October 2017 Veterans Council Meeting MinutesVETERANS ADVISORY COMMITTEE MEETING October 19, 2017 MEETING HELD AT CITY HALL, 191 CABOT STREET, 3 RD FLOOR, BEVERLY, MA Meeting was called to order by David Perinchief at S:OOpm. Members present: Jerry Guilebbe, President Charles "Buddy" Rehal, Vice President Susan Moran, Secretary David Perinchief Donald O'Connor Robert Laws Ron Genest Tim Smith Chuck Clark Advisory members and guests: Cory Paulette Paul Lance Tracey Wood Lt. Col. Paul Judge Maj. Anabel Curiel Franciskato Lt. Tony Franciskato Bruce Doig Old business: $500 in donations was received from the posts. Jerry Guilebbe made a motion that the money be used for food for the correlation after the Veterans Day event. The motion was seconded and passed. New business: Tim Smith informed the council that he is resigning because he is moving. Paul Lance will assume his position on the council. Discussion on Bob Desjardins from VFW to provide chaplain services in case Robert Laws is not available. David Perinchief informed the council that a $2,000 donation was received for any needy veterans in the area or their spouses and a $3,000 donation was received specifically for the Spear Post for needy veterans to be identified by the Spear Post. An anonymous construction company from Beverly has reached out to David Perinchief and would like to help veterans with restorations of veterans' houses such as installing ramps etc. They will do an assessment, their construction crew, they will price it, and check it. 1of3 10/19/2017 Harborlight School would like to become involved with the local veterans and provide community service. They have 30 -40 children ages 10 -13 that would like to be involved. David Perinchief will have a meeting with them to see how they can be involved. Discussion on Veterans Day events at the schools. Jerry Guilebbe mentioned that Briscoe and North Beverly do them at the same time and people end up getting split up. Beverly High School never invites the veterans. David Perinchief will contact the schools. There is no speaker this year. David Perinchief suggested that the veterans council members should speak at the school events. Lt. Col. Russo has offered to be a speaker if needed. Robert Laws made a motion that the Spear Post should order a trolley to bring elderly veterans to Odell Park and be reimbursed by the veterans council. The motion was seconded and passed. Ron Genest informed the council that a large trash bag of cemetery flags was dropped off at the Spear Post and the Cummings Center dropped off 75 flags that were flown over the buildings. The Boy Scouts will help fold the flags. Boy Scouts will coordinate with Ron Genest. Paul Weinberg will remove the flags from the Cole St. cemetery. Donny O'Connor and Jerry Guilebbe will do the Farms cemetery. Jerry Guilebbe spoke to St. Mary's Cemetery and they will remove the flags from the graves two weeks after Veterans Day. Flags can go in up to two weeks before Memorial Day and will be removed two weeks after Veterans Day. North Beverly and Central Cemetery will need to be done. David Perinchief suggested that the ROTC could help. Tracy Wood from Harborlight Montessori mentioned that they have some students who could help. November 18` will be a day for flag clean up in the cemeteries. Ron Genest informed the council that there is a gentleman from the Rowley Veterans Post who is a caretaker for horses in Hamilton. He has offered his black horse with a black saddle for Memorial Day at no cost. Discussion on having an American Legion Post sign at the entrances to the City of Beverly. David Perinchief has spoken to Mike Collins, Commissioner of Public Services and Engineering. Signs can be made big and at no cost. Issues are getting them in the ground and they are to code. David Perinchief suggested teaming with the Purple Heart City and put both signs up with same support bars and see if the City of Beverly will pay for it. David Perinchief will meet with Mike Collins again. Buddy Rehal has received two complains from people, in wheelchairs and that use canes, about vehicles parking on the sidewalk on Park St., Herrick St., and Pond St. David Perinchief will follow up with Kevin Harutunia, Chief of Staff. Bruce Doig will bring it up at the Commission on Disabilities Meeting and he recommended sending a letter to Steve Frederickson, ADA Coordinator for the City of Beverly. Discussion on David Perinchief contacting the British Consulate regarding restoring the Colonial soldier graves from the Indian War. Ken McKay will help to locate the graves. Boy Scouts and Girl Scouts could help in locating the graves. There are three located behind City Hall and more located in North Beverly Cemetery and Central Cemetery. Maj. Anabel Curiel Franciskato is a dentist in Beverly, MA and would like to help veterans with extractions and cleanings. She will conduct an initial evaluation and cleaning. Maj. Franciskato will 2of3 10/19/2017 provide an SOP that will be distributed to the posts to see who needs services. Services should be starting in about 6 months.
