09-06-17 OSRC MinutesCITY OF BEVERLY PUBLIC MEETING MINUTES SUBCOMMITTEE: DATE: BOARD MEMBERS PRESENT BOARD MEMBERS ABSENT: STAFF MEMBERS PRESENT: OTHERS PRESENT: RECORDER: Mann opens the meeting at 7:05 p.m. Open Space and Recreation Committee September 6, 2017 Charlie Mann (Chair), David Brewster (Vice Chair), David Alden -St. Pierre, Elizabeth Dunne (arrived at 7:10 p.m.), David Gardner, Marilyn McCrory Rick Grandoni, Wayne Miller, Gregory Sharp Darlene Wynne, Assistant Planning Director Nathan Lackie, Boy Scout Jane Dooley Trail Maintenance Spreadsheet: Possible Boy Scout projects The Committee discusses possible projects with Boy Scout Nathan Lackie such as trail maintenance and signage. Also, building a temporary boardwalk over a muddy area on a trail. The OSRC notes that trail numbering for Sally Milligan Park could be covered under Recreational Trails Grant recently received. Discussion ensues about what material could be used for trail numbering (i.e., wood or plastic). The Committee suggests to the scout that he review the OSRC website and survey areas where he might be interested in doing the work to determine extent of work that would be required. Another project could be a trail in Cross Lane area. The OSRC also suggests that graffiti could possibly be covered with paint at the Philips Reserve. Trail clearing at Tanzella Hill is also a possibility. Lackie may need to go before the Conservation Commission once a project is identified for him to do. Approval of Previous Minutes Brewster moves to approve the July 5, 2017 minutes as amended. Seconded by Gardner. The motion carries 6 -0. Dunne moves to approve the July 13, 2017 minutes as amended. Seconded by Gardner. The motion carries 3 -0. (Mann, Brewster, Gardner voted since they were the members who attended) Open Space & Recreation Committee September 6, 2017 Meeting Minutes Page 2 of 3 Principal Items of Business Planning Board Wynne informs Committee that Planning Board approved the Folly Hill Subdivision application with waivers. Subsequently the applicant appealed the approval, based on conditions. The Committee reviews and comments on 20, 30 & 40 Webster Avenue OSRD Initial Review application relative to potential open space and trail connectivity. The Committee considers its possible participation in a Planning Board site walk before making a recommendation on a preferred concept. In case the Planning Board decides before a site walk, the Committee indicates it prefers option C and D. The OSRC also notes that ECGA could potentially be a steward of the open space rather than the City. The Committee mentions that endowments for open space are encouraged and bonds are required. Community Preservation Committee McCrory notes that the City Council approved the CPC's recommendation that five projects be funded. Discussion ensues about continued interest in preserving Parcel 27A for open space and how the lot is now buildable albeit there would be expensive construction costs. The Committee discusses positive outcome of recent meeting with Mayor to discuss priority parcels. Priority Parcel List Discussion Discussion ensues about list of parcel additions in other neighborhoods than previously discussed by OSRC (i.e., downtown and Ryalside). Committee members identify for OSRC review their priorities on the current parcel list. Encroachment Protocol Wynne will send the revised draft to the City Solicitor. An encroachment order was recently issued to a resident on Wood Lane by the City. Other Business & Updates Charter The OSRC suggests amending its charter to reflect proposal to present an annual versus semi- annual report to the City Council preferably in October. Also reiterated was that the open space plan has to be updated every five years. Greens Hill Trail Opening The Committee discusses details that need to be completed such as the opening (fence and kiosk at the entry) and installation of gravel by the retaining wall. Mann indicates that he believes there Open Space & Recreation Committee September 6, 2017 Meeting Minutes Page 3 of 3 is at least $9,000 left in the grant. Wynne notes that Aaron Clausen has requested that Amy Maxner review the request before laying any stone. A third party contractor could potentially be hired to complete remaining work. Mann explains in detail what's being requested. Once these items are done then there could be an official trail opening. While fall is preferred, it may end up being in the spring. It could coincide with the spring walk series. Mann notes that signage could be purchased with a portion of the CPA funding received by OSRC. [Correction: CPA funding cannot be used for signage.] Bass River Walkway Mann suggested a meeting be scheduled with Aaron Clausen and Gardner to discuss how to move action forward on the walkway. Outstanding question is whether they could contact any property owners. Sylvan's Bench Wynne explains that the artist painting a mural under the bridge has been required to file a permit request with MA DOT. She explains this permission requirement may also apply to installing a plaque on the bridge associated with memorial for Sylvan Menezes. McCrory suggests a piece of granite or a rock on the slope instead. Mann indicates he has a contact. Wynne suggests we need to get prices. Dunne indicated she would look into it. Other Business Gardner asks about the status of Pole Swamp Lane connection. Wynne indicates that the Mayor intends to meet with the Deeleys and the Williams, but the meeting hasn't been scheduled yet. Committee is informed of an upcoming conference hosted by DCR. Adjournment There being no further business to discuss, Brewster moves to adjourn at 8:50 p.m. Seconded by Gardner. The motion carries 6 -0. The next meeting of the Beverly Open Space and Recreation Committee will take place on Wednesday, October 4, 2017 at City Hall, 3r Floor Conference Room at 7:00 p.m.
