Min0617BEVERLY REGIONAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, JUNE 12, 2017 LOCATION: Airport Admin Building, 50 L. P. Henderson Road, Beverly, MA, 01915 PRESENT. Commissioners Brean, Dawe, Faulstich, Forgione, Lund, Mahoney, Nelson, and Trefry ABSENT. Commissioner Gentile PUBLIC: Ace and Charlene Chase of Cat Aviation, City Councilman Jim Latter, Wes Slate from the City Clerk's Office, John Singleton from the Beverly Flight Center, Nick Burlingham and John Messenger of NAA, Richard Little for Flight4CF, Craig Schuster of ASG, John Godfrey (Hangar #12), Joe Gibbons from NSAC, Tom Shealy (Pilot), Tom Lyons from the Civil Air Patrol, Civil Air Patrol Honor Guard, Mayor Cahill, and City Councilman David Lang A. CALL TO ORDER: Chairman Mahoney called the meeting to order at 6:00 PM. Pledge of Allegiance, Civil Air Patrol Honor Guard, and bugle playing of the Marine Corp Hymn 2. Vice Chairman Faulstich made a motion to suspend the rules. Seconded by Commissioner Forgione. All were in favor. Motion passed. Reading of Resolution by City Councilmen Jim Latter and David Lang for Bill Mahoney. The Resolution contained a synopsis of Bill's wonderful and accomplished career and his dedication to the airport and family. Many of Bill's family members were present. 4. Vice Chairman Faulstich made a motion to return to the regular meeting rules. Seconded by Commissioner Nelson. All in favor. Motion passed. 6. Mayor Cahill made a presentation congratulating Bill Mahoney and honoring him for his service to the Airport and the community as a whole. 7. Reading of the Minutes for May 8, 2017 and May 22, 2017 — Chairman Mahoney called for an approval reading of the minutes from the two May meetings. Vice Chairman Faulstitch made a motion to accept the minutes, seconded by Commissioner Trefry. Motion passed unanimously. Reading of the Financial Report for May 2017 — Airport Manager Snuck presented the financial report for May 2017. Fund balance is $127,267. Projecting a shortage of $7,800 at the end of the fiscal year depending on incomes received for the year. The airport received a grant for a tracked skid steer loader and attachments that would commit $25,200 from the free cash balance. Commissioner Faulstitch made a motion to accept the financial report, seconded by Commissioner Brean. Motion passed unanimously. BEVERLY REGIONAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, JUNE 12, 2017 Presentation(s) — • Craig Schuster from Airport Solutions Group updated the commission on the status of the Eminent Domain Avigation Easement Acquisition for the tree removal at the approach of Runway 9. Negotiations will begin shortly and offers are being presented to the land owners. The Gate Project, a 100% Grant from MassDOT /Aeronautics for gate, gate motor, etc. that was previously approved for $102,000 has now been modified for Engineering only in the amount of $25,000. MassDOT /Aeronautics has passed part of this project off to Galaxy and ASG will be paid for the engineering only. The grant application for engineering has been submitted and approved by the City Council. ASG has also reached out to Ryan Gardner on the design issue of direct access to Runway 16/34 and line of sight issues. Hold lines will have to be painted and airport guidance lighting installed. There will be changes when the future taxiway is constructed. Hangar needs to be pushed back 16'. Chairman's Report — Chairman Mahoney: • Tax Update. Bob Snuck updated the tax situation with Wenham. He would like to appeal to the tax appellate review board. He is also working with MAMA and the State to clarify the law. Bob Snuck had originally requested that the Airport is exempt from paying taxes to Wenham or Danvers in the future. Taxes charged by Wenham are approximately $13,500 /year and expected to increase. The City Solicitor's office originally agreed that the airport should not be paying taxes and later backtracked on that decision. Payment in lieu of taxes is also income diversion prohibited by the FAA and federal laws. • The Wyler hangar and change of the lease were discussed. There may be line of sight problems that will require a determination from the FAA. The hangar needs to be pushed back 16' for the aircraft to be parked on the ramp. Information was requested from Councilman Lang on the Conservation Commission issues with the possibility of pushing the hangar back 16' and doing mitigation and applying for a waiver. There is concern that there may be a cost for the Airport that will not be covered in the Grant for the taxiway construction. The Lease will be redone with the new square footage. • Solar - John Godfrey