DRB December 1 2016 MinutesCITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION: SUBCOMMITTEE: DATE: LOCATION: MEMBERS PRESENT: MEMBERS ABSENT: OTHERS: RECORDER: Design Review Board Thursday, December 1, 2016 Beverly City Hall Conference Room Sandra Cook, Ellen Flannery, William Finch, Rachel Matthews, Matthew Ulrich and Allison Crosbie Karen Bebergal, Joel Margolis Brett Bauer Cook calls the meeting to order at 6:40 p.m. Request to Amend Decision: Aubuchon Hardware - 50 Enon Street Applicant states that the concern is about the wall sign. Crosbie says that the ordinance currently only allows for the logo of the business establishment. There being no further questions or comments regarding this matter: Cook: Moves to approve the signs as presented. Flannery seconds the motion. The motion carries (5 -0). Sign: On The Way Convenience - 130 Cabot Street Crosbie questions whether the placement of the wall sign was selected because the lights were in the way. Cook adds that the dentist office next door had the same problem and had to relocate the motion detector for the door. The applicant responds that they are doing the same as the dentist office and that there was no other feasible place to locate the sign. There being no further questions or comments regarding this matter: Crosbie: Moves to approve the sign as presented. Flannery seconds the motion. The motion carries (5 -0). Sign: Panini Pizza Co. - 5A Dodge Street Applicant not present. Sandwich Board Sign: 131 Rantoul Street The applicant is proposing two sandwich board signs to advertise new apartments for lease. Crosbie notes that only one sign is allowed. The applicant will then propose one sign only and plans to locate it at the corner. Crosbie adds that the sign location must not impede traffic or visibility. Design Review Board Meeting Minutes December 1, 2016 Pagel o f 3 The applicant explains that lease -up for the building will begin in March 2017 and continue through December 2017. After that, they would like to continue to use the sign intermittently, as needed. Cook would like to define intermittently. Crosbie responds that intermittent could comply with the temporary sign regulations. There being no further questions or comments regarding this matter: Crosbie: Moves to recommend approval of the sandwich board sign to City Council from March through December, 2017; and intermittently after that time to comply with the temporary sign regulations. Cook seconds the motion. The motion carries (5 -0). Sign: Burnham - 375 Rantoul Street The applicant proposes a wall sign with the community logo next to the door. Response to the sign is positive. There being no further questions or comments regarding this matter: Crosbie: Moves to approve the wall sign as presented. Flannery seconds the motion. The motion carries (6 -0). Sign: McKay - 131 McKay Street The applicant proposes a wall sign with the community logo. Response to the sign is positive. There being no further questions or comments regarding this matter: Flannery: Moves to approve the wall sign as presented. Finch seconds the motion. The motion carries (6 -0). Sign: Enterprise - 79 Rantoul Street The applicant proposes a wall sign with the community logo on the door. Cook notes that with the door stickers it appears busy. Otherwise, response to the sign is positive. There being no further questions or comments regarding this matter: Flannery: Moves to approve the wall sign as presented. Cook seconds the motion. The motion carries (6 -0). Banners: 131 Rantoul Street The applicant proposes three banners to advertise the new apartments for lease. The banners would be installed for the same time period as the sandwich board sign, March through December, 2017. One of the banners will span the center courtyard of the building, and lighting will be used to illuminate it. The banner signs on the construction fencing will be removed by this time. The response to the banners is positive. There being no further questions or comments regarding this matter: Crosbie: Moves to approve the banner signs as presented from the period of March through December, 2017. Cook seconds the motion.
