BOARD OR COMMISSION: Parking and Traffic Commission SUBCOMMITTEE: DATE: January 9, 2018 LOCATION: Conference Room B, Third Floor City Hall MEMBERS PRESENT: Chair Richard Benevento, City Planner Aaron Clausen, George Binns, Sgt. Antonio DiRuzza, Police Department and DPS Director Mike Collins MEMBERS ABSENT: Captain Chris Halloran, Fire Department, John Somes, John Lozada OTHERS PRESENT: Councilor David Lang RECORDER: Eileen Sacco transcribed a recording of this meeting Benevento calls the meeting to order at 8:30 a.m. Continued: Review of the Cove Elementary School Crossing Issues at Hale and Eisenhower / Councilor Houseman Clausen reported that the matter has been dealt with and no action from the Commission is needed. 3. Approval of Minutes The minutes of the Parking and Traffic Commission meeting held on October 14, 2017 and November 14, 2017 were presented for approval. Benevento asks if there are any comments or corrections from the members. Binns notes that Lozada who is not present this morning had expressed concerns about ADA Compliance with crossing at Wallis Street and he did not see that reflected in the minutes. Benevento noted that the conditions of the approval includes that a construction phasing plan shall be developed and submitted to the Parking and Traffic Commission prior to the issuance of a building permit identifying times for the phased closing and opening schedule for Wallis Street. Binns: Motion to approve the minutes of the October 14, 2017 and November 14, 2017 minutes of the Parking and Traffic Commission as presented. Clausen seconds the motion. The motion carries (5 -0). New Business Denise Anderson of 2 Chase Street addresses the PTC and explains her concerns regarding a handicapped parking space that was approved at her request and the location of the sign that was installed. Anderson explained that she has trouble backing out of her driveway due to cars parked on the other side of the street and notes that it is difficult for her for medical reasons to make the three turns that it sometimes takes to get out of the driveway. There is no parking allowed on her side of the street and the cars parked across the street block her driveway. She notes that the handicapped sign is down the street a little way. Benevento asks DiRuzza if he saw the application. DiRuzza confirmed that he had the application and explains the reason for the location of the handicapped sign. Anderson suggests that if Pond Street were made a one -way street going up the street, it would solve a lot of problems on her street with traffic. Benevento explains that making a street a one way is a big deal noting that all of the neighbors may not be in agreement with it, and you also have to consider the impact that the one -way will have on other streets as well. Benevento suggested that Mike Collins coordinate with Sgt. DiRuzza and go out and take a look at the location of the sign and if they feel it makes sense to move the sign the Commission can discuss that. He notes that if that is going to cause additional traffic issues then the Commission will have to look at something else. 5. Next Meeting The next meeting of the Parking and Traffic Commission will be held on Tuesday, February 6, 2018 at 8:30 a.m. Clausen informed the Commissison that there may be some recommendations for the Planning Board coming in at some point in future meetings. Benevento asks what the status of the traffic study for Sam Fonzo Drive is. Clausen noted that Aero Manufacturing will be coming in with a plan for a 47,000 s.f warehouse and office space and they may need a traffic study. He notes that he recommended traffic counts, etc., at the least. Benevento asks if there are any issues with the entrance off Conant and Cabot Streets. Clausen states that has heard anecdotally that there is at Cabot and LP Henderson Road Page 2 of 3 Beverly Parking and Traffic Commission Minutes January 9, 2018 and explains that it seems to be a problem in the afternoon. He notes that there are about 2,000 employees in that area now and it is a popular route. Mike Collins agrees. Clausen states that there may be opportunities for improvement. He notes that the challenge is that in Massachusetts we cannot impose an impact fee. Collins notes that Cherry Hill Park contributes to that traffic as well. Benevento informs the Commission that the Federal Highway Department has issued a ban on the use of rapid flashing beacons due to an issue with the patent on them. He notes that his question is if it is for federally funded projects only or if they are banning them all together. 6. Adjournment There being no further business to come before the Parking and Traffic Commission this morning, Binns moves to adjourn the meeting. Clausen seconds the motion. The motion carries (5 -0).
