MINUTES OF THE REGULAR MEETING
MONDAY, JANUARY 9, 2017

PRESENT: Commissioners Brean, Dawe, Faulstich, Forgione, Gentile, Lund, Mahoney, Nelson, and
Trefry
ABSENT: None
PUBLIC: Ace Chase, Charlene Chase, Joe Gibbons, Tom Lyons, John Messenger, Ken Robinson, and
Wes Rosen
A. CALL TO ORDER:
Chairman Mahoney called the meeting to order at 7:00 PM.
1. Pledge of Allegiance
2. Reading of the Minutes for December 2016 — Chairman Mahoney called for a reading of the
minutes from the December 2016 meeting. Vice Chairman Faulstich made a motion to
accept the minutes, seconded by Commissioner Forgione. Motion passed unanimously.
3. Reading of the Financial Report for December 2016 — Airport Manager Mezzetti presented
the financial report for December 2016. Vice Chairman Faulstich made a motion to accept
the financial report, subject to audit. Commissioner Trefry seconded the motion. Motion
passed unanimously.
4. Presentation(s) —
• Airport Solutions Group (ASG) — Craig Schuster presented the latest status on the
tree penetrations to the approaches of RW9 and RW27.
5. Chairman's Report — Chairman Mahoney:
• Reported Assistant City Solicitor Eitan Goldberg will be the Airport's Records
Access Officer (RAO)
• Reported the Mayor and ASG's Bob Mallard have signed the official consulting
services agreement
• Discussed the status of the New Airport Manager search and motion (see below)
MOTION: Chairman Mahoney said he would like to entertain a motion to send
Robert Snuck a conditional offer letter to be the new Airport Manager. Vice
Chairman Faulstich made the motion, seconded by Commissioner Forgione. Motion
passed unanimously.

• Asked Commissioner Lund to discuss the problem of the abutter feeding seagulls
with the new Airport Manager
• Would like a meeting with Kevin Heffernan (Vertex) and Tom Mahoney
(MassDOT /Aero) to be scheduled regarding unresolved New Admin Building issues
B. OLD BUSINESS:
1. Sub - Committee Reports
Property/Legal/Finance/Noise Abatement — Chairman Mahoney needs the Airport
Manager to set up a fly -over Al Capachietti's property at 4 Makushin Lane, Danvers.
Dave Graham's PNDB meter is ready to go but Dave won't be available to help with it
until about mid - February.
b. Facility Maintenance — Vice Chairman Faulstich updated the commission on the
Building #45 rehabilitation.
c. Website Management — Commissioner Forgione reported 26,007 hits on the airport's
website for Calendar Year 2016.
d. Public Relations — Commissioner Nelson wants to wait until the new Airport Manager is
here to discuss future opportunities.
Safety & Security — Commissioner Gentile also wants to wait for the new Airport
Manager for discussions.
f. Airport Layout Plan — Commissioner Brean also wants to wait for the new Airport
Manager for discussions.
g. Special Projects — Commissioner Dawe updated the commission on John Godfrey's
solar initiative.
C. AIRPORT MANAGER'S REPORT:
Airport Manager Mezzetti reported on the monthly and calendar year traffic counts, landing
fees, status of TXY Edge Lights/PAPI project, Doug Bender's Aero Club of New England
award, airport airfield condition monitoring and reporting now being done by Dave Meuse,
conference room use, New Admin Building discrepancies, and banner towing.
D. NEW BUSINESS:

• Banner Towing — Mr. John Sobutka presented his case before the Airport Commission to
resume banner tow operations at BVY. Airport Manager Mezzetti explained why banner
tow operations at BVY compromise air traffic safety and ground safety. Chairman Mahoney
will have the commission look into it.
E. TENANT COMMENTS:
• Ace Chase killed two coyotes.
• Ken Robinson (NAA) reported the transition is going well.
• John Messenger (NAA) reported they got two new refuelers, a new hangar roof was put on
Hangar #47, are renovating the lobby, will be renovating the pilot's lounge, and Hangar #49
to be painted as well as plans to update their software.
