Min1017BEVERLY REGIONAL AIRPORT MINUTES OF THE REGULAR MEETING TUESDAY, OCTOBER 10, 2017 LOCATION: Airport Administration Building, 50 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Brean, Faulstich, Gentile, Lund, Forgione, and Trefry ABSENT: Commissioner Nelson PUBLIC: Ace and Charlene Chase (Cat Aviation), Nick Burlingham (NAA), Craig Schuster (ASG), Joe Gibbons (NSAC), Peter Walton (Hangar #47), Tom Lyons and Robert Krech (Civil Air Patrol), Eitan Goldberg (City of Beverly), John Singleton (Beverly Flight Center), Richard Little (Flight4CF), Wes Rosen (Beverly Tower), and Tony Bettencourt (resident) A. CALL TO ORDER: Chairman Faulstich called the meeting to order at 6:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for September 2017 — Chairman Faulstich called for a reading of the minutes from the September meeting. Commissioner Brean made a motion to accept the minutes, seconded by Commissioner Lund. Motion passed unanimously. 3. Reading of the Financial Report for September 2017 — Airport Manager Snuck presented the financial report for September 2017. Fund balance is $92,067.00. Income is exceeding expectations with the income balance favorable to the tune of $45,038.92. Commissioner Brean made a motion to accept the financial report, subject to audit. Commissioner Forgione seconded the motion. Motion passed unanimously. Presentation(s) — • Craig Schuster from Airport Solutions Group updated the Commission on the status of the Eminent Domain Avigation Easement Acquisition for the tree removal at the approach of Runway 9. ASG is working on a new hangar development on the West side of the airport. ASG and the Airport attended the AIP /CIP meeting with the FAA and MassDOT Aeronautics. Monies are tight from the FAA and State. Proposed to reduce the reconstruction width for Runway 16/34 from 100' to 75'. Need to justify the wider runway. Wildlife Hazard Assessment/Wildlife Hazard Plan is in the works to start next year. The ALP, Airport Master Plan will be updated for non - standard geometry issues, site for run -up, future SRE building, conversion of Taxiway `B" to a taxilane. Justify runway width. Match up changes with Exhibit A and investigate cause of Runway 16 displaced threshold. Chairman's Report — Chairman Faulstich: • For Runway 16/34 reconstruction funding by the FAA, all affected parties must appeal the reduction in width for the proposed reconstruction to substantiate maintaining a 100' width over the proposed 75' width. Two BVY based aircraft need 100' wide runway. BEVERLY REGIONAL AIRPORT MINUTES OF THE REGULAR MEETING TUESDAY, OCTOBER 10, 2017 • Chairman Faulstich filed a change for the City Code on selection of the Airport Commissioners. In meeting with the Mayor, the Mayor did not agree and expressed that he has absolute responsibility and it's not the Commission's prerogative to change the code. • The Airport received a lease for Building #45 from City Hall. The lease is totally wrong. Many things are not correct as to what the FAA approved. Building #45 rehab is delayed for the rehab of the North Beverly Fire department. • As a heads up, the City can consider taxing leases on the airport. If Beverly does this, then it will have to be equally applied where the Town of Danvers would also have to tax. • We need to get the ball rolling on the runway justification. Bob will request letters from Sabrina and 1010 Holdings. To maintain the 100' width, it will cost $1.1 million more. Paul Trefry asked if we could get other use data. It was suggested to check Lawrence and Pittsfield. B. OLD BUSINESS: 1. Sub - Committee Reports a. Property/Legal/Finance/Noise Abatement- Ralph Forgione and Paul Trefry. Nothing new. b. Facility Maintenance/ 45 LP Henderson Road — August Faulstich. Still trying to get a lease. c. Public Relations — Karen Nelson. Not present. d. Safety & Security — Commissioner Peter Gentile. Nothing new. e. Paul Brean — ALP. Nothing new. f. Paul Trefry — Nothing new. g. John Lund — SOLAR. Do this under New Business. C. AIRPORT MANAGER'S REPORT: • Airport Manager Snuck's report complete as written. He reported on monthly and calendar year traffic counts and fees paid to the airport. • The FAA is still waiting on the Building #45 Lease. The Airport will be having a full FAA property audit in the near future in federal fiscal year 2018. • Collings Foundation cost the Airport $923.94 in overtime. Police cost were $633.60. No police were present or paid for on Sunday. Additional cost on cleanup of ramp was completed with the Airport Bobcat /Sweeper. Chairman Faulstich stated that next year we should ask for more money. 2 BEVERLY REGIONAL AIRPORT MINUTES OF THE REGULAR MEETING TUESDAY, OCTOBER 10, 2017 • We may have an issue with the encroachment of the 100' wetland buffer from our vegetation management. We believe we have the authority by the plans that were filed by the State. In the meantime the vegetation management has been stopped. • Chairman Faulstich asked for a motion to accept the manager's report. Commissioner Brean made a motion to accept the report. Seconded by Commissioner Forgione. Motion passed with all in favor. D. NEW BUSINESS: • Civil Air Patrol is now in compliance for reduced rental with a lease with Ace Chase for a CAP Aircraft. • John Gomes could not be here. He would like to do a car show on the airport to benefit the CAP. • Solar is being deferred to City Hall as there is no written agreement. • Kim Croft's upgrade is with human Resources • Assistant Airport Manager's Position was briefly discussed. City has concern for the benefit cost. Bob reminded the City he does not take their benefits. This would be a supervisory position. Years back the Airport had 5 full timers. Now we have 3 and cannot keep up with maintenance. We would only proceed with this position if it looks like we would have the money. • Airport Insurance. All insurance is being reviewed for adequate coverage. The Airport itself is adequately insured. • Rich Little — Event had 4,500 people, around $25,000 was collected with $17,000- 18,000 in expenses. Now working for next year with the FAA to do a limited airshow. E. TENANT COMMENTS: None F. COMMISSION COMMENTS: None G.
