Board: Planning Board Meeting
Date: February 15, 2017

Members Present Vice -Chair Ellen Hutchinson, Ellen Flannery, Ned Barrett,
Catherine Barrett, Wayne Miller (participating remotely via
phone).

Vice Chair Ellen Hutchinson calls the meeting to order at 7:06 p.m
Subdivision Approval Not Required Plans
Darlene Wynne says there are no ANRs to review.
Approval of Minutes
The Board discusses the Regular Meeting minutes of June 21, July 19, January 18 and the Joint
Public Hearing minutes of February 6, 2017. Hutchinson asks if everyone has had a chance to
review these minutes.
Ellen Flannery says she submitted a list of scrivener's errors and had a couple of questions. One
concerned the January 18 minutes, questioning whether it is "triparty" or "tripartite." Hutchinson
indicates the correct word is "tripartite;" though both are used. She also noted that in the June 21
minutes, The Church in the Cove was incorrectly called Cove Church. Wynne said that this is
how it was referred to at the meeting and why it was recorded as such.
Wynne points out that Catherine Barrett was not in attendance for the January 18 meeting and
therefore cannot vote on those minutes, which means there is no quorum to vote on them this
evening. Therefore, the January 18 minutes are excluded from the voting.
Flannery: Motion to approve the June 21, July 19 and February 6 minutes with
minor typographical edits. C. Barrett seconds the motion. The motion
passes (5 -0).
Set Public Hearing Date — Hillside Avenue — Create 20' wide x 100' long access way off of
Hillside Avenue right of way to create accessible frontage for existing parcel for new single
family dwelling — Goddzilla LLC /ASB Design Group and Gregory and Helga Senko
Hutchinson asks the date of the next Planning Board meeting. Wynne tells her it is scheduled for
March 21.

Ned Barrett: Motion to set March 21 as the date for the Hillside Avenue Public Hearing.
C. Barrett seconds the motion. The motion passes (5 -0).
New or Other Business
Wynne asks if everyone received the legal notice that the City of Beverly Office of the Mayor
and Planning and Community Development will hold a public hearing and information session
on Thursday, March 2 at 6:30 p.m. in Council Chambers. The hearing will be held to present an
overview of the Smart Growth Overlay district process consistent with MGL Chapter 40R
requirements and hear testimony and comment from interested individuals considering the
creation of a Smart Growth Overlay district for property located at 108 Sohier Road. The Smart
Growth District would allow multifamily residential uses in addition to uses currently allowed
under the existing zoning district.
Wynne explains the purpose of the meeting. Hutchinson tells the Board that they are encouraged
but not required to attend the meeting.

Flannery: Motion to adjourn the meeting at 7:12 p.m. C. Barrett seconds the motion.
The motion to adjourn passes (5 -0).