is going to add additional panels on his roof and work with other hangar lease holders to install solar on their roofs. Bob Snuck also consulted with the National Energy Resource Laboratory and they are doing a study for solar on the airport at no cost as an additional source of revenue. The City Solicitor's office advised that an RFP would have to be put out for solar opportunities on the airport. • There were no responses to the restaurant RFP. Bob Snuck has advertised on Loop Net and the City will advertise on CoStar. When there is interest, another RFP will be put out. • Displaced Landing Threshold is due to obstructions. The possibility is being explored to determine the obstructions and the costs involved that might be paid by the FAA that would eliminate these obstructions. Hopefully we can eliminate the displaced threshold. • A 2004 spill was not closed out and the process is on- going. 2 BEVERLY REGIONAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, JUNE 12, 2017 B. OLD BUSINESS: 1. Sub - Committee Reports August Faulstich — Building 45. Restaurant RFP, there were no submissions. There is some work that still has to be completed by Mike Collins for the restaurant. There will be some marketing and when there are interested parties another RFP will be advertised. b. Ralph Forgione — Website has a new high of hits again. May 2017 4,000- 5,044 hits. Last May was 1,780 hits. c. Public Relations — Karen Nelson. There have been a couple noise complaints that are being addressed by Bob. Karen is also working on finding a Danvers replacement for Joe Dawe. d. Safety & Security — No update, Peter Gentile was not present. Customs Lease — Paul Trefry. Customs has renewed their lease for one year at the Cummings Center. An RFP will be issued for the lease of the tenant space. f. Joe Dawe — Joe has advised that this will be his last meeting. He is resigning due to his workload in his new position. g. John Lund — No update C. AIRPORT MANAGER'S REPORT: Airport Manager Snuck's report complete as written. He also reported on monthly and calendar year traffic counts, landing fees, status of Bobcat, new Admin Building discrepancies, and Wenham taxes. The possibility of a grass strip was explored. The standards for the grass strip were explained and decided it was not economically feasible at this time. D. NEW BUSINESS: • The budget for FY 2018 was presented and approved in the first round of the City Council. It now has to be presented to the Public. Total expected revenue is $432,239.00 and total expenses are $432,239.00. The airport is waiting on full approval of the budget. John Godfrey requested permission to add additional solar to his roof and the net metering would go to the Airport and the airport would pay back 80% of the net metering credit to John Godfrey. The Agreement is with the Solicitor's office for review. Vice Chairman Faulstich made a motion to allow the additional panels, seconded by Commissioner Trefry. All were in favor and motion passed. BEVERLY REGIONAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, JUNE 12, 2017 Rich Little updated the commission on the September 9 airshow event, which is being sponsored by JetBlue to benefit Cystic Fibrosis. 40 aircraft are scheduled so far to be on display and JetBlue will be bringing in an Embraer E190. Vendors are committed and Rich is working on parking shuttles. Channel 7 news will be covering the event. The Masons of Danvers will be providing unlimited volunteers. Mark Murphy will be doing a flying demonstration in a P51 Mustang. The waivers have been approved by the FAA. E. TENANT COMMENTS: John Messenger (NAA). Has a new tenant. May was an average month. There were 9 bad weather days. Hangar 49 is being painted. The Airport needs to get the right snow equipment for snow removal on the airport. It needs to be worked on now. All is going well. There was a photo shoot on the ramp. John is also working with Bob to close parts of B and F Taxiways for parking for the PGA event. • Joe Gibbons (NSAC) — North Shore Aero club is doing well. 16 are on the waiting list. • John Singleton (Beverly Flight Center) — Students have been added from the North Shore Community College • Ace Chase — Seagulls are being fed again and the Coy Dog is still around. He will continue to monitor and take needed action for the control of wildlife. There will not be any blimps as the company that handles most blimps are in bankruptcy. • Tom Shealy — Requested the possibility of a grass strip for the tail draggers. It was explained that that is not a simple item and the airport does not have the finances for it. F. COMMISSION COMMENTS: None G.
