1) MINUTES
Motion to approve December minutes as amended.
Motion approved by 6 -0 unanimous vote.
2) BYOB BAG BAN ORDINANCE
Connie read a letter to be entered into the minutes from Councilor Estelle Rand
requesting support for the initiatives to build consensus for the "Bring Your Own Bag"
plastic bag ban ordinance.
The Committee was then presented the updated funding budget for the consensus
initiatives "Bag It" and "Tidal Shift'. After the organizers raised $2350, the initiatives
were still $2700 short for which the BWRC was being asked to fund. The Committee was
also presented with a marketing plan for the initiatives and a timeline for the ordinance.
Discussion surrounded refreshing committee members' understanding of the scope of
the projects. The issue was raised of how much funds BWRC has, to which Charlie
reported $30,866. Other issues discussed were the previous concerns of low
attendance at the Salem showing of "Bag It ", and the possibility of the "Tidal Shift"
`jellyfish' breaking loose and causing a litter problem. Rebecca addressed those issues,
noting the showing of "Bag It" was after the ordinance had already passed in Salem, and
that the installation of "Tidal Shift" in Salem stayed up for a few weeks with no problems.
The question was raised as to what would happen with these initiatives should the
timeline shift. Estelle gave assurances the initiatives would proceed regardless.
Clarification then revolved around who exactly would the funds be going to and how the
BWRC would distribute them.
Motion was made to approve monies for the "Bring Your Own Bag" ordinance
consensus initiatives "Bag It" and "Tidal Shift ", not to exceed $2750.
Motion approved by 8 -0 unanimous vote.
2) DEP GRANTS
Sharon reported that she met with the new City Grants Coordinator, Katherine Barrett,
and went over the grants DEP offers. After looking them over, they are optimistic that
the City is qualified for and can apply to be in the Sustainable Materials Recovery
Program (SMRP) Recycling Dividend Program, which awards $3000 for each point the
City qualifies for. Sharon estimates that the City may have as many as 10 points.
3) RECYCLING FLYER
Connie shared her experience of trying to engage the City in the distribution of a
recycling flyer to households, and the reluctance she received. Discussion revolved
around the possibility of having it printed in the Beverly Recreation magazine like the
trash holiday and leaf collection calendar. Nancy will talk to Bruce's assistant to explore
the possibility.
It was agreed other agenda items were to be tabled until next meeting so Committee
members could attend the City Council meeting.
