Min0317BEVERLY REGIONAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, MARCH 13, 2017 LOCATION. New Admin Building, 50 L. P. Henderson Road, Beverly, MA, 01915 PRESENT: Commissioners Brean, Faulstich, Forgione, Lund, Mahoney, Nelson, and Trefry ABSENT: Commissioners Dawe and Gentile PUBLIC: Ace Chase, Charlene Chase, Arnie Nordeide, Anthony Bettencourt, Paul Beaulieu, Nick Burlingham, Tim Anderson, Rich Little, Bill Kossowan, and Wes Rosen A. CALL TO ORDER: Chairman Mahoney called the meeting to order at 6:00 PM. 1. Pledge of Allegiance 2. Reading of the Minutes for February — Chairman Mahoney called for a reading of the minutes from the February 2017 meeting. Vice Chairman Faulstich made a motion to accept the minutes, seconded by Commissioner Mahoney. Motion passed unanimously. Reading of the Financial Report for February — _Airport Manager Snuck presented the financial report for February 2017. Fund balance is $127,267. Projecting a shortage of $2,000 due to buyback of Bob Mezzetti sick leave, vacation, longevity and retirement of $38,433. Usually we transfer $43,000 to Building 45 but unable to do so because of buyout. Council vote on loan for easement is March 20, 2017. Vice Chairman Faulstich made a motion to accept the minutes, seconded by Commissioner Nelson. Motion passed unanimously. 4. Presentation(s) — Craig Schuster from Airport Solutions Group updated the commission on the status of the Eminent Domain Avigation Easement Acquisition for the tree removal at the approach of Runway 9. Letters have been sent and received by the property owners. Appraisals and Survey have been started. Suggested that we reach out to Solicitor for advice on Osgood. Restriction on Runway 27 is removed and now can land at night. Will be published June 22. New project with 100% Grant with MassDOT Aeronautics for gate, gate motor, was approved for $102,000. Must be designed and built before June 1, 2017. 5. Chairman's Report — Chairman Mahoney: • After the Meeting we will go to an Executive Session. Council meeting will be on the 20 of the month to borrow $200,000. The fund balance of $127,267 is not sufficient to cover the avigation easement. Funds are insufficient because the state did not approve the land sale for $587,265 until January and needed to be done by November. Instead of $714,000 we have $127,000. This was approved January 26 from DER We have to sit with this situation. It bothers us that the letter to mayor was stating insufficient funds. The wetlands should have been taken care of 8 years ago. $80,000 is being taken from the airport. Noise Abatement -we still need to get the level in Danvers at Al Capachietti home on Makushin Lane. B. OLD BUSINESS: 1. Sub - Committee Reports August Faulstich — Building 45 RFP was forwarded to planning. The RFP was delayed by City Hall in response to an information request. A meeting was held with Mark Foster of FEMA and he agrees that Airport Road should be cleaned up. The Harbormaster has also stored material and claimed it is not his problem. If they do not clean it up they must pay fair market rent. The FAA has it as our land. David Graham, who many may know, has had a serious surgery and is recovering. Bill stated that for the cost of the City Rehab of the Navy Barracks is in exchange for rent. If the others do not pay fair market rent then hire someone to haul to dump and bill the responsible party. FEMA is also on Airport Property. The High School has boats on the property and the police are extending their range. Place looks like a dump. b. Ralph Forgione — Web site has a new high of hits. February 3,908, previous year 1,381. March of this year has already had 1,952 hits compared to all of March last year at 1,518. Bill added there is a lot more interest in the airport and a second person is interested in building another hangar. Fuzzy would like restaurant put on the Website. There is one other person also interested in the Restaurant. Advertising the RFP on the website that the Airport will have an RFP requesting quotes on the restaurant. Bill also added that the Airport will pay $130,000 for the bathrooms and insulation. When the RFP is close to being issued, advertise on website for a week. Karen Nelson — Ethan Porter, there was a nice article about Bob in the Salem News. She had contacted the Danvers Herald but they are outsourcing. The article was fabulous and she would work with other town officials. Peter will contact Diane after tax season but would hope it is done before the