The Committee meets new member David Alden -St. Pierre and introduces themselves.
Approval of Previous Minutes
Brewster moves to approve the May 14, 2015 minutes as amended. Seconded by Gardner. The
motion carries 5 -0 (Mann, Brewster, Dunne, Gardner, McCrory).
Dunne moves to approve the June 7, 2017 minutes as presented. Seconded by Gardner. The
motion carries 5 -0. (Mann, Brewster, Dunne, Gardner, McCrory)
Principal Items of Business
Priority Parcel List Discussion
Discussion ensues about how the OSRC will flag properties on its list for the Mayor to review as
worth pursuing (i.e., Moraine Farm — Project Adventure). There is interest in Greenwood Ave.
parcel. The City has less interest in purchasing unbuildable parcels. Not all parcels identified on
the list are acquisitions. Donations are always a possibility (bask land contiguous to Greenwood
Ave. owned by AMG).
A meeting request with the Mayor is in the process of being scheduled with Williams to address
possible easement for Pole Swamp Lane trail. Generally, the OSRC's next step would be to send
letters to property owners who own land that is landlocked by other preserved land that is not
buildable. Follow -up would be done by the Committee where these property owners could be
invited in individually or to a public meeting. Talking points suggested by City officials have
been identified.

Discussion addresses how the Committee is interested in understanding what steps are necessary
to get the Mayor's support to move forward with a CPA application relative to a priority parcel.
The Committee agrees to review a priority parcel list defined by Mann and members will send
comments to Wynne to compile with intent to give to Mayor at an upcoming meeting with
OSRC representatives.
Folly Hill discussion
The Committee discussed ways to work with the landowner to achieve the best possible outcome
if there is future development. The zoning has been changed to reduce by two thirds the number
of units that can be located on the parcel (down from approximately 800). However, a process
has been completed to freeze the prior zoning. If the parcel is sold, the project would be required
to get Site Plan approval from the Planning Board.
Discussion ensues on if the Committee would do a site walk to decide what special features it
would like to see preserved for open space. There is a 200 -foot no development buffer around
the property. The project is not subject to OSRD but conditions could be added to an approval.
Discussion addresses if a trail would be possible for use by bicyclists and pedestrians. Members
asked for a consolidated map to be used for the site visit. Wynne suggested that Mann seek
permission from the property owner.
Pole Swamp Lane
The Committee agrees to discuss with the Mayor alternatives as to how to approach the area.
Encroachment Protocol
Wynne sent the Committee a revised draft.
Community Preservation Committee
There are no updates since the last meeting.
Planning Board
There are no updates since the last meeting.
Coastal Resiliency Grant
The application for the grant is completed.
Other Business & Updates
Report from Committee
The OSRC requested that the charter be changed so that the semi - annual report will now be
given annually. Wynne asked members to review the charter for any other requested changes.

Greens Hill Trail Opening
This date will be coordinated with the schools' PTO.
Bass River Walkway
Wynne will follow up with Aaron Clausen about next steps on the walkway. Discussion
addresses the evolution of the trail that was in the area in 2008.
Sylvan's Bench
Research will be done to get a status update. There is possible interest in integrating the bench
with mural project. The Harbor Management Authority is on board with funding for the bench.
Other discussion
The Committee discusses how it should do site walks of open spaces (i.e., Pole Swamp Lane). It
was noted that the OSRC will not be meeting in August.
Adjournment
There being no further business to discuss, Miller moves to adjourn at 9:00 p.m. Seconded by
McCrory. The motion carries 6 -0.
The next meeting of the Beverly Open Space and Recreation Committee will take place on
Wednesday, September 6, 2017 at City Hall, 3r Floor Conference Room at 7:00 p.m.
