Approval of Previous Minutes
Open Space and Recreation Committee
June 7, 2017

McCrory moves to approve the May 3, 2017 minutes as amended. Seconded by Brewster. The
motion carries 5 -0.
Principal Items of Business
Green's Hill Update
The boardwalk is done and final inspections completed. As many as 50 volunteers helped with
the project. Trail clean-up remains to be done. At the entry will be small sections of split rail
fence and signage about public way. Discussion ensues about how the project could be
publicized.
Earth Day / Spring Walk Series
The Committee addresses how there was limited attendance at the walks attributed in part to
inclement weather. There was also mention about how two of the walks not held could possibly
be rescheduled to the fall. In addition, it was proposed to schedule the walks around National
Trails Day (June) rather than Earth Day. Discussion addresses how the Committee could identify
where trail maintenance is needed so interested volunteers could assist (i.e., NEMBA, Boy
Scouts). Wynne will create a spreadsheet that others can update.
Priority Parcel List
This list will be part of the next discussion with the Mayor. The Mayor has asked for a meeting
on Pole Swamp Lane. Discussion was on how passage along a resident's house on Pole Swamp
Lane could be preferable. A strategy related to whether or not there is a historical way will be

developed with the City Solicitor. There could be access in the back of the resident's property on
City owned land to connect through to trails. OSRC members suggest they could do a site visit
on a weeknight. Mann will send out an email. Wynne notes that if there will be quorum a
meeting notice needs to be posted.
The Committee discusses the need to identify most important priority parcels for both the Mayor
and OSRC to decide where to expend energy. Discussion addresses Folly Hill relative to Trask
Lane and whether or not a trail network system could be created in preserved open space. Also,
if a letter on the matter would be submitted to the Planning Board relative to the proposed
subdivision. The Committee is interested in getting a map of topography, soils, etc. of the area
from Roland Adams. Discussion ensues about centralized building envelope on Project
Adventure parcel which has a conservation restriction but there is no public access.
Encroachment Protocol
The Committee will review revised language.
Community Preservation Committee
The CPC reviewed half of submitted applications and this process should be completed in July.
The Committee is working toward holding a public hearing in October. The GAR Hall project
will have a feasibility study as first phase of restoration. The golf and tennis club is seeking
historical preservation funding. McCrory notes there is slightly more than $300,000 in open
space reserve.
Planning Board
Wynne provided info about a preliminary plan submitted on a parcel that will be required to go
through the OSRD process. She notes this filing was for the purpose of freezing zoning prior to
changes to the inclusionary housing ordinance.
Coastal Resiliency Grant
The last public meeting is on June 10 at the Lynch Park carriage house with agencies and non-
profits. The City is submitting another application to CZM for an implementation grant.
Other Business & Updates
Appointment to CPC — Marilyn McCrory
Gardner moves to reappoint McCrory to CPC. Seconded by Brewster. The motion carries 5 -0.
Bass River Walkway

The Committee discusses path that needs to be maintained. There is no right to the trail that
would provide a path to the upper Bass River. The Committee mentions that it should go back to
the abutting property owners to discuss the matter.
Sylvan's Bench
Research will be done to get a status update.
Other discussion
The Committee discusses how it should do site walks of open spaces (i.e., Pole Swamp Lane).
Adjournment
There being no further business to discuss, Dunne moves to adjourn at 8:50 p.m. Seconded by
McCrory. The motion carries 5 -0.
The next meeting of the Beverly Open Space and Recreation Committee will take place on
Wednesday, July 5, 2017 at City Hall, 3r Floor Conference Room at 7:00 p.m.
