Public Meeting Minutes
Note: These minutes were reviewed May 16, 2018 by the Trustees, motion to accept minutes from the
October 4, 2017 meeting was made by Kevin Hobin, seconded by Joan Fairbank and approved by all.

Meeting called to order at TOOPM by Mark Casey, Chairman.
The minutes from the last Trustees meeting were by read by Kathy Doane. Motion to accept
minutes from the June 1, 2017, meeting was made by Mark Flagg and seconded by Joan
Fairbank, approved by all.
Park Projects Update by Bruce Doig
Oak Heights Playground — Cement pad poured on October 3 Area smoothed out, mulch
delivered — done by next week. Funding provided by $50K grant by CPC, $25K from the
Recreation Department's Park of the Year and $I OK from the David S. Lynch Public Parks
Trustees.
• There is about $200,000 worth of repair needed for the playgrounds in the City.
• Grant from CPC for $100K for Cove Playground but the low bid for courts was $277K,
high bid was over $300K. Will not be able to the courts any time soon, may change what
will go in for courts.
• Bid to go out for the courts at Cahill Playground.
• Vittori Park has $25K grant from CPC and $I OK from David S. Lynch Public Parks
Trustees.
• Request for a CPC grant for Cooney Field was rejected for this year.
• Request for CPC grant to be submitted for the Colgate playground.
• The City is eligible for a $250K ADA grant for Pete's Park. The grant has been approved
by the state, now has to be sent to the Federal government for approval and should hear
soon. The estimate for site preparation is $400K.
• This summer the ADA beach mats and manual wheelchairs were purchased and put into
use. Motorized wheelchairs to be ordered, there may be enough in the CPC funding to
pay for them.
• Over the years 28+ playgrounds have been replaced and are now at the stage they need
repair or replacement.
• The concrete for the walkways at Lynch Beach were poured in 1964 and are in poor
shape with exposed pieces of rebar.
Multiple trees were blown down during storm this summer and had to be removed. Estimated
cost is $900 or higher. A motion was made by Joan Fairbank to pay for up to $1,500 of the tree
removal cost. Alice Burns seconded the motion, approved by all.
Buildings
Getting estimates for improvements will be made to the Recreation Department office.
Replace the front door and steps, steps on ocean side, handicap entrance and new 40 inch door.
Upgrade bathrooms on the first floor to one regular stall and a handicap stall or perhaps two
handicap stalls. Work would be done in phases, perhaps funded by the Enterprise fund and the
David S. Lynch Public Parks Trustees.
Application for extension to be submitted to the CPC for the preservation plan for the work to be
done on the Carriage House. CPC won't provide any funding for the work on the Carriage House
to be done until they can review the work in the preservation plan. Will look at how to phase
improvements once the plan is received.
The Carriage House had fewer events this year than last. Perhaps after the front is painted (where
damaged by the fire) along with the new French doors the number of events will increase next
year.
A camera on the Carriage House was destroyed in the fire was replaced, bill was sent to Bruce
but he believes that it should be covered by the insurance, he will verify.
A motion was made to adjourn by Joyce Frisiello, seconded by Joan Fairbank.
