MINUTES OF THE REGULAR MEETING
JANUARY 14, 2003
PRESENT: Commissioners Barnico, Danforth, Lydon, Mahoney, Nelson, Simpson,
and White
ABSENT: Commissioners Duval and Trask
PUBLIC: Rich and Courtney Little, Arthur Allen, Rich Mello, Wil Gourdeau, Paul
Vitale, Ken Lewis, Ken Robinson, Chris Peatridge, Dave Graham, and
Craig Schuster
A. CALL TO ORDER: Chairman White called the meeting to order at 7:00PM.
1. Presentation:
·
Former Commission Chairman Paul Vitale awarded service plaque.
·
Hangar Development Interest – Chris Peatridge made a presentation on
his interest to build a hangar approximately 80’ X 80’ for the New
England Warbirds organization beside Hangar #3.
·
Edwards & Kelcey Update – Dave Graham updated the Commission
on the wetlands delineation meetings with Danvers, Wenham, and
Beverly. The meetings are to establish dates and times for site
inspections by each ConCom. He also mentioned the status of the FAA
survey for a potential Beverly glidescope.

Aviators of New England – Rich Little announced that he had replaced
Alex Skrabut as the Manager of Aviators of New England. He said the
sublease is still between Aviators of New England and the Wheelers
2. Reading of the Minutes for December 2002 – Chairman White called for a
reading of the minutes from the December meeting. Commissioner Danforth made
a motion to accept the minutes, seconded by Commissioner Barnico. Motion
passed unanimously.
3. Reading of the Financial Report – Chairman White gave the financial report for
December 2002. Commissioner Mahoney made a motion to accept the financial
report subject to audit, seconded by Commissioner Lydon. Motion passed
unanimously.

B. OLD BUSINESS:
Sub-Committee Reports
·
Property/Legal/Finance Subcommittee – Commissioner Mahoney
reported that the lease for Hangar #4 will remain as is.
Commissioner Mahoney said the lease with the Wheelers is still in
effect and the sublease relationship between the Wheelers and Aviators
of New England and Network Innovations is status quo.
Commissioner Mahoney also said that the proposed lease with Tom
Ford, as far as he knew, was “good to go” once approved by the City
Council.

Public Relations Subcommittee – Commissioner Simpson reported that
the airport has informational videos on what an airport is and they will
be made available to the abutting towns.

Facilities and Maintenance Subcommittee – Commissioner Danforth
reported that he would like to see continuing tenant facility inspections
on a regular basis with sub-committee review of discrepancy sheets.
Commissioners Danforth and Lydon would also like to meet with the
Airport Manager to discuss inspections.
C. NEW BUSINESS:

Executive Session – Commissioner Danforth requested to address the
Commission in Executive Session.
D. AIRPORT MANAGER’S REPORT – Airport Manager Mezzetti updated the
Commission on the traffic count, commercial crushed rock storage, status of FAA Class B
Restriction reimbursement check, airport website changes, vehicle access gate code
change, snow storms, Wyler hangar utility improvement, West Side security fence update,
Gurnard, landing fee collection, proposed updated Airport Rules, updated airport
industrial parcel appraisals, the meeting with Airport, FAA, M.A.C., and City Solicitor
regarding the disposition of airport revenue, and proposed RFP.
E. COMMISSION/CHAIRMAN’S REPORT:

Chairman White would like to talk to Commissioners Barnico and Mahoney
and the Airport Manager on the FY04 budget.

Chairman White reported that the City Engineering Department would pay half
the Gurnard Machine Shop demolition and cleanup costs and airport revenues
would pay the other half.
F. ADJOURNMENT:
Motion to adjourn made by Commissioner Nelson, seconded by Commissioner
Danforth. Motion passed unanimously.
