The Committee discusses with Crosby what would be appropriate for his proposed trail signage
including consistent sign colors that are being reviewed by the City.
Discussion addresses the following suggestions:
• 3 to 4, 5" by 15" trail name signs
• white cedar,
• single row, routed black painted letters /intersection numbers, with directional arrows
• wood would not be finished beyond painting letters.
Crosby will define specifications for his proposed signs that can be reviewed by the Committee.
The trail could be cut back slightly where it has become overgrown where it is one foot wide.
Discussion ensues about easement to island in Norwood Pond and need for trail definition. The
Committee offers to have a member walk and flag the trail with Crosby. Wynne will draft a letter
of recommendation, and Crosby will draft a project letter to the City Council. Discussion
addresses a tree that has fallen on the trail. Crosby's fellow scouts, family and friends will assist
with the project. Wynne mentioned there may be a neighbor interested in participating.
Approval of Previous Minutes
McCrory moves to approve the September 7, 2016 minutes as amended. Seconded by Brewster.
The motion carries 6 -0.

Priority Parcel List
The OSRC discussed interest in maintaining open space at Tanzella Hill as well as public access
on Bathing Beach Lane.
Encroachment Protocol
The Committee discusses how it could draft an encroachment protocol working with other City
boards and the City Solicitor relative to trails and open space.

The wayfinding signs will be distinguished from the street signs. Mike Collins will provide
feedback and possibly the design review board. Amy Maxner provided comments including
putting signs at right of way off of Standley Street and at Pole Swamp Lane, and was in favor of
brown color with open space and City logos. Private fundraising may be sought to pay for the
wayfinding, trailhead (i.e., Greenwood, Norwood Pond) and kiosk signs (a grant previously
funded a smaller one at Sally Milligan). The OSRC formed a subcommittee to move the signage
forward.
Website Update
Members noted that certain things are missing from the open space page on the City webpage,
including trail maps, links on left side of page, photos and archival history. Determined that this
may have been a result of a glitch on the City's server and Wynne will address with IT. A
subcommittee is not necessary to be formed, but members are encouraged to send input about
what is missing and what else it would like to have on the City's website.
Planning Board
Discussion ensues about how 27A parcel is a buildable lot, and possible sale or development of
Follys Hill.
Community Preservation Committee
The CPC reviewed project applications and approved funding for 9 projects. Most had partial
funding. Recommendations are going to the City Council, and an upcoming public hearing has
been scheduled. The projects include:
• City Clerk's records restoration,
• Beverly Heritage historic study and site survey for restoring powder house,
• Beverly Historic District Commission continuing historic resource study,
• Recreation Department renovating Pete's Park, and installing new playground structure at
Vittori Park, and renovate Oak Heights Park,
• Beverly Emergency Management historic self - guided walking trail near airport,
• Harbor Management waterfront access improvements at Congress Street

• Beverly Historic Society landscaping outside Hale House
• Administrative funds for appraisal for Madore property
This fall, the CPC is finishing its CPA plan and a related public hearing will be held. The
funding for Camp Paradise will come from the general fund for the fiscal year. There is funding
in the CPA open space reserve ($329,316), and CPA general reserve fund.
OSRC Annual Report
The Committee will send comments to Wynne.
Other Business & Updates
Bicycling to School
The OSRC discusses letter from school department about safety and seeming to discourage
children riding bicycles to school. The Committee reviewed its draft letter with suggestions on
the matter to send to the school department.
Sylvan's Bench
The Committee discusses where it would like to locate a bronze plaque commemorating Sylvan
Menezes at Beverly's public waterfront.
Bass River Walkway
Discussion ensues about where a walkway could be located at the Bass River behind stores and
in vicinity of school for the deaf.
Waldorf School Cleanup of JC Phillips Preserve
Wynne sent information (OSRC letter of support that was sent to North Shore Consortium) to
Colleen Ryan, science and nature coordinator at Waldorf School at Moraine Farm related to the
previous cleanup of the preserve.
Recreational Trails Grant
This will be discussed in further detail at the OSRC's next meeting since the grant application
deadline is February 1St

There being no further business to discuss, Gardner moves to adjourn at 9:13 p.m. Seconded by
Mann. The motion carries 6 -0.

The next meeting of the Beverly Open Space and Recreation Committee needs to be rescheduled
due to the public meeting on the Housing Plan. Wynne will circulate a poll to determine the best
date.
