HEALTH MINUTES 4-18-18U 7# I I Board: Board of Health Subcommittee: City of Beverly, Massachusetts Public Meeting Minutes Date: April 18, 2018 Place: Beverly Council on Aging, Arts & Crafts Room Board members present: Frank S. Carbone Jr. MD, William J. Alpine Jr. and Susan Higgins Board Members Absent: Others present: William Burke, Director of Public Health Recorder: Kathleen McCullough Chairman Carbone called the meeting to order at 7:30 a.m. The minutes of the March 7, 2018 meeting were approved and accepted as mailed. Lori Chitro of Hannah Village Apartments has requested a lifeguard waiver for the pool for this season. This is a 55 -plus community and the pool is open everyday from eight to five. It has a self locking gate. The pool water is tested four times a day. Rebecca Kemmer of 26 Federal St. has applied for a Keeping of Animal Permit. She would like to have two Nigerian Dwaft Goats on the property which is owned by her father. They will be sheltered in a section of the garage and have a fenced section of the yard. She is a vet technician. Animal Control Officer Matt Lipinski visited the site on April 12 and approved the area for the goats. He said Ms. Kemmer appears to be very knowledgable and responsible about raising the goats. Some neighbors who reside in the condos at 24 Federal St. attended the meeting to ask a few questions but were not concerned with her having the goats. Dr. Carbone told her the board would take it under advisement and let her know of their decision. Mr. Alpine voted to approve lifeguard waiver for Hannah Village, Ms. Higgins seconded vote, vote unanimous. Mr. Alpine voted to approve Keeping of Animals Permit for goats at 26 Federal St., Ms. Higgins seconded, vote unanimous. The Board continued discussing the topic of the Noise Control Regulations. Mr. Alpine had asked last month to have more time to review changes the regulations. His only concern was to have flexability for residential properties. Ms. Higgins suggested changing "Domestic Power Equipment" to just "Domestic Equipment ". This alleviates the homeowner being able to do work that is not related to power equipment, such as hammering. Also changing the wording "residential areas' to "residential property ". The draft will be sent to the Solicitors Office for review and input on the penalty provision. Mr. Alpine was excused from the meeting. On March 27t' the department was notifed to proceed with inputting the budget for 2019 with a due date of April 11. We were asked to only include spending necessary for maintaining existing service levels. There were several minor increases proposed. Overtime was increased from $3250 to $4000 which is a difference of 23.7% or $750. This is needed for temporary event inspections. Buyback sick time increased from $3116 to $3306 which is an increase of 6.1% or $190 to adjust for current salaries. Longevity was increased from $2750 to $2900, 7.3% increase or $200 for the incremental increase this year for one employee. Inspectional supplies was increased by 26.4 %, $712 to $900 which equals a $188 increase. Mr. Burke had a few updates for the Board. On March 28t'' Mr. Burke, Mr. Reale and Mr. Goodwin attended the annual seminars sponsored by MHOA, DPH and DER The seminars provide continuing education unit (CEU's) opportunities for professional license renewals. Teresa Kirsch, Public Health Nurse, attended the National Emergency Planning Summit in Atlanta, Georgia on April 17t' thru April 20t' The Household Hazardous Waste Day was conducted on March 24t' at the Beverly High School. The number of cars was down to 203 from 205 in 2017, and 242 in 2016. A complete summary will be provided once the department receives all outstanding invoices. The Medication Disposal Collection is scheduled for April 28t' from 10 to 2 at the North Beverly CVS Parking lot. All prescription and over the counter medications will be collected. Mr. Reale coordinated six or more choke saver training classes for food establishments. The training is provided at a cost by Northeast Regional Ambulance, the cities EMS provider. Approximately thirty individual have taken part to date. The Be Healthy Beverly Group has submitted a Federal Drug Free Communites Grant. The grant is a ten year grant of up to $100,000 per year.
