Discussion ensues with neighbors interested in if OSRC could support and if CPA and other
community raised funds could be used to acquire buildable lot at Norwood Pond.
Approval of Previous Minutes
Gardner moves to approve the October 5, 2016 minutes. Seconded by Dunne. The motion carries
4 -0 -1 with Miller abstaining.
Principal Items of Business
Priority Parcels List
Mann and his counterpart in Ipswich open space committee will present at ECGA Land
Conservation Conference on experience with priority parcel list. Discussion addresses OSRC's
priority parcels and what role the Committee could take to express interest relative to a potential
project proposal (i.e., letters, phone calls). Gardner indicated he will distribute past cover letters.
Siege
The sub - committee has developed an inventory of signage and their locations.
OSRC Annual Report
Mann will present report to City Council on November 21.

A housing plan is being created with a broad affordable housing perspective. The City has 11.8%
affordable housing.
Other Business & Updates
Encroachment Protocol
Discussion addresses how the Committee has reviewed language from other municipalities and
how the OSRC could kick off the encroachment protocol process for Beverly. Members will
work on draft protocol language for the City.
EEA Recreational Trails Program Grant
This reimbursable grant has a 20% match, and $2,000 minimum that could potentially fund
trail/kiosk signage. Miller offered to photograph all the kiosks, including on Beverly
Conservation Land Trust property, to assess for rehabilitation needs. Dunne will cover
Greenwood and Branch Ln.
Debrief from MAPC meeting
The regional agency's meeting addressed the MAPC's trail initiative (i.e., Cape Ann loop, and
where Beverly is included). The Committee discusses walking and bike lane safety. Seeing that
Beverly is generally underrepresented in the geographic area of these trail organizations and /or
plans, discussion ensued about promoting a trail network to MAPC that includes Beverly and
that the City supports.
Bass River Walkway
Discussion ensues about where a stone dust walkway could be located at the Bass River. The trail
is in fair condition behind the Starbucks /Zoots property. There are remnants of a similar walkway
behind properties to the west of the Starbucks building. Gardner had a conversation with the
School for the Deaf about their adjacent property.
Sylvan's Bench
Discussion addresses how a plaque could be placed near the memorial bench at Beverly Harbor
and possibly paid for by the Harbor Management Authority.
Next Meeting Agenda
The Committee will review next steps associated with priority parcels including script for phone
conversations by OSRC members possibly with property owners. Discussion addresses potential
expansion of YMCA's Sterling Center relative to easement.

There being no further business to discuss, Gardner moves to adjourn at 8:50 p.m. Seconded by
Dunne. The motion carries 5 -0.
The next meeting of the Beverly Open Space and Recreation Committee will take place on
Wednesday, December 7, 2016 at City Hall, 3 d Floor Conference Room at 7:00 p.m.
