04-05-17 OSRC MinCITY OF BEVERLY PUBLIC MEETING MINUTES SUBCOMMITTEE: DATE: BOARD MEMBERS PRESENT BOARD MEMBERS ABSENT: STAFF MEMBERS PRESENT: OTHERS PRESENT: RECORDER: Mann opens the meeting at 7:00 p.m. Approval of Previous Minutes Open Space and Recreation Committee April 5, 2017 Charlie Mann (Chair), David Brewster (Vice Chair), Elizabeth Dunne, David Gardner, Marilyn McCrory, Wayne Miller via telephone Barbara King Darlene Wynne, Assistant Planning Director Jane Dooley Brewster moves to approve the February 1, 2017 minutes as presented. Seconded by Gardner. The motion carries 6 -0. Principal Items of Business Earth Day / Spring Walk Series Discussion ensues about tentative set of walks and events identified by Brewster and Wynne for this year's "Earth Day" series. Specifics were when Nancy Coffey is available to lead a walk, when a Long Hill walk could occur, and that Robert Buchsbaum will do a dragonfly walk. Also, that a press release list will be sent to the Salem News. Semi - Annual Report Discussion addresses the OSRC's preference for an annual versus semi - annual report since more material could be included. Investigation will be done about this suggestion. Priority Parcel List No activity has occurred since the last meeting. Miller speaks to research done to identify map accuracy relative to trail identification at Sally Milligan Park. The OSRC plans to agree on maps and trail numbering system by the fall. There was also mention about how scouts could assist with relocating a trail off of private property as well as potential future bridge projects. Open Space & Recreation Committee April 5, 2017 Meeting Minutes Page 2 of 3 Encroachment Protocol The Committee will use language from other communities' encroachment protocols and simplify the wording for the City's policy and procedures for enforcing encroachments on City -owned land. Community Preservation Committee The CPC is still receiving pre- applications for projects. A CPA plan has been drafted. Planning Board A definitive plan for Folly Hill has been filed, and zoning was changed by the Council to be less dense. Discussion ensues about open space that would be included in part of the project. Three hundred feet of new roadway is proposed as well as new lot lines. The Committee discusses work that will be done on Greens Hill trail and related boardwalk. There was also mention about appraisal that was done on 27A which could be a candidate for open space preservation. The OSRC notes status of future community garden space on Standley Street as part of subdivision development_ Coastal Resiliency Grant Gardner reports on meeting he attended and comments on the potential impact of higher coastal flooding on buildable and already developed lots in the City. Next phase is to prioritize City - owned infrastructure in the City (e.g. pump stations, sea walls, roads, buildings, etc.). Models currently being used take into account sea level change but not rainfall. Discussion addresses how flood storage facilities might be required. Meeting with the Mayor Mann will be meeting with the Mayor next week to give him an open space update. Discussion could include open space potential at Folly Hill and 27A, and possibly trail access at Pole Swamp Lane. As well as draft encroachment policy, easement at Endicott College, and community interest in open space parcels. The Committee mentions status of potential changes at Moraine Farm area relative to Trustees of Reservations and the conservation restriction on sections of the property. Other Business & Updates Bass River Walkway The Committee will address further once the Greens Hill Trail is completed. Open Space & Recreation Committee April 5, 2017 Meeting Minutes Page 3 of 3 Sylvan's Bench Discussion ensues about how murals will be done under the bridge at Beverly Harbor relative to where Sylvan's memorial bench would be located. Beverly High School Student Proiect Mann has one project lined up and intent is to start work on Greens Hill trail/boardwalk in May. OSRC members interested in participating in the project with the students will go through CORI process. Adjournment There being no further business to discuss, Dunne moves to adjourn at 8:44 p.m. Seconded by McCrory. The motion carries 6 -0. The next meeting of the Beverly Open Space and Recreation Committee will take place on Wednesday, May 3, 2017 at City Hall, Y Floor Conference Room at 7:00 p.m.
