With your approval, this grant will be used to support security and safety improvements at City Hall by installing security cameras and appropriate support technology. Massachusetts General Law Chapter 44 Section 53A requires both City Council and mayoral approval before any grant or gifts to the city can be expended for their prescribed purpose. I therefore request the City Council approve this grant by taking action on this matter at your upcoming meeting of the City Council on Monday, December 18, 2017. Thank you. Cahill Mayor Referred to Finance & Pro #232A December 18, 2017 The Honorable City Council Beverly City Hall 191 Cabot Street Beverly, MA 01915 Dear Honorable City Council: I respectfully submit for your consideration a proposed revision to the Tax Increment Financing (TIF) agreement between the City of Beverly and KROHNE, Inc. ( KROHNE). As the Council may recall, the City of Beverly executed a TIF agreement in November of 2015 with KROHNE to support relocation of their North American Free Trade Area (NAFTA) headquarters from Peabody to 55 Cherry Hill Drive in Beverly. The project included the purchase of land and the construction of two buildings, totaling 84,000 square feet (SF) of which 20,000, SF would be dedicated to office space and 64,000 SF would become a manufacturing facility, which would accommodate three additional manufacturing lines. The level of capital investment for the project is approximately $27 million including property acquisition, building demolition, design, construction, and purchase of machinery and equipment. It is expected that KRO14NE will create at least, an additional 56 full time jobs for highly skilled workers over and above its existing 46 employees. In 2016, KROHNE requested, and was granted, an amendment to the original TIF agreement reflecting a new site development plan and revised construction schedule. Although construction is now well underway, the project has experienced construction- related delays and KROHNE is estimating an occupancy date of April, 2018. As it stands, if KROHNE receives its Certificate of Occupancy in April of 2018 the exemption will only apply to those taxes levied between that date and the end of that fiscal year, June 30, 2018, so any tax relief would be very limited. Consequently, KROHNE is requesting that the existing TIF agreement be revised so that the 10 -year tax increment exemption commence in FY2019, instead of FY2018 and would end in FY 2028, instead of 2027. This change in the TIF schedule would allow KROHNE to receive the full benefit of the TIF agreement as originally intended. Given KROHNE's commitment to Beverly, its level of investment in the property and its ability to generate jobs, particularly in the field of advanced manufacturing, it is important that we continue to fully support this effort.
