A. CALL TO ORDER:
Chairman Mahoney called the meeting to order at 6:00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for April 2017 — Chairman Mahoney called for a reading of the
minutes from the April 2017 meeting. Vice Chairman Faulstitch made a motion to accept
the minutes, seconded by Karen Nelson. Motion passed unanimously.
Reading of the Financial Report for March 2017 — Airport Manager Snuck presented the
financial report for March 2017. Fund balance is $127,267. Projecting a shortage of
$17,559.60 at the end of the fiscal year depending on incomes received for the year.
$10,000 of the free cash is committed to the easement acquisition and the airport received a
grant for a tracked skid steer loader and attachments that would commit $25,200 from the
free cash balance. The balance after the Skid Steer and Easements Airports costs will be
$92,067.00. Commissioner Forgione made a motion to accept the minutes, seconded by
Commissioner Brean. Motion passed unanimously.
4. Presentation(s) —
Craig Schuster from Airport Solutions Group updated the commission on the status of
the Eminent Domain Avigation Easement Acquisition for the tree removal at the
approach of Runway 9. One property owner has not been cooperative and the eminent
domain process will have to be pursued if the offers are not accepted. Negotiations will
begin shortly with offers being presented to the land owners. The Gate Project with
100% Grant from MassDOT Aeronautics for gate, gate motor, etc. was previously
approved for $102,000.00. MassDOT Aeronautics has passed part of this project off to
Galaxy and ASG will be paid for the engineering only. The grant application for
engineering has been submitted. ASG has also reached out to Ryan Gardner on the
design issue of direct access to Runway 16/34 and line of sight issues. Hold lines will

have to be painted and airport guidance lighting installed. There will be changes when
the future taxiway is constructed.
5. Chairman's Report — Chairman Mahoney:
• The Wyler hangar and changes to the lease were discussed. There may be line of sight
problems that will require a determination from the FAA.
Solar Program. Bob Snuck has obtained a separate Public Utility ID for the airport.
Solar production from the airport will not affect the total solar capacities for other
municipalities and their limitations of total solar production. The Airport will be able to
produce up to 10 mega- watts. John Godfrey is going to add additional panels on his
roof and work with other hangar lease holders to install solar on their roofs. He is trying
to obtain PUC approval for an exemption to the single parcel rule. Bob Snuck also
consulted with the Solicitor's office and was advised that an RFP would have to be put
out for solar opportunities on the airport.
Interaction with City Hall. Bob Snuck had originally requested that the Airport is
exempt from paying taxes to Wenham or Danvers in the future. Taxes charged by
Wenham are approximately $13,500 /yr. and expected to increase. The Solicitor's office
originally agreed that the airport should not be paying taxes and later backtracked on
that decision. Bob Snuck said that he will go through the FAA as it is considered
income diversion and payment in lieu of taxes is also income diversion prohibited by the
FAA and federal laws. A third lease is being prepared for Wayside for their storage
containers.
• The restaurant RFP will be opened at the end of the month.
• Tree penetrations were addressed by Craig Schuster with the Avigation Easement.
A 2004 spill was not closed out and the process is on- going. The Airport will pay a bill
to Sage Environmental for $2,155.00. There may be other fees depending on the ground
water classification. A claim has been filed with Travelers Insurance and our agent,
Cabot Risk Strategies.
B. OLD BUSINESS:
1. Sub - Committee Reports
a. August Faulstich — Building 45 RFP has been issued and will be opened at the end of the
month. There is some work that still has to be completed by Mike Collins for the
restaurant. The RFP is more attractive as there is a great chance for a full liquor license.

