Pearl calls the meeting to order at 6:30pm.
Maxner said the Finance Director Bryant Ayles has provided a fund balance spreadsheet for
current available funds, which has an estimated total allotment of $1.454 million to support CPC
projects. Matz asks about the use of open space funds. Open space funds will go toward bond
payments unless otherwise noted, Maxner said. McCrory mentioned that bond payments should
have been taken out of the general reserve. Pearl said the next bond payment can come out of
the general reserve. Maxner said she would ask Ayles to come to the May 18, 2017 CPC
meeting to review this spreadsheet with the Committee.
Buchsbaum joins the meeting at 6:38pm.
Beverly Golf and Tennis Project
Pearl said the BG &T applicant has provided information on prevailing wages for in -kind services
for carpenters, plumbers, and electricians. Matz recalls the Committee had asked for more
information related to in -kind services. Pearl said the Secretary of the Interior Standards would
be enforced. Lowd said they would be replacing 21 radiators at Beverly Golf and Tennis Club.
There was a question about the prevailing wage. Gelineau notes the prevailing wage was
included to the in -kind work. Pearl asked if the $90,000 grant would be used to purchase the
units and other materials. Dever confirmed this. Lowd said the pump house tanks are being
removed and that there is asbestos wrapping on the boiler. Matz asked about abating asbestos.
Dever said he would like to abate the whole wall and redo the whole basement ceiling.
Pearl asked about an energy rebate. Dever said a rebate may be possible, but the project might
not be at a big enough scale to generate a cost savings and may not be eligible. McCrory asked
Dever about contacting officials about energy rebates. Dever said the City is always seeking
ways to get rebates that are available to municipalities. Gelineau said the value of converting the
units is to offset costs. Marino asked if contractually if the City is required to do all capital

projects. Gelineau states yes, the City is the landlord and thus responsible for such upkeep. He
provides a rundown on operating a golf course and improvements undertaken by the operator and
its own funds. The Committee thanks the project representatives for the additional information.
William Livermore House
Pearl notes the CPC asked for the difference in cost between a regular asphalt roof installation
versus a historic cedar shake roof installation, to which Bill Haight provides a breakdown sheet.
Pearl asks about adding interior storm windows. Haight notes the exterior storm windows are
screwed on the house and the interior windows are made of plexiglass. Edwards said there was a
second roof estimate and that the estimate difference should be between the cedar shake roof and
an asphalt roof. Haight said the labor estimate was $350 per hour for installing roof sheathing
and that the roof has two layers. Haight said they would feel comfortable with a preservation
restriction and they are happy to continue to allow the public to access the house on tours.
Buchsbaum asked if there was a way to encode that restriction for future property owners. .
Pearl said they want to keep in mind the concept of public benefit.
Pearl said they would work with Bill Finch from the Historic District Commission and that any
memorandum of agreement would include a list of steps and manufacturer specifications that the
homeowners would need to complete to receive funding. Maxner asks for clarification on the
budget relative to how much of the roof will be cedar shake vs asphalt. Haight reviews the
budget noting that the back roofs will be asphalt, but main roof will be cedar shake. Discussion
ensues as to windows and the difference in cost between restoring the original windows vs
replacements windows. Haight agrees to provide a cost estimate for replacement windows for
comparison, but notes that they will be on vacation during the next CPC meeting and cannot
attend.
Beverly Recreation Department Projects
Marino said her recommendation to the Recreation Department is to limit the number of projects
for the next round, given the number of CPA - funded projects that have yet to be completed. She
was hoping to present Cooney Field project in its total scope instead of asking for funding just
for light pole replacements. Marino said some of the highest scoring CPC projects would not
necessarily be the Recreation Committee's first choice.
Paddles Park
The Paddles Park resurfacing project should be removed from funding consideration since it has
come to light that the property is not recreation land, but Airport owned land, Pearl said.
Edwards motions that Paddles Park project be determined ineligible for CPA funds due to its
status as Airport land, not recreation land. Marino seconds the motion. The motion carries 8 -0.
Colgate Park

