Earl called the meeting to order at 7:00 pm
Approval of Minutes
Earl highlights minor changes made to last meeting's minutes. Oosthoek motions to approve the
October 19, 2016 meeting minutes. Seconded by Neuman. All approved, motion passes
unanimously (6 -0).
Facilities Committee Report
Dever reports that a crew is available to complete the walls and fire alarms at the Harbormaster
building. Carpets, light fixtures and switches still need to be installed as well. Dever estimates
that the cost to finish should be under $10,000. $7,000 of the Algonquin money is remaining.
The goal is still to move out of the McDonald's building as soon as possible.
It is noted that it will cost $2,000 per month to heat the McDonald's building. Oosthoek adds that
it may be worth hiring outside labor to complete the Harbormaster building if it means saving
money to heat the McDonald's building. Earl emphasizes to Dever that the sentiment of the
HMA is that there is an urgency to move out of the McDonald's building.
D'Alfonso asks if the police will be located in the new building. Dever responds that they will
have an office there.
Dever notes that some pedestal lights are out, but suspects this is just caused by incompatible
electrical systems on boats. D'Alfonso adds that the new marina in Provincetown will not let any
boats plug -in until the electrical system is tested.

Dever reports that there are 5 or 6 winter tenants and all are in their slips. The water has been
shut off. All tenants on the commercial side appear to be happy. Middlesex has broken/fixed the
hoist three times
Earl sent minutes from the previous meeting to the City Solicitor to review the proposed changes
to the recreational contracts. The Solicitor asked how much the fees are now and what the HMS
planned to do with any fees collected. Earl responded that the fees would be used to continue
improving the marina. The Solicitor proposed minor changes. It was suggested that the fee be
called a "late" fee rather than an "administrative" fee. Corrections shown in red have been
emailed to HMA members. Earl will forward the final document to Mark Sousa for
implementation.
The same date as in the past will be kept for reserving the slip of returning customers. The slip
will be held with a signed agreement, otherwise the waiting list will be used to fill slips.
Earl states his concerns about the fire boat using one of the 40 -foot slips. It gives the impression
that the slip is not available and there is a potential loss of revenue. If all recreational slips are
occupied other than this 40 -foot slip, then compensation can be discussed with the City.
Dever will communicate reminders to tenants to notify the marina if they will be leaving for an
extended time so that it is not misunderstood that the slip has been vacated.
Earl comments that the homeless near the marina have been removed and the trash has been
cleaned up.
Financials Report
Earl reports that the HMA started with $320,000 and currently has $366,000. Oosthoek asks
when the commercial tenants will be 100% paid up. Dever says hopefully by December 1st.
Recreational Floats
Earl reports that the City Planner has indicated the decision for using Seaport Economic Council
funds for the piling project might be discussed at their next meeting.
Grants Opportunities
Obear Park:
Flaherty reports that DMF expects to award the grant for park improvements. Their only concern
is whether the project can be completed by the deadline, which is June 30, 2017. Amy Maxner
has indicated that this should not be a problem from the City's end. There is also potential to
receive pro bono consultation work.

Earl states that there may be money available for design work to produce brochures and signage
for fishing and kayak access. The brochures could be distributed to local businesses. Neuman
suggests working on the brochure with the recreation department. Oosthoek suggests including
the brochure with or advertising on the information flyer that the engineering department sends
out. Dever confirms that others have done this.
Congress Street CPA Proposal:
Earl met with the City Planner and City Attorney. An easement cannot be done along the ROW
because the City has to own the land. There are multiple owners of the land adjacent to the ROW.
The City will take the lead on the land swap aspect of this project.
Mural Proposal:
Rand reports that Paul Stedman from the DOT supports the project. She will find out in January
if money is available from the Cultural Council. The amount would be $1,500. Aletter of support
from the HMA with the suggestion of a financial contribution could be helpful.
Oosthoek motions to contribute $1500 in matching funds for the mural project. Rand seconds the
motion. Neuman motions to amend, changing the contribution to $500 with the possibility of
contributing more. Houseman requests discussion and states that he agrees with Rand's
sentiments that Cultural Council appreciates seeing broad community support, including
financial support. He also states his belief that the cost for a project of this type is cheap. Some
discussion follows about the potential for vandalism of the mural and the resistance of the mural
to salt air. Dever states he would be more concerned about the vibrations of the road cracking the
concrete. A vote to amend the motion is defeated (1 -8). A vote on the original motion is approved
(9 -0).
Houseman asks if there is any approval process for the design of the mural. Rand responds that
there is currently no public approval process for public art in Beverly. The only approval needed
is from DOT because it is on state property. Oosthoek suggests a plaque noting the mural was
made possible by funds from the HMA and Mass Cultural Council. Rand suggests the credits
could be painted into the mural by the artist.
Bass River Dredging
Neuman will be meeting with EPS and Army Corp of Engineers to find out the total cost.
Houseman adds that no matching federal funds are available because this is not a federal
channel.
Gruppe Mural

Dever reports that the Gruppe mural is still in the McDonald's building and they are still looking
for a home for it. The dimensions, approximately 21' x 3', make it difficult to find a suitable new
location for it.
Other Announcements
Earl announces that Paul Miedzionoski will be leaving the Authority at the end of the year. Earl
is seeking input on what capabilities and experience may be useful to the committee's next
appointment. The Mayor makes this appointment, but the HMA can make a recommendation to
the Mayor.
The next meeting will be on the 2nd Wednesday, December 14th, instead of the 3rd Wednesday.
A holiday gathering will start at 6:30 at the Jubilee Yacht Club. Please feel free to extend
invitations to anyone for the holiday party.
Earl asks if there is any interest in changing the meeting time in 2017. The general consensus
was to keep the meeting time the same.

There being no further business before the Harbor Management Authority this evening, Simon
makes a motion to adjourn. Rand seconds. Motion to adjourn approved unanimously (9 -0).
The HMA Meeting was adjourned at 8:30 pm.
