December 7 2017 DRB MinutesCITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION: SUBCOMITTEE: DATE: LOCATION: MEMBERS PRESENT: MEMBERS ABSENT: RECORDER: Design Review Board December 7, 2017 Beverly City Hall Conference Room Ellen Flannery, Joel Margolis, Matthew Ulrich, Emily Hutchings, Sandra Cook, Rachel Matthews William Finch Donna Musumeci Cook calls the meeting to order at 6:30pm. 1) 380 Cabot Street Applicant: NY Bagel Deli & Cafe Ed Juralewicz of United Sign Co. represented the applicant. They are proposing two signs, a wall sign on Rantoul and a proposed projected sign on Cabot. The projecting sign is proposed as an alternative to the originally - proposed second wall sign. Pedestrian traffic will see the entrance better with the projected sign. The wall sign will fit inside the area that is built out that is wood; underneath the wood is granite block. The wall sign will be framed in white, and both will have vinyl letters. There being no further questions or comments regarding this matter: Flannery: Motion to approve the sign for NY deli and cafe as presented. Ulrich seconds the motion. The motion carries (6 -0). 2)30 Rantoul Street Applicant: Chive Events Ed Juralewicz of United Sign Co. represented the applicant. The proposed sign will be mounted utilizing the existing bracket that is there now. Because of this, sign is limited to 7 SF. The sign will be 31" in diameter (circle), or 7 SF, and will be walnut brown with carved white lettering. There will be no lighting. There being no further questions or comments regarding this matter: Cook: Motion to approve the Chive sign as presented. Flannery seconds the motion. The motion carries (6 -0). 31409 Cabot Street Applicant: Jackson Hewitt Tax Service Ed Juralewicz of United Sign Co. represented the applicant. The business will be located in the Cabot Street Plaza. The applicant is proposing a contoured wall letter sign typical of all signs in the plaza. The sign will be 24" x 96" with a white background and blue and black lettering with the Jackson Hewitt logo. There will also be a panel sign on a pylon containing multiple other panel signs advertising the businesses in the plaza. The sign will have a blue background with black letters. There being no further questions or comments regarding this matter: Margolis: Motion to approve the signs as presented, noting that the pylon sign will have 1 black lettering. Matthews seconds the motion. The motion carries (6 -0). 4) 16 Dodge Street Applicant: Century 21 North Shore Kevin Syroka from Century 21 North Shore represented the applicant for the first sign. The applicant requests 3 wall signs and 8 LED window displays. There are existing nonconforming signs for the other business that were grandfathered in and were not required to receive special permits, so their existing signs are allowed to remain without special permits. One sign will state "Century 21 North Shore ". Another sign will be split with the other business and will state "Century 21 North Shore" on the left side, and "Barbara's Hang -Up; Custom Pictures Framing" on the right. It's one sign but will be split up with a 6" clear black border, that separates the two around both sides. There was a discussion on why it was necessary to have two Century signs on the same wall. The applicant is not opposed to removing one of the signs. There will be 8 LED window displays, that have low voltage lighting from the inside on each side of the door to post house listings for viewing for walk up traffic. These will be simple plastic illuminated signs and will require a special permit. There was a discussion on why it was necessary to have two Century signs on the same wall. There being no further questions or comments regarding this matter Hutchings: Motion to approve the wall signs with the exception of removing the smaller wall sign on the main fagade, which will be removed from the application, noting that the main wall sign advertising two businesses will have a clear black border separating the advertisements for two businesses. Motion to recommend approval of the window signs to the Zoning Board of Appeals. Flannery seconds the motion. The motion carries (6 -0). 5. New /Other Business: Emily Hutchings may have a conflict with the April meeting. Committee can hold the meeting without Emily, and Emily will provide the analysis for the meeting in advance.