Pearl said Colgate Park is a returning application. Buchsbaum said this was the lowest priority
for Doig. McCrory said it's helpful to know Doig's priorities, but she liked that Colgate was a
new geographic area to consider for funding. Discussion ensues with Marino as to the
Recreation Department's priorities and master planning, with Marino noting that the project
status can be fluid.
Matz motions to fund rebuilding the Colgate Park playground in the full request for $30,000.
Edwards seconds the motion. Buchsbaum amends the motion to include a cost breakdown and a
stipulation that signage cannot be paid for with CPA funds. Edwards seconds the amended
motion. The motion carries 8 -0. Members agree to fund rebuilding the Colgate Park playground
out of the General Reserve fund.
Lynch Park Carriage House Repairs
Discussion ensues as to the Lynch Park Carriage House application with members noting they
are not clear as to whether the project is coincident with the study which is not yet finished.
Members agree the Committee will take no action on the Lynch Park Carriage House at this
time, Pearl said and encouraged the Rec. Dept. to provide an update on the study to the CPC in
August or September.
Cahill Park Tennis Court
The Cahill Park project is pretty straight forward, Marino said. Edwards clarifies CPA ask as
$60,000, noting the total project cost is $75,000. Edwards said this is a perfect opportunity to
challenge citizens to raise some portion of the total project cost. Buchsbaum said getting the
community to raise $10,000 seems reasonable.
Bussone motions to fund the Cahill Park Tennis Court replacement in the amount of $40,000.
Edwards second the motion. The motion carries 8 -0. Members note to fund the Cahill Park
Tennis Court replacement out of the General Reserve fund.
Cooney Field Lights
Marino said she wanted to be able to explain the funding decision to the recreation commission
about not funding lights at Cooney Field. Matz said he does not see a tremendous public benefit
with the CPC funding new lights at Cooney Field. Bussone said funding could be used to meet
more pressing needs and it is a large sum asked. McCrory said given the concerns about the
capacity and extensions for four recreation projects, McCrory is not in favor of this project.
Buchsbaum said this had a fair number of letters of support from the community. Pearl said it
was one of the stronger applications but was not on the top of Doig's priorities.
Bussone motions to deny funding for lights for Cooney Field. Richter seconds the motion. The
motion carries 8 -0.
Continued Discussion on Livermore House

Bussone said he would prefer to have a third party estimate on the project for the Livermore
House. Pearl said the CPC would be essentially buying a restriction on the property, the value of
which should be determined. In response to Bussone, Pearl said a preservation restriction
provides background on why the property is important and it also highlights aspects of the
property that are subject to restrictions on modifications and it could be in perpetuity or at a term
lasting the life of the CPA investement. Marino has a concern about this project opening up the
doors for future private homeowner applications.
Pearl asked Maxner to ask the City Solicitor if there is troubleshooting needed that the CPC is
not thinking about. Pearl will ask the Historic District Commission members for advice.
Beverly Golf and Tennis
Bussone notes he is in favor of supporting the Beverly Golf and Tennis grant application and
believes that the project will be completed in a timely manner, but perhaps not at the full ask. He
fully suspects the BG &T will find matching funds which could perhaps cover asbestos abatement
at $9,000. Discussion ensues as to project elements and cost estimates.
Buchsbaum motions to fund the Beverly Golf and Tennis project at $89,000. Bussone seconds
the motion. The motion carries 8 -0. Member agree to fund the Beverly Golf and Tennis Project
out of the General Reserve fund.
City of Beverly Clerk's Office — Municipal Document Preservation
Members discuss the project and there are questions about the list of documents being preserved.
Discussion ensues as to the proposed budget which is unclear as to the use of MHC grant funds
and whether it will be a phased expenditure for that source. Members ask Maxner to follow up
with Wes Slate on these questions for discussion at the next meeting.
General Discussion — Habitat for Humanity
Discussion ensues regarding the Habitat for Humanity project regarding the interplay between
the newly formed Housing Trust and CPA allowable uses. Maxner notes that Planning Director
Aaron Clausen will be at the next meeting to provide an overview of the Trust and this
application in particular.

Bussone makes a motion to adjourn the meeting. McCrory seconds the motion. The motion
carries 8 -0. The meeting adjourns at 9:00 pm.
The next CPC meeting will be held at Beverly City Hall on Thursday, May 18, 2017 at 7:00pm.
