Chairman Carbone called the meeting to order at 7:30 a.m.
The minutes of the December 13, 2017 meeting were approved and accepted as mailed.
The January 17 meeting was cancelled due to bad weather.
A review of the Mosquito Control Best Management Plan for 2018 appears to be in line
with the 2017 plan. The plan again will use lavaciding of catch basins and other areas
of concern as a preventative measure. Adulticiding (spraying) will be used for virus
intervention recommended by the district and approved by the Board of Health/ Director.
Property owners interested in exempting their property can do so year round via the
Massachusetts Department of Agriculture website. A link has been provided on the Health
Department Website. There was a total of three positive West Nile Virus mosquito pools
and no EEE in Beverly during 2017. WNV infected mosquitos were also identified in
Peabody, Lynn, and Saugus in 2017.
The Household Hazardous Waste Collection date had to be changed from April 21 to March
24 Clean Harbors drastically limited the number of available dates this year without any
warning. As a result, our third Saturday in April was not available. Mr. Burke is working
on seeing if traditional vendors and volunters are available for that day. He has also booked
an April date for 2019.
North Shore Tobacco Control conducted compliance checks on all tobacco establishments
on November 11 and December 27 and found no violations. TD Family Market was
serving their suspension as ordered.
The Board resumed discussion of the Noise Regulations. Mr. Burke provided the Board
with a draft list of exemptions. The exemptions where generated from a combination of
current Board of Health Regulations and existing Department of Environmental Protection
regulations. Some wording was reworked to be consistant as to when the activity takes place
versus when it is not. The Board asked about homeowner versus construction companies on
Sundays, construction "power" equipment, maintenance of property. They also felt the need to
have an exemption regarding emergency equipment utilized by homeowners such as generators
etc. Mr. Burke suggested that once the Board is comfortable with a complete working draft
it should be referred to the Solicitors Office for input.
Mr. Burke had a few updates for the Board.
The Dental Clinic is now seeing patients and has started reimbursements. It has received the
recredentialing it needs from MassHealth. The move to the High School is now being planned.
Patterson Dental is scheduled to visit the High School next week as part of providing an estimate
of moving existing dental chair, x -ray machine, and pricing and installation of new compressor.
A walk through was conducted on February 1st to discuss the use of the space for the Dental
Clinic.
The Be Healthy Beverly Group, primarily focused on substance abuse prevention, has begun
to work on the formulation/submission of a Federal Drug Free Community Grant which is
a multiyear grant of up to ten years of funding of $100,000. Mr. Burke and Teresa Kirsch
are members of the taskforce working on the grant.
Teresa Kirsch worked at the Regional Flu Clinic at the Danvers YMCA on February 1st from 2:00
to 6:00.
