02-03-16 OSRC MinCITY OF BEVERLY PUBLIC MEETING MINUTES BOARD: SUBCOMMITTEE: DATE: BOARD MEMBERS PRESENT: BOARD MEMBERS ABSENT STAFF MEMBERS PRESENT OTHERS PRESENT: RECORDER: Mann opens the meeting at 7:06 p.m. ADUroval of Previous Minutes Open Space and Recreation Committee February 3, 2016 Charlie Mann (Chair), David Brewster (Vice Chair), Elizabeth Dunne, David Gardner, Barbara King, Marilyn McCrory, Bill Squibb David Long, Sandra Stacey, Wayne Miller Darlene Wynne, Assistant Planning Director Jane Dooley McCrory moves to approve the January 6, 2016 meeting minutes as amended. Seconded by Brewster. The motion carries 7 -0. Principal Items of Business Open Space & Recreation Plan Update -- Update on Status of Draft, OSRC Follow Up Discussion ensues on list of comments with suggestions on adding information on date of census data regarding environmental justice population, source of information on threatened and endangered species in Beverly, whether Department of Fisheries and Wildlife was consulted regarding wildlife corridors. Committee questions how the environmental equity is measured, but indicates that generally, the City has a fairly good dispersal of open space. However, larger, wooded areas tend to be located in the more suburban parts of city whereas smaller areas are located in the more urbanized areas. Committee discussed whether there was any additional open space that should be identified on the map. Signage — Subcommittee Report on Activities No update. Discussion ensues about spaces that need new maps for kiosks at trails (i.e., Greens Hill, Greenwood, and Sally Milligan) and if CPA funding could be used for the kiosk signs and replacing required wood. Graphics are located at United Sign and they could reprint the maps. Any applications for CPA funding should be submitted through the Planning office to the Mayor's office. Marilyn will check to see if CPA funding can be used for replacing the kiosk signs and wood replacement, if required. Open Space & Recreation Committee February 3, 2016 Meeting Minutes Page 2 of 3 Community Preservation Committee (CPC) — Representative Report on Activities The CPA annual public hearing is being held tomorrow night. At the regular February CPA meeting, ideas from the OSRC could be discussed as an agenda item. For Greens Hill trail improvement project, the MOU is still needed. Planning Board — Representative Report on Activities Discussion was on Jewett Street where landowners have negotiated an agreement on roadway construction and drainage. The application also shows installation of two gravel parking spaces. The OSRC considers a possible location for public use sign, which would be the City's purview. The Committee also addresses the 11 -15 Sunnycrest OSRD site plan application where roadway was moved to preserve tree, there is a larger stormwater management system, and 60% of lot is open space. Applicant is asking the City to take the open space. Discussion addresses how a letter of support from OSRC would go to the Planning Department and could mention public access to the open space and suggestion of endowment for maintenance. Discussion ensues on Bass River Overlay Zoning area from National Grid to Bowl -O -Mat sites for future mixed use and possible public walkway. Priority Parcel List — Subcommittee Report on Activities The Subcommittee finished the priority parcel list and provided it to the Planning Department. The Subcommittee identified approximately 50 parcels, identifying priority of approximately 15, and met with the Mayor for input. The sub - committee received permission to make phone calls including to Endicott College about trail. A memo will be written providing guidance on the matter. Discussion ensues about whether or not the City should acquire unbuildable parcels relative to permanent preservation. Also, if larger parcels should be discussed with ECGA. Discussion addresses possibility for conservation restrictions on backland of great estates that could be identified. Other Business & Updates Jonathan Salt Jonathan Salt was not available to attend the meeting and will try to attend the Committee's March meeting. He could potentially lead walks. Earth Day Walks Discussion ensues on topics for walks including the Olmsted Society at Moraine Farm, dog walk, wildflowers, bike outing at Greenwood Ave., etc., and use of OSRC Facebook page to publicize Earth Day walks. Resignation Sandra Stacey has resigned from the Committee as Ward 5 representative. Committee agreed that she can continue to administer Facebook page. Discussion addresses when Committee members are traveling how they can call in to attend OSRC meetings. New Business Discussion ensues about 2016 Mass. Land Conservation Conference on April 2. Adjournment There being no further business to discuss, Dunne moves to adjourn at 8:50 p.m. Seconded by King. The motion carries 7 -0. The next meeting of the Beverly Open Space and Recreation Committee will take place on Wednesday, March 2, 2016 at City Hall, 3 d Floor Conference Room at 7:00 p.m.
