Golf and Tennis Meeting Minutes Jan 9 2018OFFICIAL MEETING NOTES Board: Golf and Tennis Commission Date: January 9, 2018 Location: Beverly Golf and Tennis Clubhouse, Fireplace room Members Present: Chair William Lowd, Arthur Athanas, Andy Cooper, Vice Chair Martin Lawler Others Present: GFMI Staff- Chris Carter Public Services Rob Dever Purchasing Agent Dave Gellineau Recorder: Aileen O'Rourke Mr. Lowd called the meeting to order at 7:14pm. Members review the Dec 12, 2017 minutes.Mr. Lawler motions to approve the minutes. Mr. Cooper seconds. All in favor, the motion passes (4 -0). Because there is no golf activity to report, Mr. Lowd jumps straight into the status of projects. Project updates: Pump House Next Tuesday DAF Services will be coming to look everything over. The parts have been ordered. They might need some electrical service help from Public Services. Mr. Dever would like to talk to them beforehand and get them to do an acid wash/apoxythe floor. Maintenance Building Build out Mr. Parker is now available to do the plumbing in the maintenance building, to be scheduled. CPC Round #4 Status - Oil drums have been removed.The materials have been ordered. ADA Wrap up - Most of the ADA work could be done by Public Services as a winter project. It needs to be completed by May. Rob Dever to review and establish a schedule. CPC Round #5 - Mr. Lowd is scheduled to meet with Mayor Cahill tomorrow to review the CPC funding application that requires his signature. The project overview will be to hire an Owner's Project Manager(OPM) and an Architectural Engineer to create a master plan using the Gale Report as a starting point. They will look at the electrical, plumbing, windows, and overall space utilization, while keeping the exterior historic envelope intact. Mr. Gellineau contacted a company familiar with these type of projects and Mr. Lowd brought their project manager through the clubhouse showing the work that's been done so far. Pictures were taken and to give to an estimator who will provide a project cost estimate. It is expected to be approximately $5M. The OPM and Architectural Engineer will likely cost about 10% of the total project cost —$500K.The Commission is requesting $400K from the CPC and BG &T will contribute $100K over a two year period. Once this package gets submitted and approved, we hope to get the MOU back in April and begin work in May 2018. The project is estimated to be completed by May 2020. Mr. Dever expecting to receive a bid package and architectural drawings of the interior of the building to get funding /bond approval for the project. Mr. Dever asks the Commission: "what do you envision the Clubhouse space should look like ?" For instance, does the upstairs function room need to be bigger, should offices be moved? Does the pub need to be bigger? What about the location of the kitchen? There could be a gym or have the men's and women's locker rooms on the same floor? These are all questions Commission members should start thinking about to maximize the best use of the space and maximize revenue for the City. Mr. Lawler motions to support the Round 5 CPC proposal. Mr. Cooper 2nds. All in favor, motion passes (4 -0). Mr. Carter is a bit overwhelmed with the price tag of this project and he worries the improvements to the Clubhouse will come at the expense of the golf course. The golf course still has an antiquated irrigation system. Mr. Lawler suggests Mr. Carter put together a master plan for the golf course i.e. a wish list for golf course improvements. Once the Clubhouse has been improved, Mr. Carter envisions that the biggest challenge will be parking and that it could be at odds with golfing and events. Mr. Dever suggests perhaps bonding for both the golf course improvements and clubhouse. Mr. Gellineau states that most of the complaints have been about the physical shape of the golf course. Commission members agree that it may be better to add the cost of improving both the clubhouse and the golf course into the bond. Mark Mungeaum was the company used at the Lynn golf course to create a golf course master plan, he works on a lot of municipally -owned courses. Mr. Carter will have him look at the course and give advice. Future Projects 21 Page Trees Dodge Tree Co. will do the work at the tennis court. Mayer Tree Co. will do the work on the golf course on holes #2, #4, and #16. Both companies are extremely busy but Mr. Carter thinks Mayer will be coming out by the end of the month. GFMI has done some work in house to make it easier for the tree removing companies and will plow the roads and course before they come. Possible Grant Ms. Emily Hutchins, City of Beverly Associate City Planner, sent an email to Mr. Lowd regarding the City seeking a grant from the Mass Historic Commission for the Golf and Tennis Club. She was checking to see if there is a project that would fit the grant timeline. It's a 50/50 matching grant, the application has to be done by March 23 d with funds awarded in June and the project must begin in July. Mr. Lowd has a meeting scheduled to talk about possible options. Initial thoughts were the staircase to the pub or the roof over the heating system? Next Golf and Tennis Commission Meeting The next meeting is scheduled for Tuesday, February 13 at 7pm. Adjournment Mr. Lawler makes a motion to adjourn Golf and Tennis Commission meeting.
