Benevento calls the meeting to order at 8:30 a.m. 2. Recommendation to Planning Board: Modification to Open Space Residential Design Plan #2 -10 — 875 Hale Street — Montrose School Park, LLC The Parking and Traffic Commission reviewed a modification to the Open Space and Residential Design plan for 875 Hale Street — Montrose School Park, LLC. Clausen explains that the OSRD which was approved in 2010 has been amended due to the access drive being appealed. He reported that a settlement is now moving forward, and the recommendation is to approve a sight line easement and to relocate an existing fence. He notes that the lot lines will be changing, and the access drive is unchanged from the approved plan. There being no question or comments regarding this recommendation: Binns: Motion to recommend approval of the modification to the Open Space Residential Design plan for 875 Hale Street, Montrose School Park, LLC. Clausen seconds the motion. The motion carries (5 -0) 3. Approval of Minutes — December 5, 2017, January 9, 2018 and February 6, 2018 and March 6, 2018 The minutes of the December 5, 2017 Parking and Traffic Commission were presented for approval. Clausen offered a correction to the attendance to indicate that he was present at the meeting. Clausen seconds the motion. The motion carries (5 -0). The minutes of the January 9, 2018 Parking and Traffic Commission were presented for approval. The minutes of the February 6, 2018 Parking and Traffic Commission were presented for approval. Binns: Motion to approve the minutes of the February 6, 2018 Parking and Traffic Commission meeting as amended. Clausen seconds the motion. The motion carries (5 -0). The approval of the minutes to the Parking and Traffic Commission meeting held on March 6, 2018 were tabled to the next meeting in May. 4. Doane Avenue and Bridte Street — S2t. DiRuzza Benevento notes that Sgt. DiRuzza is unable to be here this morning but he has sent an email regarding complaints he has received from residents of Doane Avenue about cars parked and their ability to pull out on to Bridge Street. He explains in the email that there is a "No Parking Here to Corner" sign posted but even with cars parked before the sign it is very hard to see. Sgt. DiRuzza recommended in the email that a no parking sign be installed due to the fact that there is also a fire hydrant before the "No Parking Here to Corner sign. Clausen explains that a No Parking sign would require an ordinance change if they are creating a no parking zone. Benevento states that he is hesitant to approve a No Parking request without talking to the neighbors. Collins reviews a Google map of the area. Benevento asks if there is any history of accidents in this area. He also notes he would be reluctant to restrict parking in front of someone's house. Benevento recommends that the Commission table this matter for further information and communication with the neighbors regarding this request. Page 2 of 5 Beverly Parking and Traffic Commission Minutes April 3, 2018 Clausen agrees and states that he would like to look at this further. 5. Other Business County Way — Discussion with Councilor Lang Councilor David Lang was present at the meeting and he addressed the Commission on the situation on County Way with the parking issues and the hair salon. He notes that the new salon is doing well and is very busy. He notes that Clausen reported back to him on the recommendation of the Commission to add parking spaces. He suggests that the Commission restrict parking on one side of County Way and that would mean that the employees would have to find another place to park. Benevento notes that if the Commission restricts parking the employees will park further down the street. He recalled that at the last meeting the Palm's were in attendance and indicated that their concern was people parking in front of their house. He also notes that he has observed that people are parking on the wrong side of the street. Clausen recalled that the Palm's issue was car blocking access to their driveway. Benevento states that he is concerned that if we restrict parking on one side of the street the people down the street will be upset. Clausen notes that parking on both sides of the street is a traffic calming measure. Lang states that he would like to see some solution and notes that he has heard rumors that the spa has plans to expand to a day spa. John Silvio addressed the Commission and expressed his concerns about the traffic hazards on County Way and Bridge Street and notes that there has been one accident that took down his fence. Benevento asks if there has been a discussion with the owner of the salon. Lang states that he has talked to them and it is difficult for them to control where people park. Benevento states that they should tell their customers that they are going to get ticketed for parking in the wrong place or too close to driveways in the neighborhood. Lozada states that there has to be some cooperation from the business, especially if they are planning to expand. Lang suggests that perhaps some heavy -duty enforcement for a couple of weeks will send a message. He notes that it seems that people are not trying to find a legal place to park. Page 3 of 5 Beverly Parking and Traffic Commission Minutes April 3, 2018 He also suggests that the recommendation of the Commission be implemented, and he will walk the neighborhood and talk with people about parking. Lozada notes that the Commission is holding their May meeting at night and suggests that the neighbors come to the meeting to hear what the Commission has in mind. Lang states he will let people know that. Benevento requests that this be put on the agenda for the May meeting and requested that Clausen follow up with Sgt. DiRuzza regarding enforcement in the area. He also suggests that the Salon owner be invited to the meeting. Binns suggests that the neighbors be informed of the enforcement as well. Ayers School Parking Issues Councilor Lang reported that the Principal of the Ayers School has talked with him about parking and traffic issues at the school. He suggests that they take a look at in the fall to see if signage needs to be added. Collins notes that the parking issues there use to be a lot worse than they are now. Benevento asks if the staff is out there directing traffic to keep it moving. He notes that there was a plan enforced last year that improved the situation. Lang reported that the traffic pulls around the corner instead of staying in the circle. Benevento asks if the principal has a recommendation. He suggests that Clausen follow up with the Principal. Discussion with Councilor Houseman Councilor Scott Houseman addresses the Commission and states that he is here for information noting that his constituents on Butman and Bisson Street have reached out to him regarding the improvements to be done in the area. He notes that there are some sight lines that need improvement. He also inquired as to whether curbing will be installed. Collins reported that there will be curbing on the cemetery side of the street. He notes that curbing will be installed on the other side where it needs to be installed. Houseman reported that the neighbors on Butman Street and Odell Avenue did not want curbing and grass and trees were planted and residents park there and complained. Page 4 of 5 Beverly Parking and Traffic Commission Minutes April 3, 2018 Collins explains that if there is no berm the water sheds into the grass and the berm will channel the water and there tends to be less mud. He also notes that there is a drain and very few catch basins. Discussion on Parking Gloucester Crossing It was noted that there was a discussion at the last meeting regarding parking in the bike lanes and there is a need for a sign at Gloucester Crossing as people are parking in the bike lane. Collins reported that all signage that was ordered for the Rantoul Street project has been installed. He notes that he knows that there is a problem with parking there and notes that there is a red Jeep parked there all the time. He also notes that people park in front of the bagel place and run into get their food. He further notes that it is standard practice not to park in bike lanes. Benevento suggests that a sign be installed if it is necessary and also suggests that the police enforce it. Clausen states that the challenge is that the bike lane ends 100 feet up the street at Lenox Street. Collins reports that we need to tie the new bike lanes in with the other bike lanes that the City has created. 6. Next Meeting The Commission confirmed that the next meeting of the Parking and Traffic Commission will be held on May 10, 2018 at 6:00 p.m. Adiournment Binns: Motion to adjourn the meeting.
