The open space funds can only be used on a property acquired with open space funds. There was mention of potential impact of 50 -foot No Build Zone on buildable status of certain properties the Committee has been watching. Discussion on future potential for trails on Greenbelt parcels to be acquired. Open Space & Recreation Committee May 2, 2018 Meeting Minutes Page 2 of 2 Subcommittee Report Recreational Trails Grant Discussion ensues about how colors for wayfinding /trail marking signage would not be changed. Importance of trail cleanup was raised. Miller has been doing mapping associated with the proposed signage. He is also working on the numbering. Earth Day Walks Brewster provided an update on a few walks that have occurred. Discussion ensued on how the events were publicized (i.e., OSRC Facebook page). Bass River Walkway Mann will follow up on this as a handoff from Gardner. Other Business & Updates Encroachment Policy Discussion Last year, the Committee had been reviewing a draft encroachment policy. Discussion addresses illegal dumping (i.e., yard waste) around the City in wooded areas and if any signage between public and private property could be installed. Also noted were abutters' rights associated with paper streets and property owner rights to the center line. There was also mention of easements in Beverly to allow public access to City land. Since the policy has not been adopted if an OSRC member identifies an encroachment it could be brought to the Committee and a letter written to City Solicitor. Committee member provides edits to the policy to Wynne, including changing from a policy to guidelines, and asks that a revised version be circulated to the City Solicitor. Sylvan's Bench A proposal is needed to determine funding. Dunne is leading this project to determine details. Other Business Discussion ensued about Leather Lane sale of land and eligibility for OSRD as well as any opportunity for a trail. There was also mention about 27A, Greenwood, Valley, Hale and Tanzella Hill properties owned by heirs that could be preserved as open space. Adjournment There being no further business to discuss, McCrory moves to adjourn at 8:58 p.m. Seconded by Callaghan. The motion carries 7 -0.
