05-17-18 CPC MinutesCITY OF BEVERLY PUBLIC MEETING MINUTES COMMITTEE /COMMISSION: Community Preservation Committee SUBCOMMITTEE: DATE: May 17, 2018 LOCATION: Beverly City Hall, 191 Cabot Street MEMBERS PRESENT: Tom Bussone, Nancy Marino, Heather Richter, John Hall, Marilyn McCrory, James Matz, Christy Edwards, Robert Buchsbaum MEMBERS ABSENT: Wendy Pearl OTHERS PRESENT: Amy Maxner - Environmental Planner; Emily Hutchings - Associate Planner RECORDER: Travis Lovett McCrory calls the meeting to order at 7:00pm. Powder House Restoration Proiect. 113 -8 - reauest to amend MOU Hutchings explains that the cost for the Powder House restoration is more than anticipated. The project is over $60,000 more than what the CPC funding would be able to complete. They are in the process of doing a property survey. She notes that MOU allows for up to $25,000 for non - construction purposes. The City would like to hire a consultant to apply for the national register status; which would enable the City to apply for Massachusetts Historic Commission grant funds to help supplement project cost overages. Hutchings notes this registration process would cost between $5,000 and $6,000 and asks if the MOU could be amended to allow some of the $25,000 to be applied to this application process. Members review the MOU and elements of the project listed for CPA funding. Maxner said that aside from non - construction related items, the MOU only funded the high priority items in the application. Discussion ensues as to whether the MHC application process is akin to other non - construction related tasks, with Bussone noting this seems like a logical step in the preservation process. Members agree that amending the MOU is not necessary as registering the Powder House is non - construction related that further protects the building. Bussone motions to allow the City to use a portion of the $25,000 non - construction funds to apply for national register status with MHC. Seconded by Matz. The motion carries 8 -0. Approval of Minutes Community Preservation Committee May 17, 2018 Meeting Minutes Pagel of 4 Members review the draft April 12, 2018 meeting minutes and offer edits. Bussone moves to approve the minutes as amended. Marino seconds the motion. The motion carries 8 -0. Round 5 Recommendations to Citv Council McCrory notes that she cannot attend but Wendy Pearl will be present at the City Council Meeting at the May 21, 2018 meeting, at 7:45pm for the Round 5 project recommendations hearing. A few other CPC members note they will be attending this meeting as well. CPA Plan Updates McCrory encourages the CPC members to review the plan each year as it should remain up to date and relevant. Matz said the writing is excellent within the plan, but the tables are busy. Discussion ensues as to whether the CPC's adoption of the other entities priorities as its own, with Bussone noting that CPC's acceptance of the plan may translate to CPC's endorsing housing priorities and open space priorities, etc. Bussone asked if the CPC would be getting involved in policy or become involved in implementation of strategies. McCrory said the plan provides guidance and direction for those using the plan. Maxner said she does not think the CPC needs to take an official stand either way, noting that the plan is a conglomeration of the other plans developed by the City and various entities that carry out strategies. Bussone said if this is a city plan, he accepts it, but if it's a CPC plan, he finds some of the language problematic and would want to see some disclaimer language. Discussion ensues as to the Recreation section of the Plan, McCrory said she isn't sure they need a whole inventory of playgrounds and recreation governed lands. Edwards said the recreation department is the only section that doesn't have a plan per say. Marino will update this section and remove the inventory tables, and add language around needs. Edwards said it would be fine to state recreational needs in the plan. Marino said the bullet points could be condensed to show what has been funded by CPC. McCrory said she will work on the open space language and bring it to the Open Space & Recreation Committee meeting in June. Buchsbaum said he will bring this to the Beverly Conservation Commission for review. McCrory said it might be helpful to include pictures of CPC funded projects in the historic section of the plan. Marino would like to add pictures of the playgrounds that have been funded. All plan edits should be sent to Maxner. Bussone agrees to update the housing section, with Maxner agreeing to check in with Aaron Clausen with regard to the Housing Trust. Pearl would be best to work on the historic preservation section. McCrory and Buchsbaum are working on the open space section. Community Preservation Committee May 17, 2018 Meeting Minutes Page 2 of 4 Round 6 Application Cycle: Thoughts on the 2018 -2019 Calendar McCrory turns attention to drafting the Round 6 application schedule. Discussion ensues as to making public hearing and funding cycle notices available earlier to the Beverly Patch, Salem News, Boston Globe North, and Beverly Citizen. General discussion ensues as to better efforts for PR and visibility. Members agree that perhaps holding the public hearing at the Beverly Golf & Tennis Clubhouse that starts with a tour of the building would be a great draw. Discussion ensues as to manning a CPA table at Arts Fest. Hall is willing to work on graphics or posters to highlight CPA funded projects. Maxner agrees to check in with Beverly Main Streets on the logistics for a table at Arts Fest. Members discuss a schedule for Round 6 application cycle and tentatively agree on the following: • Annual Public Hearing - October 4, 2018 • Pre -Apps due - November 1, 2018 • Eligibility announcement and application invite - December 3, 2018 • Full Apps due - January 10, 2019 • Maxner to figure out HDC application deadlines for historic projects • Due diligence January - March 2019 • Recommendations to City Council Mid -April CPA Signage Maxner said the City's signage subcommittee is working to develop a particular style, font, and color for all city park and beach signs. She said there is also an ongoing effort to develop policy to help guide process in approving other types of signage in the City. Maxner said there should be CPA language uniformity, but every project is so different, so one sign size /style might not fit every project. McCrory asks to confirm if there is a signage requirement in the MOU template for project agreements to indicate "community preservation funds at work. Maxner states there is. Matz offers to work on language to circulate for various CPA project signage. Larger projects will have more permanent signage, McCrory said. The applicant can suggest what signage would look like. Bussone said there's a need for two types of signs: a sign for an ongoing project and a permanent sign after the completion of the project. Matz asked about having a short presentation from the Planning Department on this report, members agree this could be an agenda item later in the summer.