election. Diane is interested but the town manager is not. Karen was sent an email on crash. It was a home built on a maiden flight. d. Safety & Security — Commissioner Peter Gentile not present. Bill stated that Bob sent an email of 61 pages for Minimum Standards and looking at request for hangar where he put the engineer in touch with the person also interested in building a hangar. Customs Lease — Paul Trefry information will be sent as packet is still in waiting. Min Max requirements does not match. One guy has 1,000 sq. ft., we have 350 sq. ft. and 191 sq. ft. storage. April might be the month for some movement. If Customs not interested we will have to advertise. f. Joe Dawe - Not present. He has research for tonight's meeting and response on SOLAR. Hangar has all the SOLAR. g. John Lund - Banner Tow it is up to the operator to get certification. He must file a 7711 -2 and work with the FSDO. We have to allow it if FSDO approves. Bill asked with Minimum Standards special project can he meet minimum requirements. Bob — the draft has office requirements but most operate out of their home and bring a trailer to the airport. John can contact him on how he will operate. C. AIRPORT MANAGER'S REPORT: • Airport Manager Snuck reported complete as written. Update on plowing incident. The insurance company sent the check made out to the airport. It was returned to be issued to the owner. Update on the PAPI. Payment was received by the FAA and Flight Check will be scheduled by Jacobs and Kobo Electric. Wildlife permits have been submitted. All wild life control was suspended until we have the permits. OSHA inspection has cost the airport abort $1,500 to bring us into compliance. All new Fire Extinguishers were purchased. NAA is looking to close out environmental issue. Traffic is up 533 over the same month last year. iv. NEW BUSINESS: • Rich Little, whose daughter has Cystic Fibrosis, has a request to have an event to benefit Cystic fibrosis with sponsorship by JetBlue. Tim Anderson Airbus Chief Pilot for JetBlue was present in support of the event. Rich is looking to raise money. JetBlue is interested in these events that have a return to the community. The date is September 9 with potential JetBlue Aircraft, an airshow, and NAA is involved. They are planning ground display, aircraft rides, helicopter rides, aerobatics and he will contact FSDO to file waiver. Aerobatics would be Mike Goulian. Military aircraft may also be involved. CAP will be assisting and it will be on the east side of the airport. Beverly Airport also has a homecoming in August. Rich has insurance and everyone agreed it is an amazing opportunity for the airport. • Looking for a motion so that Rich could proceed. August Faulstich made the motion, Ralph Forgione seconded, and all were in favor. Motion passed unanimously. E. TENANT COMMENTS: • Nick Burlingham (NAA) - Renovations should be finished by 2nd week in April. They are having more traffic and it is exceeding expectations. Things are looking bright. Pilots lounge will be completed on Thursday the 16 t ''. A local artist has painted a cloud ceiling with a lobster cloud. The autoclave is up and running and can process international garbage. 3 BEVERLY REGIONAL AIRPORT MINUTES OF THE REGULAR MEETING MONDAY, MARCH 13, 2017 • Bill Kossowan (AOPA) - Aero Club is fine, AOPA has concerns on Air Traffic Fees. Meeting is on April 12. He is getting calls on the airport. A couple from Oregon is looking for hangar space. • Local Residents - Anthony Bettencourt had nothing. • Paul Beaulieu — Flight school is doing well. They are on Facebook Live. Have instructional videos. It has been real popular with 4,500 views a day. • Flight Center - Arnie Nordeide report that their flight school Part 141 has 4 students and they have 40 more instruction hours than last year. • Ace Chase — nothing. • Tim Anderson/7etBlue has been involved in other organizational events and they are looking to make a difference. He is looking to make this upcoming event a success. • Wes Rosen commented that Congress is considering privatization. You may have to start writing congressmen. You may have tower but you may have to pay for a landing clearance. FAA funding runs out October 1. Airport Day is 2nd Sat in August. The runway will now be published at 5,001. • In closing, Bob stated that Runway 16/34 is 55,000 lbs. Tandem Wheel and he is pursuing getting a PCN number as it would allow larger aircraft and satisfy insurance companies. F. COMMISSION COMMENTS: None vii.
