MINUTES OF THE REGULAR MEETING

A. CALL TO ORDER:
Chairman Mahoney called the meeting to order at 6:00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for January 2017 — Chairman Mahoney called for a reading of the
minutes from the January 2017 meeting. Vice Chairman Faulstich made a motion to accept
the minutes, seconded by Commissioner Nelson. Motion passed unanimously.
Reading of the Financial Report for January 2017 — Airport Manager Snuck presented the
financial report for January 2017. Budget was adjusted from 371,707 to 392,307.
4. Presentation(s) —
• Introduction of new Airport Manager and background
• Introduction of Airport Commissioners Faulstich, Trefry, Nelson, Gentile, Forgione
and Mahoney
• Craig Schuster from Airport Solutions Group updated the commission on the status
of the Eminent Domain Avigation Easement Acquisition for the tree removal at the
approach of Runway 9. A meeting with ASG, the property owners, and the Airport
Manager will be offered to explain the process that is now occurring as the next
step.
5. Chairman's Report — Chairman Mahoney:
• Sam Fonzo Drive wetlands has been resolved and payment will not be received until
November of 2017 of $500,000 instead of $570,000. The City and the DEP have
reached agreement.
• The Runway night landing restriction will be removed on June 22 d when the
approach plates are updated.
• Runway 9 tree easement process: Letters sent by the Solicitor explaining that
Eminent Domain may be involved for taking airspace above their property. After
there is an appraisal, money will be offered, and if not taken, the offer is off the

table. The Eminent Domain process will then be sought. The $122,000 left in the
airport account will not pay easements expenses. Bob explained that the Airport has
requested a loan from the City for $200,000 and the Airport will pay that back
when reimbursed by the FAA and MassDOT Aeronautics. Craig Schuster said
meeting the May 1s deadline for this year's filing with the FAA may be very tight.
• Beth Gibley wants to open a restaurant to serve 3 meals daily. She wants to attract
people and wants a discounted rate to start. She also wants a liquor license and call
it a Tavern. Fuzzy met with Mike Collins and Brian Ayles on what the airport will
provide (common wall between restaurant and Inspectors, 2 shared handicapped
restrooms, siding, roof, floor, wall, ceiling insulation, heat and air, 3 phase power,
natural gas, and handicap ramp). RFP must go out and hope for more than 1 bidder.
Restaurant should be up and running in 8 months to a year. Draft RFP is in City
Hall. When returned the evaluation committee will review.
• We will be meeting with FAA in October to see what monies are available.
• The Airport Manager will set up a fly -over Al Capachietti's property at 4 Makushin
Lane, Danvers.
B. OLD BUSINESS:
1. Sub - Committee Reports
Karen Nelson would like Tour of the Airport, with the Manager, the Chairman of the
Board of Selectmen, and the Local Paper. She would like Ethan to also be there.
b. Website Management — Commissioner Ralph Forgione reported large number of hits
(4329) on the website which is 3x normal. February is up to 1800. May be due to AFC
Championship, PGA Golf or improving the airport.
Customs Lease — Paul Trefry has made contact and the bid packet will be emailed for
the airport.
d. Safety & Security — Commissioner Peter Gentile wants to review Safety Plan with
manager. He is off every other Friday. Wants to see what needs to be added or
subtracted.
e. SOLAR- Not present and no report on seagulls.
f. Banner Tow Approvals — Commissioner Brean, Lund, Trefry. Tabled as two members
not present. It was stated that there are complicated levels of approval.

• Airport Manager Snuck reported as submitted with the addition of an interested person that
would like to build a hangar. PAPI flight check contract has been approved by the City and
payment is being processed.

E. TENANT COMMENTS:
• Wes Rosen- BVY is 3 d busiest contract tower in MA. Total Operations 51,991, previous
fiscal year 48,000 up 8.3 %. Hyannis and Norwood were busier.
• Nick (NAA) reported they have two new refuelers, January fuel was up 8000 gallons over
last year. The new hangar roof was put on Hangar #47, Lobby improvements are ongoing.
He also commented that Dave Meuse was wonderful to work with.
• Arnie Nordeide report that their flight school has received Part 141 Certification for
teaching private and commercial instrument courses.
• Ace Chase — discussion with flyover and noise measurement.
• Paul Beaulieu — Flight school is doing well.
• Anthony Bettencourt — Helicopter noise; Helicopters are not following the brochure. Wes
Rosen commented that the tower observes that the local pilots are aware and follow the
procedure.