b. Ralph Forgione — Website has a new high of hits. April had 5,063 hits. Last year was
1,685 hits. So far for May there have been 1,225 hits with the total for last May 1,780
hits. The restaurant RFP was put on the Website.
c. Public Relations — Karen Nelson. There is a problem with a homeowner in Danvers that
is feeding seagulls. The issue is being addressed by the Danvers Health Department as it
is creating a rodent problem for the neighbors.
d. Safety & Security —Peter Gentile. Visited the airport and was given a tour. Security
plans will be reviewed and modified after the security modifications are made at the
airport.
Customs Lease — Paul Trefry. Customs has renewed their lease for one year at the
Cummings Center. An RFP will be issued for the lease of the office.
f. Joe Dawe - Not present. No Update.
g. John Lund — No update.
C. AIRPORT MANAGER'S REPORT:
Airport Manager Snuck report complete as written. He also reported on monthly and
calendar year traffic counts, landing fees, status of Bobcat, New Admin Building
discrepancies, and Wenham taxes.
D. NEW BUSINESS:
Airport Minimum Standards for Aeronautical Activity — Bob Snuck made a presentation
on the Minimum Standards and requested comments. Comment by Ron Roma on
enforceability of the Minimum Standards to have person removed from the airport. The
only other comment was a misspelling brought up by Vice Chairman Faulstich who also
made the motion to accept the Minimum Standards. Seconded by Commissioner Trefry.
Motion passed with all in favor.
Airport Rules and Regulations — Bob Snuck made a presentation on the Rules and
Regulations and requested comments. There were no comments. Vice Chairman
Faulstich made the motion to accept the Rules and Regulations. Seconded by
Commissioner Nelson. Motion passed all in favor.
The budget for FY 2018 was discussed. Total expected revenue is $432,239 and Total
Expenses are $432,239. FY 2018 Budget was presented with total expected Revenues
of $432,239 and total expenses of $432,239. The budget has finances for Kim Crofts'
Full Time Status and Upgrade and it was put into account 52002- Repair &
Maintenance: Buildings and 59710- Transfer to General Fund. Part -time help is also

included in 59710- Transfer to General Fund. The airport is waiting on City Hall
approval of the budget.
• Paul Beaulieu made a presentation that Perception Prime is now doing business as
Avier. They have 5 flight instructors and business is doing very well. They have reached
out to the area schools. They are associated with the Chamber of Commerce and they
are using Groupon and other internet marketing. They are also working with Rich Little
on the Cystic Fibrosis event. They also are working with 3 cadets to get them flying.
• Rich Little updated the September 9 airshow which is being sponsored by JetBlue to
benefit Cystic Fibrosis. 40 aircraft are scheduled so far to be on display and JetBlue will
be bringing in an Embraer E190. Vendors are committed and he is working on parking
shuttles. Transit Police will be bringing kids with all expenses paid. DC -3 will be giving
rides. There will be multiple demonstrations. Channel 7 News will be covering the
event. The Masons of Danvers will be providing unlimited volunteers. He would also
like this event put on the Airport Website. Ralph Forgione said he will accommodate by
adding the event to the website.
• Noyes Realty, LLP in connection with the proposed sale of its membership interest in
Hangar Associates, LLC and its license to use Hangar #8, Bay 4 in the building leased
to Hangar Associates LLC at Beverly Airport. Don Brozenske will be buying the
lease /license interest. Vice Chairman Faulstich made the motion to accept /approve the
lease transfer. Paul Trefry seconded. Motion passed with all in favor.
E. TENANT COMMENTS:
• John Messenger, NAA — April sales were off. They have a new customer for Hangar 49
with a Falcon 50. All is going well.
• Beverly Flight Center — No comments
• Bill Kossowan, NSAC — North Shore Aero Club is doing great. NexGen is not going as
planned for the FAA. Diane M. Langlais was re- elected as selectman for Danvers, which
is good for the airport.
• Mark Goodrich and Guy Rouelle, Dubois and King — Were here to look at the Airport.
Guy was the former aeronautics administrator for the State of Vermont.
• Ron Roma, Hangar 11 — He would like to see a grass strip. Bob Snuck said he would
explore the possibility. Wes Rosen said if this were done it could cause noise
complaints. Ron Roma also stated there is a congestion at the A and E Taxiways with
parked aircraft. He was blocked by a PC -12. The taxilane needs to remain open. Paul
Beaulieu was in agreement and would monitor that it is not blocked. Ron also requested
Wi -Fi for the airport and was told it is available in the Administration Building.

John Godfrey, Aero Club of New England — The annual Cabot award will be presented
on June 4, 2017 to Harrison Ford at the Seaport Hotel in Boston.
• Wes Rosen, Tower — The control tower is funded until September 30, 2017.
Ace Chase, Cat Aviation — Has had to chase seagulls off the runway a few times for
aircraft to depart. There is also a Wiley Coy Dog that is not afraid of aircraft but flees
when he sees Ace's truck. He will continue to monitor and take needed action for the
control of wildlife.
