Seconded by Brewster. The motion carries 5 -0, with Gardner abstaining. Executive Session McCrory moves to go into Executive Session at 7:14 p.m. Seconded by Brewster. The motion carries by roll call: Charlie Mann, yes, Marilyn McCrory, yes, David Gardner, yes, Barbara King, yes, David Brewster, yes, Elizabeth Dunne, yes. The Committee reconvenes in open session at 7:46 p.m. Principal Items of Business Signage — Subcommittee Report on Activities Mann and McCrory will meet on signage. 2016 Earth Day Events — Subcommittee Report on Activities For the Earth Day event on June 4, Dave Brewster will fill in for Robert Buchsbaum and will post on Facebook. Open Space & Recreation Committee June 1, 2016 Meeting Minutes Page 2 of 3 Community Preservation Committee — Representative Report on Activities The CPC funded an off -cycle project for ADA compliance at the Beverly Golf and Tennis Commission for bathrooms and wider doors ($199,000) as an historic preservation project, with 70% coming from the general reserve. This proposal is going to City Council. There will be bond payments for Camp Paradise from open space reserve and general reserve will be used to replenish an equal amount of funds to open space reserve fund. Discussion addresses if a large project came up there would have to be multiple funding sources beyond CPA. The Harbor Management Authority submitted a project application to improve harbor access by resurrecting the ramp at the end of Congress Street. Discussion ensues about idea for Waldorf seasonal gardening school and ways to fund purchase of property although Chapter 61 eligibility needs to be clarified. Discussion addresses how the Beverly Land Trust owns one property, it has an endowment of $22,000 from White Hall Circle development, and could be interested in expanding its land holdings. The OSCR will ask for a meeting with the Land Trust. Open Space & Recreation Plan Update -- Update on Status of Draft Two support letters are expected from the Mayor and MAPC to complete the Open Space & Recreation Plan Update. The plan could be put online. Other Business & Updates Other Business/Undates Brought Forward by Committee Members /Staff Discussion addresses how the Glen Urquhart School will allow parking along driveway for cyclists after 5:00 p.m. on weeknights, and on weekends. Discussion ensues on letter sent to the City Solicitor about encroachment on Leech Street open space. The Committee could consider adopting an encroachment correction policy similar to the policy used in the town of Wellesley for town owned land. McCrory will email the Committee a copy of the Wellesley policy. The Committee discusses costs associated with 27X including surveyors, wetland scientist and architect. An NOI is before the Conservation Commission which will be reviewed with the abutter. Adjournment There being no further business to discuss, King moves to adjourn at 8:30 p.m. Seconded by Dunne.
